Abstract

ABSTRAK Pengemis ialah seseorang yang meminta bantuan, derma, sumbangan, baik kepada perorangan atau lembaga. Hal yang mendorong seseorang untuk meminta-minta adalah untuk memenuhi kebutuhan hidup dan mudah untuk menghasilkan. Pengemis tidak sesuai dengan norma kehidupan Bangsa Republik Indonesia yang berdasarkan Pancasila dan Undang-Undang Dasar 1945. Peraturan Pemerintah Republik Indonesia merupakan salah satu jenis peraturan yang fungsinya sangat strategis yaitu sebagai instrument kebijakan untuk menguraikan secara detail poin-poin yang tertuang dalam undang-undang agar lebih mudah dipahami dan dilaksanakan. Sering kita melihat pengemis yang berada di sekitar fasilitas umum Kotabumi Lampung Utara, bahkan mengemis sudah mereka anggap sebagai profesi yang keberadaanya dianggap menggangu aktifitas masyarakat sehari-hari, keberadaan mereka dianggap mengganggu ketentraman dan ketertiban umum. Maka rumusan masalah yang akan di pecahkan yaitu, Bagaimana peran Dinas Sosial Terhadap rehabilitasi pengemis orang dengan kecacatannya di Dinas Sosial Lampung Utara? dan Bagaimana Peran Dinas Sosial Terhadap rehabilitasi pengemis orang dengan kecacatannya perspektif Siyasah Tanfidziyyah Syar’iyyaah di Dinas Sosial Lampung Utara? Penelitian ini bertujuan untuk mengetahui peran Dinas Sosial terhadap rehabilitasi pengemis orang dengan kecacatannya di Dinas Sosial Lampung Utara, serta untuk mengetahui peran Dinas Sosial terhadap rehabilitasi pengemis orang dengan kecacatannya perspektif Siyasah Tannfidziyyah Syar’iyyah di Dinas Sosial Lampung Utara. Penelitian ini menggunakan jenis pendekatan kualitatif melalui observasi, wawancara dan dokumentasi kepada Dinas Sosial, pengemis dan masyarakat. Hasil penelitian ini menunjukan bahwa penangan pengemis belum efektif, karena terdapat beberapa kendala dan beberapa peraturan yang belum terlaksanakan dan terarah. Rekomendasi kepada Dinas Sosial di harapkan adanya penyelenggaraan program peningkatan reprensentasional bagi masyarakat dan memberikan pelatihan khusus kepada masyarakat agar dapat meningkatkan kreativitas dalam masyarakat serta hendaknya pihak berwenang harus segera memberikan solusi terkait permasalahan sarana dan prasarana yang kurang memadai. Kata Kunci: Peran Pembinaan, Rehabilitasi, Pengemis. ABSTRACT A beggar is someone who asks for help, donations, or contributions, whether from individuals or organizations. What drives someone to beg is to meet their basic needs and it is easy to earn. Beggars do not align with the norms of life of the Indonesian Republic based on Pancasila and the 1945 Constitution. Government Regulations of the Republic of Indonesia are a type of regulation whose function is very strategic, serving as a policy instrument to detail the points outlined in the law so that they are easier to understand and implement. We often see beggars around public facilities in Kotabumi, North Lampung, and they even consider begging a profession. Their presence is deemed disruptive to the daily activities of the community and is considered a disturbance to public peace and order. Therefore, the problem formulation to be addressed is, What is the role of the Social Service in the rehabilitation of beggars with disabilities at the Social Service of Lampung Utara? and How is the Role of the Social Service in the Rehabilitation of Disabled Beggars from the Perspective of Siyasah Tanfidziyyah Syar’iyyah at the Social Service of Lampung Utara? This research aims to understand the role of the Social Service in the rehabilitation of beggars with disabilities at the Social Service of North Lampung, as well as to understand the role of the Social Service in the rehabilitation of beggars with disabilities from the perspective of Siyasah Tanfidziyyah Syar’iyyah at the Social Service of North Lampung. This research uses a qualitative approach through observation, interviews, and documentation with the Social Service, beggars, and the community. The results of this study indicate that the handling of beggars has not been effective, due to several obstacles and some regulations that have not been implemented and directed. Recommendations to the Social Service Department include the implementation of programs to enhance representation for the community and providing special training to the community to boost creativity within the society. Additionally, the authorities should promptly address the issues related to inadequate facilities and infrastructure. Keywords: Role of Guidance, Rehabilitation, Beggars.
