Abstract

ABSTRAK Kebijakan yang ditempuh pemerintah untuk mewujudkan tujuan pembangunan nasional diantaranya adalah dengan peningkatan kehidupan ekonomi yang dilakukan melalui pembangunan pariwisata. Pembangunan pariwisata di Indonesia telah dilaksanakan secara bertahap berkelanjutan dengan harapan dapat meningkatkan pendapatan masyarakat dalam mencapai kesejahteraan, Sektor pariwisata merupakan sektor yang diunggulkan karena memiliki pantai yang luas. Desa Wisata Kelawi merupakan salah satu desa yang memiliki banyak potensi alam yang dapat dikembangkan dengan harapan dapat meningkatkan skala ekonomi dan kehidupan yang lebih sejahtera. Pemberdayaan masyarakat desa wisata merupakan hal yang sangat penting dilakukan untuk mendorong, memotivasi, dan memperkuat potensi ekonomi yang dimiliki serta menjadi salah satu aspek titik tolak ukur kemandirian masyarakat dalam mengembangkan desanya. Cukup besarnya potensi pariwisata di Desa Wisata Kelawi menarik perhatian penulis, maka tujuan penulisan tesis ini yaitu untuk menganalisis (1) Bagaimana tahap pemberdayaan masyarakat melalui pengembangan Desa Wisata? (2) Bagaimana dampak sosial�ekonomi pemberdayaan masyarakat melalui pengembangan Desa Wisata? Jenis penelitian yang digunakan oleh penulis dalam tesis ini adalah penelitian lapangan (Field Reserch) yang bersifat kualitatif. Penulis menganalisis penelitian ini dengan menggunakan pendekatan Studi Kasus, dengan menggunakan data seperti observasi, wawancara, dan dokumentasi. Sumber data diperoleh melalui observasi secara spesifik terhadap 6 orang, diantaranya wawancara lebih mendalam terhadap ketua dan sekretaris Pokdarwis, Pemerintah Desa dan Pemerintah Derah serta 2 orang masyarakat Desa Wisata Kelawi. Hasil Penelitian menunjukkan, pemerintah saat ini telah melaksanakan berbagai macam program pemberdayaan untuk meningkatkan partisipasi masyarakat baik itu dalam proses, pelakasanaan, maupun pengawasan pemberdayaan. Kegiatan Pemerintah merupakan kegiatan yang berkelanjutan serta meletakan masyarakat sebagai pelaku utama, program yang paling penting adalah program-program tersebut lebih berusaha untuk mewujudkan kreativitas, kemandirian, dan kesejahteraan masyarakat secara berkelanjutan. Pelaksanaan pemberdayaan ini sudah vi optimal dilihat dari kesadaran masyarakat untuk mengelola desa, peningkatan pengetahuan dan kemampuan masyarakat dalam mengembangkan desa serta adanya dukungan dari pemerintah berupa sarana dan prasarana sebagai penunjang keberhasilan desa wisata. Dalam pemberdayaan ini memiliki dampak positif untuk masyarakat seperti dampak ekonomi ditandai terbukanya lapangan pekerjaan baru bagi masyarakat yang sebelumnya hanya sebagai petani berubah menjadi pelaku wisata. Dampak social ditandai dengan terjalinnya hubungan yang baik antara masyarakat dengan wisatawan yang berkunjung. Dampak ekologi ditandai dengan inisiatif masyarakat dalam menjaga dan memelihara lingkungan agar tetap bersih dan indah sehingga memungkinkan wisatawan datang kembali. Dengan adanya pemberdayaan masyarakat ini mampu meningkatkan pendapatan masyarakat dan menciptakan kemandirian masyarakat. Tourism development in Indonesia has been carried out in sustainable stages with the hope of increasing people's income in order to achieve prosperity. The tourism sector is a superior sector because it has wide beaches. Kelawi Tourism Village is a village that has a lot of natural potential that can be developed in the hope of increasing the economic scale and living a more prosperous life. Empowering tourist village communities is a very important thing to do to encourage, motivate and strengthen their economic potential and is one aspect of the benchmark for community independence in developing their village. The large tourism potential in the Kelawi Tourism Village attracted the author's attention, so the aim of writing this thesis is to analyze (1) What are the stages of community empowerment through the development of a Tourism Village? (2) What is the socio-economic impact of community empowerment through the development of Tourism Villages? The type of research used by the author in this thesis is field research. Which is qualitative. The author analyzes this research using a case study approach, using data such as observation, interviews and documentation. Data sources were obtained through specific observations of 6 people, including more in-depth interviews with the chairman and secretary of the Pokdarwis, the village government and regional government as well as 2 people from the Kelawi Tourism Village community. Research results show that the government has currently implemented various empowerment programs to increase community participation both in the process, implementation and monitoring of empowerment. Government activities are sustainable activities and place the community as the main actor. The most important programs are that these programs strive to realize creativity, independence and sustainable community welfare. The implementation of this empowerment is optimal, seen from the community's awareness of managing the village, increasing the community's knowledge and abilities in developing the village as well as support from the government in the form of facilities and infrastructure to support the success of the tourist village. This empowerment has a positive viii impact on society, such as an economic impact marked by the opening of new job opportunities for people who were previously only farmers who turned into tourism actors. Social impact is characterized by the establishment of good relationships between the community and visiting tourists. Ecological impact is characterized by community initiatives in protecting and maintaining the environment so that it remains clean and beautiful, thereby allowing tourists to come back. With this community empowerment, it is hoped that it will be able to increase community income and create independence for weak communities.
