Abstract

ABSTRAK Masuknya budaya asing melalui media massa, pariwisata, dan globalisasi telah memberikan dampak yang signifikan terhadap perubahan perilaku masyarakat, terutama generasi muda. Hal ini menunjukkan adanya krisis nilai dan moral yang perlu segera diatasi. Pemerintah Kabupaten Pesisir Barat mengeluarkan Peraturan Daerah Nomor 9 Tahun 2020 tentang Pelestarian Budaya Tradisional dan Pemajuan Kebudayaan. Peraturan daerah tersebut bertujuan untuk melestarikan dan mengembangkan budaya tradisional Kabupaten Pesisir Barat, meningkatkan kualitas hidup masyarakat Kabupaten Pesisir Barat dan meningkatkan daya tarik wisata Kabupaten Pesisir Barat. Rumusan masalah pada penelitian ini adalah bagaimana Implementasi Pasal 10 Peraturan Daerah Kabupaten Pesisir Barat Nomor 09 Tahun 2020 Tentang Pelestarian Budaya Tradisional Dan Pemajuan Kebudayaan oleh Dinas Pendidikan dan Kebudayaan Kabupaten Pesisr Barat dan bagaimana Tinjauan Siyasah Tanfidziyah Syariyyah terhadap Implementasi Pasal 10 Peraturan Daerah Kabupaten Pesisir Barat Nomor 09 Tahun 2020 Tentang Pelestarian Budaya Tradisional dan Pemajuan Kebudayaan oleh Dinas Pendidikan dan Kebudayaan Kabupaten Pesisr Barat. Penelitian ini bersifat deskriptif analisis, sumber data yang digunakan yaitu primer dan sekunder. Analisis data menggunakan analisis kualitatif. Hasil penelitian ini ditemukan bahwa Implementasi Pasal 10 Peraturan Daerah Kabupaten Pesisir Barat Nomor 09 Tahun 2020 Tentang Pelestarian Budaya Tradisional Dan Pemajuan Kebudayaan oleh Dinas Pendidikan dan Kebudayaan Kabupaten Pesisir Barat belum bisa dikatakan optimal, Dinas Pendidikan dan Kebudayaan Kabupaten dalam melestarikan budaya di Kabupaten Pesisir Barat telah menunjukkan perkembangan yang positif, namun masih terdapat beberapa tantangan yang perlu diatasi dan belum berjalan dengan optimal, seperti pengaruh budaya asing dan gaya hidup modern yang justru semakin kuat. Tinjauan Siyasah TanfidziyyahSyariyyah Terhadap Implementasi Pasal 10 Peraturan Daerah Kabupaten Pesisir Barat Nomor 09 Tahun 2020 Tentang Pelestarian Budaya Tradisional dan Pemajuan Kebudayaan di Dinas Pendidikan dan Kebudayaan Kabupaten Pesisir Barat, dapat dikatakan belum sesuai dengan prinsip-prinsip Siyasah Tanfidziyyah Syariyyah. Berdasarkan hasil penelitian, menunjukkan adanya kesenjangan antara praktik di lapangan dengan prinsip-prinsip yang diamanatkan oleh Siyasah Tandfiziyyah Syar'iyyah. Prinsip-prinsip seperti perencanaan yang belum matang untuk mencapai maslahah ammah (kemaslahatan umum), kurangnya partisipasi masyarakat, kurangnya menekankan pencegahan kerusakan (mafsadah), dan pengelolaan sumber daya yang bijaksana belum sepenuhnya terwujud. Kata Kunci : Implemetasi, Peraturan Daerah, Pelestarian dan Pemajuan Budaya Tradisional, Fiqh Siyasah. ABSTRACT However, a striking phenomenon is the shift in values and behavior of society, especially the younger generation, who tend to abandon local traditions and are more interested in foreign cultures. The entry of foreign cultures through mass media, tourism, and globalization has had a significant impact on changes in people's behavior, especially the younger generation. This indicates a crisis of values and morals that needs to be addressed immediately. The Pesisir Barat Regency Government issued Regional Regulation Number 9 of 2020 concerning the Preservation of Traditional Culture and Advancement of Culture. The regional regulation aims to preserve and develop the traditional culture of Pesisir Barat Regency, improve the quality of life of the people of Pesisir Barat Regency and increase the tourist attraction of Pesisir Barat Regency. The formulation of the problem in this study is how the Implementation of Article 10 of the Pesisir Barat Regency Regional Regulation Number 09 of 2020 Concerning the Preservation of Traditional Culture and Advancement of Culture by the Pesisir Barat Regency Education and Culture Office and how the Review of Siyasah Tanfidziyah Syariyyah on the Implementation of Article 10 of the Pesisir Barat Regency Regional Regulation Number 09 of 2020 Concerning the Preservation of Traditional Culture and Advancement of Culture by the Pesisir Barat Regency Education and Culture Office. This research is descriptive analysis, the data sources used are primary and secondary. Data analysis uses qualitative analysis. The results of this study found that the Implementation of Article 10 of the Pesisir Barat Regency Regional Regulation Number 09 of 2020 Concerning the Preservation of Traditional Culture and Advancement of Culture by the Pesisir Barat Regency Education and Culture Office cannot be said to be optimal, the Regency Education and Culture Office in preserving culture in Pesisir Barat Regency has shown positive developments, but there are still several challenges that need to be overcome and have not run optimally, such as the influence of foreign culture and modern lifestyles which are actually getting stronger. Review of Siyasah TanfidziyyahSyariyyah on the Implementation of Article 10 of the Pesisir Barat Regency Regional Regulation Number 09 of 2020 Concerning the Preservation of Traditional Culture and Advancement of Culture at the Pesisir Barat Regency Education and Culture Office, can be said to be not in accordance with the principles of Siyasah Tanfidziyyah Syariyyah. Based on the research results, it shows that there is a gap between practice in the field and the principles mandated by Siyasah Tandfiziyyah Syar'iyyah. Principles such as immature planning to achieve maslahah ammah (public benefit), lack of community participation, lack of emphasis on preventing damage (mafsadah), and wise resource management have not been fully realized.
