Abstract

ABSTRAK Kesejahteraan sosial penyandang disabilitas adalah kondisi terpenuhinya kebutuhan penyandang disabilitas baik secara material, spiritual, dan sosial warga negara agar dapat hidup layak dan mampu mengembangkan diri sehingga dapat melaksanakan fungsi sosialnya. Pasal 31 huruf a Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2021 tentang Penyelenggaraan Sosial Bagi Penyandang Disabilitas bertujuan untuk memastikan bahwa penyadang disabilitas mendapatkan akses pendidikan yang layak dan adil terhadap layanan sosial yang disediakan pemerintah. Namun dalam implementasinya terdapat penyandang disabilitas yang ada di Pekon Batutegi, Pekon Sinar Jawa, dan beberapa pekon yang ada di Kecamatan Air Naningan belum terpenuhi hak nya untuk mendapatkan pendidikan yang layak dan sesuai dengan derajat disabilitasnya. Adapun rumusan masalah yang akan dibahas yakni: 1) Bagaimana Implementasi Pasal 31 huruf a Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2021 tentang Penyelenggaraan Sosial Bagi Penyandang Disabilitas di Kecamatan Air Naningan Kabupaten Tanggamus? 2) Bagaimana Tinjauan Siyasah Tanfidziyyah terhadap Implementasi Pasal 31 huruf a Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2021 tentang Penyelenggaraan Sosial Bagi Penyandang Disabilitas di Kecamatan Air Naningan Kabupaten Tanggamus?. Jenis penelitian ini ialah penelitian lapangan (field research) dengan menggunakan metode pengumpulan data melalui observasi, wawancara, dan dokumentasi. Teknik analisis yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif dengan pendekatan studi kasus. Implementasi Pasal 31 huruf a Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2021 tentang Penyelenggaraan Kesejahteraan Sosial Bagi Penyandang Disabilitas di Kecamatan Air Naningan belum terlaksana dengan baik karena belum ada sekolah khusus bagi penyandang disabilitas terutama dalam penyediaan fasilitas, kurikulum yang inklusif, pelatihan tenaga pendidik serta pembinaan bahasa dan sastra bagi penyandang disabilitas khususnya di wilayah Kecamatan Air Naningan Kabupaten Tanggamus. Tinjauan Siyasah Tanfidziyyah terhadap Implementasi Pasal 31 huruf a Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2021 di Kecamatan Air Naningan menyatakan bahwa implementasi yang dilakukan oleh Pemerintah Daerah Provinsi Lampung belum sesuai dengan prinsip amanah pada Siyasah Tanfidziyyah. ABSTRACT Social welfare of people with disabilities is a condition where the needs of people with disabilities are met, both materially, spiritually, and socially, so that citizens can live decently and are able to develop themselves so that they can carry out their social functions. Article 31 letter a of the Lampung Provincial Regulation Number 7 of 2021 concerning Social Provision for People with Disabilities aims to ensure that people with disabilities get access to proper and fair education for social services provided by the government. However, in its implementation, there are people with disabilities in Pekon Batutegi, Pekon Sinar Jawa, and several villages in Air Naningan District whose rights to receive proper education according to their degree of disability have not been fulfilled. The formulation of the problems that will be discussed are: 1) How is the Implementation of Article 31 letter a of the Lampung Provincial Regulation Number 7 of 2021 concerning Social Provision for People with Disabilities in Air Naningan District, Tanggamus Regency? 2) How is the Siyasah Tanfidziyyah Review of the Implementation of Article 31 letter a of the Lampung Provincial Regulation Number 7 of 2021 concerning Social Provision for Persons with Disabilities in Air Naningan District, Tanggamus Regency? This type of research is field research using data collection methods through observation, interviews, and documentation. The analysis technique used in this study is qualitative descriptive analysis with a case study approach. Implementation of Article 31 letter a of Lampung Provincial Regulation Number 7 of 2021 concerning the Implementation of Social Welfare for Persons with Disabilities in Air Naningan District has not been implemented well because there are no special schools for persons with disabilities, especially in providing facilities, inclusive curriculum, teaching staff training and coaching. language and literature for people with disabilities, especially in the Air Naningan District, Tanggamus Regency. Siyasah Tanfidziyyah's review of the implementation of Article 31 letter a of Lampung Province Regional Regulation Number 7 of 2021 in Air Naningan District stated that the implementation carried out by the Regional Government of Lampung Province was not in accordance with the principle of trust in Siyasah Tanfidziyyah.
