Abstract

ABSTRAK Keadaan tatanan sosial yang seimbang akan menciptakan suasana aman dan tertib yang merupakan jaminan terpenuhinya kebutuhan manusia. Semakin bertambah jumlah penduduk jumlah pedagang kaki lima berkembang pesat. Semakin banyak pula permasalahan yang timbul disebabkan oleh pedagang kaki lima yang membuat keadaan menjadi tidak kondusif sehingga mengganggu ketentraman, ketertiban umum, dan perlindungan masyarakat. Pada penelitian ini peneliti ingin mengkaji bagaimana Satuan Polisi Pamong Praja dalam Implementasi Pasal 3 Peraturan Daerah Sumatera Selatan Nomor 24 Tahun 2019 tentang Ketentraman Ketertiban Umum dan Perlindungan Masyarakat Kota Palembang. Rumusan masalah dalam penelitian ini yang pertama Penelitian adalah Bagaimana Implementasi Pasal 3 Peraturan Daerah Provinsi Sumatera Selatan Nomor 24 Tahun 2019 Tentang Ketentraman Ketertiban Umum dan Perlindungan Masyarakat di Jalan DI. Panjaitan Lorong H.M. Amin Kota Palembang dan yang kedua Bagaimana Perspektif Siyasah Tanfidziyyah terhadap Implementasi Pasal 3 Peraturan Daerah Provinsi Sumatera Selatan Nomor 24 Tahun 2019 Tentang Ketentraman Ketertiban Umum dan Perlindungan di Jalan DI. Panjaitan Lorong H.M. Amin Kota Palembang. Jeni penelitian ini adalah penelitian lapangan (field research) yang bersifat deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Teknik pengolahan data pada penelitian ini terdiri dari editing, systemizing, dan triangulasi data. Hasil penelitian ini menyimpulkan bahwa Satuan Polisi Pamong Praja telah melaksanakan tugasnya dalam Implementasi Pasal 3 Peraturan Daerah Provinsi Sumatera Selatan Nomor 24 Tahun 2019 Tentang Ketentraman, Ketertiban Umum dan Perlindungan Masyarakat pada sesuai aturan yang berlaku. Adapun dalam perspektif siyᾱsah tanfῑdziyyah bahwa dalam Implementasi Pasal 3 Peraturan Daerah Provinsi Sumatera Selatan Nomor 24 Tahun 2019 Tentang Ketentraman, Ketertiban Umum dan Perlindungan Masyarakat di Jalan DI. Panjaitan Lorong H.M. Amin, sudah terlaksana dan berjalan sesuai dengan konsep siyᾱsah tanfῑdziyyah yang merupakan pelaksana perundang-undangan. Kata Kunci: Implementasi, Ketertiban Umum dan Ketenteraman Masyarakat, Siyᾱsah Tanfῑdziyyah. ABSTRACT A balanced social order will create a safe and orderly atmosphere that guarantees the fulfillment of human needs. As the population increases, the number of street vendors also increases rapidly. More and more problems arise due to the presence of street vendors which makes conditions less conducive and disrupts peace, public welfare and community protection. In this research, researchers want to examine how the Civil Service Police Unit implements Article 3 of South Sumatra Regional Regulation Number 24 of 2019 concerning Public Order and Community Protection in the City of Palembang. The first formulation of the problem in this research is How to Implement Article 3 of South Sumatra Province Regional Regulation Number 24 of 2019 concerning Public Order and Public Protection on DI Roads. Panjaitan Hallway H.M. Amin City of Palembang and secondly, What is the Siyasah Tanfidziyyah Perspective on the Implementation of Article 3 of South Sumatra Province Regional Regulation Number 24 of 2019 concerning Public Order and Protection on DI Roads. Panjaitan Hallway H.M. Amen, City of Palembang. This type of research is field research (field research) which is descriptive qualitative in nature. The data collection techniques used are observation, interviews and documentation. Data processing techniques in this research consist of editing, systemization and data triangulation. The results of this research conclude that the Civil Service Police Unit has carried out its duties in implementing Article 3 of South Sumatra Province Regional Regulation Number 24 of 2019 concerning Peace, Public Order and Community Protection in accordance with applicable regulations. Meanwhile, from the siyᾱsah tanfῑdziyyah perspective, in the implementation of Article 3 of the South Sumatra Province Regional Regulation Number 24 of 2019 concerning Peace, Public Order and Community Protection on DI Roads. Panjaitan Hallway H.M. Amen, it has been implemented and is running in accordance with the concept of siyᾱsah tanfῑdziyyah which is the implementation of legislation.
