Abstract

ABSTRAK Program Perhutanan Sosial adalah sistem pengelolaan hutan lestari yang dilaksanakan dalam kawasan hutan negara atau hutan hak/hutan adat yang dilaksanakan oleh masyarakat. Rumusan masalah dalam penelitian ini adalah bagaimana implementasi peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 9 Tahun 2021 tentang pengelolaan perhutanan sosial di Pekon Hujung Kecamatan Belalau Kabupaten Lampung Barat. Dan bagaimana tinjauan siya>sah tanfi>dziyyah terhadap implementasi Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 9 Tahun 2021 tentang pengelolaan perhutanan sosial di Pekon Hujung Kecamatan Belalau Kabupaten Lampung Barat. Penelitian ini termasuk jenis penelitian lapangan (field research), yaitu penelitian yang dilakukan di lapangan dengan responden. Data dan sumber data diperoleh dari data primer dan data sekunder.sampel penelitian ini berjumlah 5 orang. Metode pengumpulan data yaitu observasi, interview, dan dokumentasi, metode analisis data dilakukan secara deskriptif kualitatif. Hasil penelitian dapat disimpulkan bahwa Implementasi peraturan Menteri Lingkungan Hidup dan Kehutanan No 9 Tahun 2021 tentang pengelolaan perhutanan sosial diterapkan oleh KPH Liwa dengan beberapa tahap pendampingan, pengawasan, sanksi dan evaluasi. Adapun faktor penghambat KPH dalam menerapkan perhutanan sosial, yaitu keterbatasan petugas Kesatuan Pengelolaan Hutan Liwa, serta sarana dan prasarana personil Kesatuan Pengelolaan Hutan yang kurang memadai. Pandangan siyas>ah tanfi>dziyyah terhadap implementasi peraturan Menteri Lingkungan Hidup dan Kehutanan No 9 Tahun 2021 tentang pengelolaan perhutanan sosial yaitu KPH sebagai imamah yang melaksanakan peraturan Menteri Lingkungan Hidup dan Kehutanan No 9 Tahun 2021 telah menerapkan tahap kebijakan antara lain pendampingan, pengawasan, pemberian sanksi, dan evaluasi pelaksanaan. akan tetapi ada satu kebijakan tersebut yang belum terlaksana sebagaimana mestinya yaitu peningkatan sumber daya manusia kelompok usaha perhutanan sosial sehingga perhutanan sosial di Pekon Hujung belum sesuai dengan petunjuk teknis pendampingan pasca izin perhutanan sosial. Sehingga dapat diambil kesimpulan belum sesuai dengan siya>sah tanfi>dziyyah karna belum terlaksana sesuai dengan petunjuk teknis pendampingan pasca izin perhutanan sosial. Kata Kunci : Peraturan Menteri Lingkungan Hidup Dan Kehutanan Nomor 9 Tahun 2021, siya>sah tanfi>dziyya. ABSTRACT The Social Forestry Program is a sustainable forest management system implemented in state forest areas or customary forests/forests implemented by the community. The formulation of the problem in this study is how to implement the regulation of the Minister of Environment and Forestry Number 9 of 2021 concerning the management of social forestry in Pekon Hujung, Belalau District, West Lampung Regency. And how is the review of siya>sah tanfi>dziyyah regarding the implementation of the Regulation of the Minister of Environment and Forestry Number 9 of 2021 concerning the management of social forestry in Pekon Hujung, Belalau District, West Lampung Regency. This research is a type of field research, namely research conducted in the field with respondents. Data and data sources are obtained from primary data and secondary data. The sample of this study is 5 people. Data collection methods are observation, interviews, and documentation, data analysis methods are carried out descriptively qualitatively. The results of the study can be concluded that the implementation of the regulation of the Minister of Environment and Forestry No. 9 of 2021 concerning the management of social forestry is implemented by the Liwa KPH with several stages of assistance, supervision, sanctions and evaluation. The inhibiting factors for the KPH in implementing social forestry are the limited number of Liwa Forest Management Unit officers, as well as inadequate facilities and infrastructure for Forest Management Unit personnel. The siya>sah tanfi>dziyyah view of the implementation of the regulation of the Minister of Environment and Forestry No. 9 of 2021 concerning the management of social forestry, namely the KPH as the imamah that implements the regulation of the Minister of Environment and Forestry No. 9 of 2021 has implemented policy stages including assistance, supervision, sanctions, and evaluation of implementation. However, there is one policy that has not been implemented properly, namely increasing the human resources of social forestry business groups so that social forestry in Pekon Hujung is not in accordance with the technical instructions for assistance after the social forestry permit. So it can be concluded that it is not in accordance with the siya>sah tanfi>dziyyah because it has not been implemented in accordance with the technical instructions for post-social forestry permit assistance.
