Abstract

ABSTRAK Pemilihan Kepala Desa yang berlangsung serentak berlangsung secara demokratis. Kendatipun demikian sebelum berlangsungnya Pemilihan Kepala Desa.Tidak sedikit dari calon kandidat melakukan praktik politik uang, dengan bermodalkan dana yang cukup besar, politik uang melanggengkan perjalanan kampanye politik sampai berlangsungnya Pemilihan Kepala Desa, Kita bisa melihat politik uang pada proses demokrasi tingkat yang paling rendah yaitu pada Pemilihan Kepala Desa. Politik uang tidak hanya berupa uang, bisa saja dapat berbentuk barang atau fasilitas-fasilitas terkait, seperti pembuatan masjid atau perbaikan jalan demi mendapatkan citra positif dari masyarakat. Rumusan masalah dalam penelitian ini adalah: 1. Bagaimana implementasi Peraturan Dearah Lampung Barat Nomor 4 Tahun 2015 tentang pemerintahan pekon terhadap praktek politik uang dalam kontestasi pemilihan kepala pekon di daerah Ciptawaras Gedung Surian Lampung Barat ? 2. Bagaimana tinjauan siyasah tanfidziyyah dalam implementasi Peraturan Daerah Kabupaten Lampung Barat Nomor 4 Tahun 2015 tentang pemerintahan pekon terhadap prantek politik uang dalam kontestasi pemilihan kepala pekon di daerah Ciptawaras Gedung Surian Lampung Barat ?. Jenis penelitian ini Penelitian ini adalah penelitian lapangan (field research). Data yang digunakan yaitu data primer dan data skunder. Adapun tekni pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. 10 aparat pekon yaitu termasuk kepala desa dan wakil nya,10 warga usia 30-40 tahun,10 warga usia 20-30 tahun.Dan jumlah dari sampe yang akan di gunakan ber jumlah 30 orang. Hasil penelitian ini menyakan bahwa Implementasi Peraturan Dearah Lampung Barat Nomor 4 Tahun 2015 tentang Pemerintahan Pekon terhadap Praktek Politik Uang dalam Kontestasi Pemilihan Kepala Pekon di Pekon Ciptawaras Kecamatan Gedung Surian Kabupaten Lampung Barat Berdasarkan data-data yang diperoleh oleh penulis bahwa di Pekon Ciptawaras sudah terimlementasi tapi belum sepenuhnya. Pada usia 20 tahun sampai 30 tahun cendrung lebih menanamkan sistem demokrasi dan memiliki pemikiran yang lebih terbuka. pada usia 30 samapai 40 tahun akan cemdrung menerima tawara uang yang diberikan untuk memilih salah satu calon pasangan, alasan yang diberikan bahwa faktor ekonomi yang menengah kebawah. Kata Kunci: Politik Uang, PERDA, Pemilihan Kepala Desa. ABSTRACT The simultaneous election of Village Heads took place democratically. However, before the Village Head Election took place, quite a few of the prospective candidates practiced money politics, with quite a large amount of capital, money politics perpetuated the course of the political campaign until the Village Head Election took place. We can see money politics at the lowest level of the democratic process, namely in the Village Head Election. Money politics does not only take the form of money, it can also take the form of goods or related facilities, such as building mosques or repairing roads in order to gain a positive image from society. The legal theory used in this research is Fiqh Siyasah, which is more directed towards Siyasah Tanfidziyah, namely the implementation of statutory regulations. The problem formulation in this research is: 1. How is the implementation of West Lampung regional regulation number 4 of 2015 concerning pekon government regarding the practice of money politics in the contestation for the election of pekon head in the Ciptawaras Gedung Surian area of West Lampung? 2. What is the review of siyasah tanfidziyyah in the implementation of West Lampung district regional regulation number 4 of 2015 concerning pekon government regarding money political practices in the contestation for the election of pekon head in the Ciptawaras Gedung Surian area of West Lampung? This type of research is field research. The data used are primary data and secondary data. The data collection technique is carried out by means of observation, interviews and documentation. 10 pekon officials, including the village head and his deputy, 10 residents aged 30-40 years, 10 residents aged 20-30 years. And the number of people who will be used is 30 people. The results of this research indicate that the implementation of West Lampung Regional Regulation Number 4 of 2015 concerning Pekon Government regarding the Practice of Money Politics in the Contest for the Election of Pekon Heads in Pekon Ciptawaras, Gedung Surian District, West Lampung Regency. Based on the data obtained by the author, it has been implemented in Pekon Ciptawaras but not yet completely. At the age of 20 to 30 years, they tend to be more invested in the democratic system and have a more open mind. at the age of 30 to 40 years, they will be inclined to accept the offer of money given to choose one of their potential partners Keywords: Money Politics, PERDA, Village Head Election.
