Abstract

ABSTRAK Badan Pengawas Pemilu Kabupaten Lampung Barat dalam menjalankan tugasnya berkewajiban untuk patuh terhadap peraturan undang-undang Bawaslu. Pada tahapan proses seleksi Panwaslu Kecamatan ada satu hal yang berakibat pada timbulnya presepsi negatif di masyarakat, yaitu pada pengumuman hasil seleksi CAT tidak diperlihatkan nilai perolehan dari peserta tes, hal ini menibulkan rasa geram para calon peserta. Rumusan masalah dalam penelitian ini adalah (1) Bagaimana Peran Badan Pengawas Pemilihan Umum Kabupaten Lampung Barat dalam Praktik Pelaksanaan Rekrutmen Panitia Pengawas Pemilihan Umum Kecamatan? (2) Bagaimana tinjauan Fiqh Siyasah Tanfidziyah terhadap Peran Badan Pengawas Pemilihan Umum Kabupaten Lampung Barat dalam Praktik Pelaksanaan Rekrutmen Panitia Pengawas Pemilihan Umum Kecamatan? Penelitian ini merupakan penelitian deskriptif kualitatif. Teknik pengumpulan data diperoleh melalui observasi, wawancara, dan dokumentasi. Sumber data diperoleh melalui data primer dan data sekunder.Penelitian ini merupakan penelitian lapangan (field research) yang bersifat deskriptif analisis. Berdasarkan hasil dalam penelitian dapat disimpulkan bahwa peranan Badan Pengawas Pemilu dalam pelaksanaan praktik rekrutmen Panitia Pengawas Pemilu Kecamatan di Lampung Barat secara umum sudah dilaksanakan dengan baik namun belum maksimal karna masih belum adanya transparansi terkait hasil tes tertulis dan wawancara. Hal ini dapat dilihat dari geram dan kemarahan peserta terlebih pihak-pihak yang meras tidak terpuaskan, namun penggunaan teknologi informasi dalam salah satu tahapan rekrutmen dengan menggunakan Tes CAT sebagai sebuah platform digital mengganti tes tertulis secara manual yang dilaksanakan dalam rekrutmen-rekrutmen Panitia Pengawas Pemilihan Kecamatan sebelum-sebelumnya adalah sebuah langkah positif. Kemudian dalam pandangan fiqh siyasah tanfidziah (politik perundang�undangan) secara keseluruan sudah sesuai Kesesuaian tersebut dapat dilihat dari tugas seseorang ulil amri adalah memberikan kemaslahatan bagi umat melalui pelaksanaan rekrutmen Panitia Pengawas Pemilu Kecamatan Balik Bukit berdasarkan Peraturan Badan Pengawas Pemilihan Umum Republik Indonesia Nomor 10 Tahun 2012 pasal 19. Kata kunci: Bawaslu, Panwascam, Rekrutmen, Fiqh Siyasah Tanfidziyah. ABSTRACT The West Lampung Regency Election Supervisory Body in carrying out its duties is obliged to comply with the Bawaslu law. In the selection process stage of the Sub-district Panwaslu, there is one thing that results in negative perceptions in the community, namely that the announcement of the CAT selection results does not show the scores obtained by the test participants, this causes anger among prospective participants. The formulation of the problem in this study is (1) What is the Role of the West Lampung Regency Election Supervisory Body in the Practice of Implementing the Recruitment of the Sub-district Election Supervisory Committee? (2) How is the Fiqh Siyasah Tanfidziyah review of the Role of the West Lampung Regency Election Supervisory Body in the Practice of Implementing the Recruitment of the Sub-district Election Supervisory Committee? This research is a qualitative descriptive study. Data collection techniques are obtained through observation, interviews, and documentation. Data sources are obtained through primary data and secondary data. This research is a field research that is descriptive analytical in nature. Based on the results of the study, it can be concluded that the role of the Election Supervisory Body in implementing the recruitment practices of the District Election Supervisory Committee in West Lampung has generally been carried out well but has not been maximized because there is still no transparency regarding the results of the written test and interviews. This can be seen from the anger and rage of the participants, especially those who feel dissatisfied, but the use of information technology in one of the recruitment stages by using the CAT Test as a digital platform replacing the manual written test carried out in previous District Election Supervisory Committee recruitments is a positive step. Then in the view of fiqh siyasah tanfidziah (legislative politics) as a whole it is in accordance. This conformity can be seen from the task of an ulil amri, which is to provide benefits for the community through the implementation of the Balik Bukit District Election Supervisory Committee recruitment based on the Regulation of the General Election Supervisory Body of the Republic of Indonesia Number 10 of 2012, article 19.
