Abstract

ABSTRAK Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 Tentang Standar Dan Spesifikasi Perangkat Keras, Perangkat Lunak, Dan Blanko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital merupakan langkah pemerintah dalam hal perkembangan teknologi digital yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil dalam bidang pelayanan publik di Indonesia. Penelitian ini bertujuan untuk menganalisis pelaksanaan dan perspektif fiqh siyasah terhadap Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 tentang Standar Dan Spesifikasi Perangkat Keras, Perangkat Lunak, Dan Blanko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital. Dalam pasal 14 Huruf (b) Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 tentang Standar Dan Spesifikasi Perangkat Keras, Perangkat Lunak, Dan Blanko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital disebutkan bahwa tujuan dari penyelenggaraan identitas kependudukan digital yaitu meningkatkan pemanfaatan digitalisasi kependudukan bagi penduduk. Maka dari itu penelitian ini bertujuan untuk menganalisis masalah tersebut Penelitian ini menggunakan teori fiqh siyasah yaitu siyasah tanfidziyyah dengan metode penelitian kualitatif dengan metode pengumpulan data observasi, wawancara dan dokumentasi. Data yang dikumpulkan dianalisis secara deskriptif analitis untuk mengetahui bagaimana kesesuaian antara peraturan dengan prinsip-prinsip fiqh siyasah yaitu prinsip-prinsip hukum islam yang mengatur tentang tata kelola pemerintahan. Sumber data diambil dengan penarikan informan secara purposive sampling yang berjumlah 10 orang. Pelaksanaan Peraturan Menteri Nomor 72 Tahun 2022 tentang Standar Dan Spesifikasi Perangkat Keras, Perangkat Lunak, Dan Blanko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital di Desa Bumirestu Kecamatan Palas Kabupaten Lampung Selatan sudah berjalan tetapi belum optimal, dikarenakan pemerintah belum memberikan sosialisasi kepada masyarakat sehingga hal tersebut menyebabkan kurangnya peran atau partisipasi masyarakat terhadap kebijakan tersebut.Dalam Perspektif Fiqh Siyasah terutama Siyasah Tanfidziyyah yang merupakan politik pelaksana peraturan perundang-undangan Pelaksanaan Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 Tentang Standar Dan Spesifikasi Perangkat Keras, Perangkat Lunak, Dan Blanko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital Perspektif Fiqh Siyasah. sudah sesuai dengan Fiqh Siyasah Tanfidziyyah meskipun belum optimal karena masih adanya aparatur pemerintah desa yang belum menjalankan amanah. ABSTRACT Regulation of the Minister of Home Affairs Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blanks for Electronic Population Cards and the Implementation of Digital Population Identity is a government step in terms of the development of digital technology carried out by the Population and Civil Registration Service in the field of public services in Indonesia. This study aims to analyze the implementation and perspective of fiqh siyasah on the Regulation of the Minister of Home Affairs Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blanks for Electronic Population Cards and the Implementation of Digital Population Identity. In Article 14 Letter (b) of the Regulation of the Minister of Home Affairs Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blanks for Electronic Population Cards and the Implementation of Digital Population Identity, it is stated that the purpose of implementing digital population identity is to increase the utilization of population digitization for the population. Therefore, this study aims to analyze this problem This research uses the theory of fiqh siyasah, namely siyasah tanfidziyyah with a qualitative research method with observation, interview and documentation data collection methods. The collected data were analyzed descriptively analytically to determine how the regulations are in accordance with the principles of fiqh siyasah, namely the principles of Islamic law that regulate governance. The data source was taken by drawing informants using purposive sampling totaling 10 people. The implementation of Ministerial Regulation Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blank Electronic Identity Cards and the Implementation of Digital Population Identity in Bumirestu Village, Palas District, South Lampung Regency has been running but has not been optimal, because the government has not provided socialization to the community so that this has resulted in a lack of community role or participation in the policy. In the Fiqh Siyasah Perspective, especially Siyasah Tanfidziyyah which is the implementing policy of the legislation on the Implementation of the Regulation of the Minister of Home Affairs Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blank Electronic Identity Cards and the Implementation of Digital Population Identity from the Fiqh Siyasah Perspective. is in accordance with Fiqh Siyasah Tanfidziyyah although it is not optimal because there are still village government officials who have not carried out their mandate.
