Abstract

ABSTRAK Gajah liar merupakan satwa yang hidup di habitat alaminya tanpa campur tangan manusia secara langsung dan sering berpindah tempat untuk mencari makan serta air. Konflik terjadi ketika wilayah jelajah gajah bersinggungan dengan permukiman atau lahan pertanian, seperti yang terjadi di Pekon Ulok Mukti Kecamatan Ngambur Kabupaten Pesisir Barat, di mana gajah liar yang keluar dari kawasan Taman Nasional Bukit Barisan Selatan (TNBBS) merusak lahan perkebunan warga. Kerusakan ini menyebabkan kerugian besar dan mengancam mata pencaharian masyarakat yang bergantung pada hasil kebun seperti kopi, pisang, pepaya dan damar. Konflik ini dipicu oleh penyempitan habitat gajah akibat pembukaan lahan untuk pertanian, permukiman, dan industri, yang memaksa gajah keluar dari hutan untuk mencari makan. Upaya penanggulangan telah dilakukan melalui kolaborasi antara masyarakat dan pemerintah, seperti pemasangan pagar listrik dan pemantauan pergerakan gajah, namun sebagian besar masih bersifat jangka pendek dan belum menyentuh akar permasalahan seperti konversi hutan dan lemahnya penegakan hukum. Oleh karena itu, diperlukan komitmen bersama untuk menjaga kelestarian hutan dan menciptakan keseimbangan antara kebutuhan manusia dan kelangsungan hidup satwa liar. Adapun rumusan masalah dalam penelitian ini adalah bagaimana bentuk upaya masyarakat dalam mengatasi gajah liar di kawasan hutan Pekon Ulok Mukti? dan Bagaimana Dampak Gajah Liar Terhadap Masyarakat Di kawasan hutan Pekon Ulok Mukti Kecamatan Ngambur Kabupaten Pesisir Barat? Penelitian ini bertujuan untuk menganalisis bentuk upaya masyarakat dalam mengatasi gajah liar di kawasan hutan Pekon Ulok Mukti dan Dampak Gajah Liar Terhadap Masyarakat Di kawasan hutan Pekon Ulok Mukti Kecamatan Ngambur Kabupaten Pesisir Barat. Metode penelitian yang digunakan adalah metode kualitatif yang bersifat deskriptif. Metode pengumpulan data menggunakan tiga metode yaitu observasi yang dilakukan dengan cara langsung turun ke lapangan untuk mengamati perilaku dan aktivitas individu-individu dilokasi penelitian. Kemudian wawancara yang dilakukan dengan berkomunikasi secara verbal dalam bentuk percakapan untuk memperoleh informasi yang berkaitan dengan tema yang di angkat dan menggunakan metode dokumentasi dalam mencari data terkait yang berupa catatan, buku-buku, transkip, surat kabar, majalah, arsip foto selama proses kegiatan penelitian dan lain sebagainya. Menentukan informan untuk di wawancara peneliti menggunakan teknik purposive sampling dimana peneliti memilih informan yang relevan untuk di wawancara sesuai dengan tema yang di angkat. Teori yang peneliti gunakan dalam penelitian ini ialah Teori Solidaritas Sosial Emile Durkheim. dan teori Talcot Person tersebut dapat menganalisis dan membahas hasil temuan yang ada di lapangan. Hasil penelitian menunjukkan bahwa upaya masyarakat dan pemerintah dalam mengatasi gajah liar di kawasan hutan Pekon Ulok Mukti Kecamatan Ngambur Kabupaten Pesisir Barat adanya kolaborasi yang erat. Masyarakat berperan aktif melalui kegiatan ronda malam, edukasi lingkungan, dan rehabilitasi lahan, sementara pemerintah mendukung dengan pemasangan pagar listrik, patroli polisi hutan, serta penggunaan GPS collar untuk memantau pergerakan gajah. Langkah-langkah ini bertujuan untuk meningkatkan kesadaran kolektif tentang pentingnya perlindungan ekosistem dan menjaga keselamatan masyarakat. Dengan adanya upaya-upaya tersebut, Dampaknya terasa pada aspek ekonomi yaitu adanya kerugian akibat serangan gajah, aspek keamanan melalui peningkatan perlindungan lingkungan, serta aspek sosial dengan terciptanya solidaritas dan kerja sama antara masyarakat dan pemerintah, yang mendukung pelestarian hutan dan kesejahteraan bersama. Kata Kunci : Gajah Liar, Masyarakat, Pemerintah. ABSTRACT Wild elephants are animals that live in their natural habitat without direct human intervention and often move to find food and water. Conflict occurs when the elephant's roaming area intersects with settlements or agricultural land, such as what happened in Pekon Ulok Mukti, Ngambur District, Pesisir Barat Regency, where wild elephants that left the Bukit Barisan Selatan National Park (TNBBS) area damaged residents' plantations. This damage caused major losses and threatened the livelihoods of people who depend on garden products such as coffee, bananas, papaya and damar. This conflict was triggered by the narrowing of elephant habitat due to land clearing for agriculture, settlements and industry, which forced elephants out of the forest to find food. Mitigation efforts have been carried out through collaboration between the community and the government, such as installing electric fences and monitoring elephant movements, but most of them are still short-term and have not touched on the root of the problem such as forest conversion and weak law enforcement. Therefore, a joint commitment is needed to maintain forest sustainability and create a balance between human needs and the survival of wildlife. The formulation of the problem in this study is how are the forms of community efforts in overcoming wild elephants in the Pekon Ulok Mukti forest area? and How is the Impact of Wild Elephants on the Community in the Pekon Ulok Mukti forest area, Ngambur District, Pesisir Barat Regency? This study aims to analyze the form of community efforts in overcoming wild elephants in the Pekon Ulok Mukti forest area and the Impact of Wild Elephants on the Community in the Pekon Ulok Mukti forest area, Ngambur District, Pesisir Barat Regency. The research method used is a descriptive qualitative method. The data collection method uses three methods, namely observation carried out by going directly to the field to observe the behavior and activities of individuals at the research location. Then the interview was conducted by communicating verbally in the form of conversations to obtain information related to the theme raised and using the documentation method in finding related data in the form of notes, books, transcripts, newspapers, magazines, photo archives during the research process and others. Determining informants to be interviewed by researchers using purposive sampling techniques where researchers choose relevant informants to be interviewed according to the theme raised. The theory that researchers use in this study is Emile Durkheim's Social Solidarity Theory. and the Talcot Person theory can analyze and discuss the findings in the field. The results of the study indicate that the efforts of the community and government in overcoming wild elephants in the Pekon Ulok Mukti forest area, Ngambur District, Pesisir Barat Regency, are closely collaborated. The community plays an active role through night patrol activities, environmental education, and land rehabilitation, while the government supports by installing electric fences, forest police patrols, and using GPS collars to monitor elephant movements. These steps aim to increase collective awareness of the importance of ecosystem protection and maintaining community safety. With these efforts, the impact is felt in the economic aspect, namely losses due to elephant attacks, the security aspect through increased environmental protection, and the social aspect by creating solidarity and cooperation between the community and the government, which supports forest conservation and shared prosperity.
