Abstract

ABSTRAK Penelitian ini di latar belakangi dengan minimnya lahan untuk ruang terbuka hijau (RTH) di Kota Bandar Lampung apakah sudah ada penanganan dari Pemerintah Daerah setempat dan Dinas Lingungan Hidup Kota Bandar Lampung yang berwenang mengatur ruang terbuka hijau (RTH) di Kota Bandar Lampung. Dengan cara bagaimana implementasi pasal 8 huruf d ayat (4) Peraturan Daerah Kota Bandar Lampung Nomor 4 Tentang Tata Ruang Wilayah Tahun 2021-2041. Dan bagaimana Persfektif Fiqh Siyᾱsah Terhadap Implementasi pasal 8 huruf d ayat (4) Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2021 Tentang Tata Ruang Wilayah Tahun 2021-2041. Rumusan masalah pada penelitian ini yaitu (1) bagaimana Implementasi Pasal 8 Huruf d Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2021 Tentang Tata Ruang Wilayah Tahun 2021-2041 di Dinas Lingkungan Hidup Kota Bandar Lampung?, (2) Bagaimana Tinjauan Fiqih Siyᾱsah Tanfidziyyah terhadap Implementasi Pasal 8 Huruf d Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2021 Tentang Tata Ruang Wilayah Tahun 2021-2041 di Dinas Lingkungan Hidup Kota Bandar Lampung? Pada penelitian ini peneliti menggunakan metode penelitian lapangan (field research). Lokasi penelitian ini berada di Dinas Lingkungan Hidup Kota Bandar Lampung, Dinas Perumahan dan Permukiman Kota Bandar Lampung, Walhi Lampung, dan masyarakat yang terkena dampak. Metode pengambilan data ini menggunakan metode observasi dan wawancara. Jenis dan sumber dara dalam penelitian ini meliputi data primer dan sekunder. Data primer diperoleh dengan melakukan penelitian di lapangan. Pengumpulan data di peroleh melalui wawancara (Interview). Hasil dari Penelitian ini ialah: (1) Implementasi Pasal 8 Huruf d Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2021 Tentang Tata Ruang Wilayah Tahun 2021-2041 sudah terlaksana dengan Upaya pemerintah setempat yaitu Dinas Lingkungan Hidup dan Dinas Perumahan dan Permukiman Kota Bandar Lampung. Dengan cara membuat masterplan dan melakukan penghijauan di sepanjang pesisir Pantai. (2) Tinjauan Fiqih Siyᾱsah Tanfidziyyah terhadap Implementasi Pasal 8 Huruf d Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2021 Tentang Tata Ruang Wilayah Tahun 2021-2041 sudah sesuai dengan prinsip tanggung jawab, prinsip amanah, dan prinsip keadilan yang merata, dikarenakan fiqh siyᾱsah tanfidziyyah mengedepankan prinsip-prinsip tersebut. Kata Kunci: Implementasi, Rencana tata Ruang Wilayah, Ruang Terbuka Hijau, Fiqh Siyāsah Tanfidziyyah. ABSTRACT This research is based on the limited availability of land for green open space (RTH) in Bandar Lampung City and whether the local government and the Environmental Agency of Bandar Lampung City, which is responsible for regulating green open space (RTH), have taken any actions. The study examines how the implementation of Article 8 letter d paragraph (4) of Regional Regulation Number 4 of 2021 regarding the Spatial Planning of Bandar Lampung City for the period 2021-2041 is being carried out. Furthermore, the research explores the perspective of Fiqh Siyᾱsah regarding the implementation of Article 8 letter d paragraph (4) of the Regional Regulation Number 4 of 2021 about Spatial Planning for 2021-2041. The formulation of the problem in this research is (1) how is the implementation of Article 8 Letter d of the Bandar Lampung City Regional Regulation Number 4 of 2021 concerning Regional Spatial Planning for 2021-2041 in the Bandar Lampung City Environmental Service?, (2) How is the Siyᾱsah Tanfidziyyah Fiqh Review of the Implementation of Article 8 Letter d of the Bandar Lampung City Regional Regulation Number 4 of 2021 concerning Regional Spatial Planning? 2021-2041 at the Bandar Lampung City Environmental Service? In this research, researchers used field research methods. The location of this research is at the Bandar Lampung City Environmental Service, Bandar Lampung City Housing and Settlement Service, Walhi Lampung, and the affected communities. This data collection method uses observation and interview methods. The types and sources of blood in this research include primary and secondary data. Primary data was obtained by conducting research in the field. Data collection was obtained through interviews. The results of this research are: (1) The implementation of Article 8 Letter d of Bandar Lampung City Regional Regulation Number 4 of 2021 concerning Regional Spatial Planning for 2021-2041 has been carried out with the efforts of the local government, namely the Environmental Service and the Housing and Settlement Service of Bandar Lampung City. By making a master plan and carrying out greening along the coast. (2) Review of Siyᾱsah Tanfidziyyah Fiqh on the Implementation of Article 8 Letter d of Bandar Lampung City Regional Regulation Number 4 of 2021 concerning Regional Spatial Planning for 2021-2041 is in accordance with the principle of responsibility, the principle of trust, and the principle of equitable justice, because siyᾱsah tanfidziyyah fiqh prioritizes these principles.
