Abstract

ABSTRAK Sustainable Development Goals (SDGs) merupakan program yang terintegrasi, bahwa tidak ada seorangpun yang terlewatkan (No one is Left Behind). Tentunya untuk mencapai agenda 2030, perlu memanfaatkan semua sumber daya di Indonesia termasuk Lampung untuk pencapaian SDGs, salah satunya adalah zakat. Selayaknya SDGs menjadi panduan bagi Organisasi Pengelola Zakat (OPZ) dalam membuat program dan menjalankannya, tapi kenyataannya tidak. Tujuan penelitian ini untuk menganalisis pemberdayaan masyarakat berbasis zakat, menganalisis program OPZ sesuai atau tidak dengan program SDGs, menganalisis implikasi program OPZ terhadap indikator SDGs, dan menganalisis cara pemberdayaan zakat dalam menciptakan masyarakat berdaya guna pencapaian pembangunan di Lampung. Penelitian ini adalah penelitian kualitatif, jenisnya adalah penelitian lapangan (field research) dan bersifat deskriptif analitis. Pendekatan sosiologis dan komparatif. Lokasi penelitian Provinsi Lampung, dengan sampel berjumlah 4, yaitu BAZNAS, Dompet Dhuafa, LAZISMU dan LAZISNU. Teknik pengumpulan data adalah wawancara dan dokumentasi. Analisis data adalah analisis deskriptif kualitatif dengan pendekatan induktif. Hasil penelitian menunjukkan bahwa program BAZNAS: (1) Lampung sejahtera, (2) Lampung cerdas, (3) Lampung sehat, (4) Lampung sosial. LAZ Dompet Dhuafa: (1) program dakwah dan budaya, (2) progam ekonomi, (3) progam kesehatan, (4) program pendidikan, (5) program sosial. LAZISMU: (1) pendidikan, (2) kesehatan, (3) ekonomi, (4) dakwah, (5) sosial kemanusiaan, (6) lingkungan. LAZISNU: (1) program sejahtera, (2) program cerdas, (3) program sehat, (4) program sosial. Program pemberdayaan masyarakat berbasis zakat oleh OPZ tidak semuanya selaras dengan program SDGs 11 poin yang menjadi prioritas utama kerja zakat. Program yang dijalankan OPZ juga belum sepenuhnya sesuai dengan prinsip authority, confidence/competence, trust, opportunity, responsibility, support. Maka diperlukan pengelolaan yang baik dengan melihat kebutuhan, keinginan, kondisi sosial dan kemaslahatan bagi masyarakat, sehingga program zakat dalam hal pendistribusian, pendayagunaan dan pendampingan yang dilakukan oleh OPZ sejalan dengan SDGs, Rencana Pembangunan Jangka Menengah Nasional (RPJMN), program Indonesia emas tahun 2045 vi dan Rencana Pembangunan Jangka Panjang Nasional (RPJPN) di Provinsi Lampung secara berkelanjutan. Dari itu perlu dilakukan perubahan cara pengelolaan dana zakat di Indonesia, baik penerimaan maupun distribusi, dengan menggunakan cara yaitu community based integration (pengelolaan zakat terintegrasi berbasis komunitas). Cara ini merupakan penyatuan seluruh OPZ (tidak parsial), dengan dukungan pemerintah dan stakeholder, baik NU, Muhammadiyah maupun organisasi lain, menjadi satu lembaga atau satu departermen khusus yang menangani masalah zakat. Kata Kunci: Pemberdayaan Masyarakat, Zakat, SDGs vii ABSTRACT Sustainable Development Goals (SDGs) is an integrated program that ensures no one is left behind. Certainly, to achieve the 2030 agenda, it is necessary to utilize all resources in Indonesia, including Lampung, for the attainment of SDGs, one of which is zakat. As SDGs should be a guide for Zakat Management Organizations (OPZ) in creating programs and implementing them, in reality it is not. The purpose of this study is to analyze zakat-based community empowerment, analyze the OPZ program according to the SDGs program or not, analyze the implications of the OPZ program on SDGs indicators, analyze supporting and inhibiting factors for achieving SDGs, and analyze the zakat empowerment model in creating an empowered community for achieving development in Lampung. This research is a qualitative research, the type is field research and is descriptive analytical. Sociological and comparative approach. The research location is Lampung Province, with a sample of 4, namely BAZNAS, Dompet Dhuafa, LAZISMU and LAZISNU. Data collection techniques are interviews and documentation. Data analysis is a qualitative descriptive analysis with an inductive approach. The research results indicate that BAZNAS programs include: (1) Prosperous Lampung, (2) Intelligent Lampung, (3) Healthy Lampung, and (4) Social Lampung. LAZ Dompet Dhuafa programs include (1) religious and cultural programs, (2) economic programs, (3) health programs, (4) education programs, and (5) social programs. LAZISMU programs include (1) education, (2) health, (3) economic, (4) religious preaching, (5) humanitarian and social, (6) environmental. LAZISNU programs include (1) a prosperous program, (2) an intelligent program, (3) a healthy program, (4) a social program. Community empowerment programs based on zakat by OPZ do not fully align with the 11-point SDGs program, which is the main priority for zakat work. The programs run by OPZ are also not fully in accordance with the principles of authority, confidence/competence, trust, opportunity, responsibility, support. Therefore, good management is needed by looking at the needs, desires, social conditions and welfare of the community, so that the zakat program in terms of distribution, utilization and assistance carried out by OPZ is in line with the SDGs, the National Medium-Term viii Development Plan (RPJMN), the 2045 golden Indonesia program and the National Long-Term Development Plan (RPJPN) in Lampung Province in a sustainable manner. Therefore, it is necessary to change the way zakat funds are managed in Indonesia, both in terms of receipt and distribution, by using a method, namely community-based integration (integrated zakat management based on the community). This method is the unification of all OPZ (not partial), with the support of the government and stakeholders, both NU, Muhammadiyah and other organizations, into one institution or one special department that handles zakat issues.
