Abstract

ABSTRAK Pegawai Negeri Sipil berkewajiban menjaga persatuan dan kesatuan bangsa serta taat kepada Pancasila dan UUD Negara Republik Indonesia. Berdasarkan Pasal 4 Huruf F Peraturan Pemerintah Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil bahwasannya Pegawai Negeri Sipil Wajib Masuk Kerja Dan Menaati Ketentuan Jam Kerja. Pegawai dikatakan disiplin jika memenuhi 3 faktor yaitu menaati waktu kerja, melakukan pekerjaan dengan baik, dan mematuhi semua peraturan dan norma sosial. Dalam penelitian ini dirumuskan masalah diantaranya, Bagaimana Implementasi Pasal 4 Huruf f Peraturan Pemerintah Nomor 94 tahun 2021 Tentang Disiplin Pegawai Negeri Sipil di Kantor Kecamatan Jati Agung Kabupaten Lampung Selatan, dan bagaimana tinjauan siyasah tanfidziyah terhadap Implementasi Pasal 4 Huruf f Peraturan Pemerintah Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil di Kantor Kecamatan Jati Agung Kabupaten Lampung Selatan. Jenis metode penelitian ini adalah penelitian lapangan (Field research) bersifat deskriptif analisis. Sumber data berupa data primer dan sekunder, teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Dalam menganalisis, penelitian menggunakan analisis kualitatif dan dibantu dengan menggunakan teori yang bersangkutan dengan permasalahan ini. Hasil penelitian ini menemukan bahwa Implementasi dari Peraturan Pemerintah Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil dapat dikatakan sudah terimplementasi. Namun beberapa Peraturan disiplin belum terimplementasikan dengan maksimal. Terhadap Implementasi Pasal 4 Huruf F Peraturan Pemerintah Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil. Dikarenakan masih adanya PNS yang melakukan pelanggaran Disiplin. Ketidakdisiplinan akan mempengaruhi pendapatan tunjangan PNS berupa pemotongan sebanyak 25% selama 6 bulan yang telah diatur dalam Pasal 8 ayat (1) huruf b Peraturan Pemerintah Nomor 94 Tahun 2021. Tinjauan Fiqh Siyasah terhadap penerapan Pasal 4 Huruf F Peraturan Pemerintah Nomor 94 Tahun 2021 mengenai Disiplin Pegawai Negeri Sipil menunjukkan bahwa implementasinya telah sejalan dengan prinsip-prinsip Fiqh Siyasah Tanfidziyah, atau pelaksanaan undang-undang, meskipun hasil yang dicapai masih belum optimal.Masih terdapat catatan mengenai beberapa Pegawai Negeri Sipil (PNS) yang melanggar ketentuan tersebut. Oleh karena itu, disiplin di Kantor Kecamatan Jati Agung perlu ditingkatkan agar dapat lebih baik. Dengan langkah ini, diharapkan kinerja PNS akan meningkat, sehingga tercipta lingkungan kerja yang sesuai dengan ajaran Islam. Kata Kunci: Disiplin, PNS, Peraturan Pemerintah, Siyasah Tanfidziyah. ABSTRACT Civil servants are obliged to maintain the unity of the nation and obey the Pancasila and the Constitution of the Republic of Indonesia. Based on Article 4 Letter F of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline, Civil Servants are Obliged to Come to Work and Comply with Working Hours Provisions. Employees are said to be disciplined if they meet 3 factors, namely obeying working hours, doing their jobs well, and obeying all regulations and social norms. In this study, the problems formulated include, How is the Implementation of Article 4 Letter f of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Jati Agung District Office, South Lampung Regency, and how is the review of siyasah tanfidziyah regarding the Implementation of Article 4 Letter f of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Jati Agung District Office, South Lampung Regency. The type of research method is field research (Field research) which is descriptive analysis. Data sources are primary and secondary data, data collection techniques are carried out by interviews, observation, and documentation. In analyzing, the study uses qualitative analysis and is assisted by using theories related to this problem. The results of this study found that the Implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline can be said to have been implemented. However, several disciplinary regulations have not been implemented optimally. Regarding the Implementation of Article 4 Letter F of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. Because there are still civil servants who violate Discipline. Indiscipline will affect the income of civil servant allowances in the form of a deduction of 25% for 6 months as regulated in Article 8 paragraph (1) letter b of Government Regulation Number 94 of 2021. A Fiqh Siyasah review of the implementation of Article 4 Letter F of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline shows that its implementation is in line with the principles of Fiqh Siyasah Tanfidziyah, or the implementation of laws, although the results achieved are still not optimal. There are still records regarding several Civil Servants (PNS) who violate these provisions. Therefore, discipline in the Jati Agung District Office needs to be improved in order to be better. With this step, it is expected that the performance of civil servants will increase, so that a work environment is created that is in accordance with Islamic teachings.
