Abstract

ABSTRAK Desa Sumur Bandung merupakan salah satu desa yang terletak di Kecamatan Way Jepara Kabupaten Lampung Timur. Keadaan masyarakatnya dalam partisipasi pembangunan desanya kurang atau tergolong pasif. Hal ini disebabkan belum optimalnya prestasi atau kinerja Kepala Desa Sumur Bandung dalam menjalankan peran dan tugasnya sebagai Kepala Pemerintahan Desa. Berdasarkan latar belakang tersebut, untuk mengetahui lebih jauh pandangan hukum Islam mengenai peran kepala desa dalam pelaksanaan otonomi didesa sumur bandung, maka peneliti tertarik untuk melakukan penelitian dengan judul “Tinjauan Fiqh Siyasah Terhadap Peranan Kepala Desa Dalam Pelaksanaan Otonomi Desa Berdasarkan Pasal 26 Undang-Undang Nomor 6 Tahun 2014 Tentang Desa (Studi di Desa Sumur Bandung Kec. Way Jepara Kab. Lampung Timur)”. Penelitian ini termasuk penelitian lapangan (field research). Adapun yang menjadi informan dalam penelitian ini sebanyak 10 orang yakni 1 orang Kepala Desa, 2 orang Aparat Desa dan 1 orang Tokoh Agama, 1 orang Tokoh Adat, 1 orang Tokoh Masyarakat, dan 4 orang Masyarakat di Sumur Bandung Kec. Way Jepara Kab. Lampung Timur. Teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil penelitian mengemukakan bahwa peranan Kepala Desa dalam pelaksanaan otonomi desa berdasarkan Pasal 26 Undang-Undang Nomor 6 Tahun 2014 Tentang Desa di Desa Sumur Bandung Kecamatan Way Jepara Kabupaten Lampung Timur belum maksimal. Peranan Kepala Desa dalam pelaksanaan otonomi desa berdasarkan Pasal 26 Undang Undang Nomor 6 Tahun 2014 Tentang Desa di Desa Sumur Bandung Kecamatan Way Jepara Kabupaten Lampung Timur belum sesuai dengan prinsip fiqh siyasah. Hal ini dikarenakan pembangunan di desa Sumur Bandung belum merata dikarenakan tempat tinggal mereka jauh dari ruang lingkup Kepala Desa. Pertanggungjawaban kepemimpinan dalam Islam tidak hanya bersifat horizontal sesama manusia, tetapi bersifat vertikal, yakni tanggungjawab kepada Allah Swt di akhirat nanti sebagaimana yang tercantum dalam QS. Al Mukminun 8-9. Kata kunci : Fiqh Siyasah, Peranan Kepala Desa, Otonomi, Perundang-undangan. ABSTRACT Sumur Bandung Village is one of the villages located in Way Jepara District, East Lampung Regency. The condition of the community in terms of participation in village development is lacking or relatively passive. This is due to the suboptimal achievement or performance of the Head of Sumur Bandung Village in carrying out his role and duties as Head of Village Government. Based on this background, to find out more about the views of Islamic law regarding the role of the village head in the implementation of autonomy in the village of Sumatra Bandung, the researcher is interested in conducting research with the title "Review of Siyasah Fiqh on the Role of the Village Head in the Implementation of Village Autonomy Based on Article 26 of Law Number 6 of 2014 concerning Villages (Study in Sumur Bandung Village, Way Jepara District, East Lampung Regency)”. And what is the review of siyasah fiqh regarding the role of the Village Head in implementing village autonomy based on Article 26 of Law Number 6 of 2014 concerning Villages in Sumur Village, Bandung District. Way Jepara District. East Lampung? This research includes field research. There were 10 informants in this research, namely 1 Village Head, 2 Village Officials and 1 Religious Figure, 1 Traditional Figure, 1 Community Figure, and 4 Community Leaders in Sumur Bandung District. Way Jepara District. East Lampung. Data collection techniques using interviews, observation and documentation. The research results show that the role of the Village Head in implementing village autonomy based on Article 26 of Law Number 6 of 2014 concerning Villages in Sumur Bandung Village, Way Jepara District, East Lampung Regency has not been maximized. The role of the Village Head in implementing village autonomy based on Article 26 of Law Number 6 of 2014 concerning Villages in Sumur Bandung Village, Way Jepara District, East Lampung Regency is not in accordance with the principles of siyasah fiqh. This is because development in Sumur Bandung village has not been evenly distributed because their residence is far from the scope of the Village Head. Responsibility for leadership in Islam is not only horizontal among humans, but also vertical, namely responsibility to Allah SWT in the afterlife as stated in the QS. Al Mukminun 8-9.
