Abstract

ABSTRAK Golongan putih atau yang lebih dikenal dengan istilah golput adalah individu atau kelompok yang tidak menggunakan hak pilihnya dalam pemilihan umum (pemilu). Disabilitas adalah orang yang mengalami gangguan fisik, mental, intelektual, wicara, rungu, dan netra. Komisi Pemilihan Umum Kabupaten Pesisir Barat berperan penting dalam mengurangi angka golongan putih disabilitas. Permasalahannya adalah begitu banyak penyandang disabilitas yang golput di Pesisir Barat, sedangkan semua warga negara memiliki hak politik yang sama tanpa terkecuali. Rumusan yang dapat diambil dari latar belakang tersebut adalah 1) peran komisi pemilihan umum pesisir barat dalam mengurangi angka golongan putih disabilitas dan analisis fiqh siyasah tanfiziyah terhadap peran komisi pemilihan umum pesisir barat dalam mengurangi angka golongan putih disabilitas?. 2) Bagaimana tinjauan fiqh siyasah tanfiziyah terhadap peran komisi pemilihan umum pesisir barat dalam mengurangi angka golongan putih disabilitas? Penelitian ini menggunakan metode kualitatif deskriptif, yang bertujuan untuk menggambarkan fenomena secara mendalam berdasarkan data yang diperoleh dari lapangan. Metode ini berfokus pada pemahaman konteks dan makna di balik data. Penelitian lapangan (field research) dilakukan secara intensif dan terperinci terhadap objek tertentu dengan mengkaji berbagai data pendukung terkait kasus yang diteliti. Hasil penelitian menunjukkan bahwa peran Komisi Pemilihan Umum Kabupaten Pesisir Barat dalam mengurangi angka golongan putih penyandang disabilitas melibatkan kerja sama dengan Dinas Sosial setempat. Tujuannya untuk melakukan pencocokan dan penelitian (coklit) data agar seluruh penyandang disabilitas yang memenuhi syarat dapat terdaftar dalam Daftar Pemilih Tetap (DPT) dan menggunakan hak pilihnya. Pada Pemilu 2019, jumlah DPT penyandang disabilitas sebanyak 733 orang dengan tingkat golput mencapai 50 persen atau sekitar 367 orang. Pada Pemilu Legislatif 2024, jumlah DPT penyandang disabilitas menurun menjadi 717 orang dengan tingkat golput berkurang menjadi 30 persen atau sekitar 215 orang. Selain itu, KPU Kabupaten Pesisir Barat menyediakan kertas suara khusus bagi pemilih tunanetra sebanyak satu buah per TPS untuk pemilihan Dewan Perwakilan Daerah (DPD). Kemudian, petugas pemilu tingkat TPS, yaitu KPPS bersama saksi mengantarkan surat suara ke rumah DPT disabilitas. ABSTRACT Golput, or non-voters, refers to individuals or groups who do not exercise their voting rights in elections. Disability refers to individuals with physical, mental, intellectual, speech, hearing, or visual impairments. The Pesisir Barat Election Commission plays a crucial role in reducing the number of disabled voters who abstain from voting. The problem is that many people with disabilities in Pesisir Barat choose not to vote, even though all citizens have equal political rights without exception. The research problems derived from the background are: 1) the role of the Pesisir Barat Regional Election Commission in reducing the rate of voter abstention among people with disabilities and 2) an analysis of fiqh siyasah tanfiziyah on the role of the Pesisir Barat Regional Election Commission in reducing the rate of voter abstention among people with disabilities. This study employs a descriptive qualitative method aimed at providing an in-depth depiction of phenomena based on field data. The method emphasizes understanding the context and meaning behind the data. Field research is conducted intensively and in detail on a specific object, examining various supporting data related to the case under study. The research results show that the role of the West Pesisir Regency General Election Commission in reducing the number of white people with disabilities involves collaboration with the local Social Service. The aim is to carry out data matching and research (coklit) so that all people with disabilities who meet the requirements can be registered in the Permanent Voter List (DPT) and exercise their right to vote. In the 2019 elections, the number of DPT persons with disabilities was 733 people with the abstention rate reaching 50 percent or around 367 people. In the 2024 Legislative Election, the number of DPT persons with disabilities decreased to 717 people with the abstention rate decreasing to 30 percent or around 215 people. In addition, the West Pesisir Regency KPU provides special ballot papers for blind voters, one per TPS for the Regional Representative Council (DPD) elections. Then, the TPS level election officer, namely KPPS, together with the witness, delivered the ballot papers to the house of the DPT with disabilities.
