Abstract

ABSTRAK Banyaknya kasus pada penyalahgunaan narkotika sangat merusak generasi penerus bangsa. Keseriusan komitmen pemerintah Indonesia dalam mengatasi bahaya penyalahgunaan narkoba dibuktikan dengan diberlakukannya undang-undang nomor 35 tahun 2009 tentang Narkotika. Demikian pula setiap Provinsi Dan Kabupaten/Kota di Indonesia, Provinsi Lampung salah satunya dengan Peraturan Daerah Provinsi Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika Psikotropika Dan Zat Adiktif Lainnya. Rumusan masalah 1. Bagaimana Implementasi Pasal 7 Peraturan Daerah Provinsi lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika Psikotropik Dan Zat Adiktif Lainnya (Studi Di Kelurahan Kotakarang Raya Kota Bandar Lampung); 2. Bagaimana Analisis Siyāsah Tanfīźiyyah Terhadap Implementasi Pasal 7 Peraturan Daerah Provinsi Lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika Psikotropika Dan Zat Adiktif Lainnya (Studi di Kelurahan Kotakarang Raya Kota Bandar Lampung). Jenis penelitian yang digunakan yaitu penelitian lapangan (field research dengan menggunakan sifat deskriptif kualitatif. Berdasarkan dari sifat penelitian ini, maka penelitian deskriptif akan memaparkan bagaimana Tinjauan Siyāsah Tanfīźiyyah Terhadap Implementasi Pasal 7 Peraturan Daerah Provinsi Lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika Psikotropika Dan Zat Adiktif Lainnya. sumber data yang digunakan yaitu data primer dan data sekunder. Dengan teknik pengumpulan data meliputi wawancara dan dokumentasi. Berdasarkan hasil penelitian ini, peneliti menemukan bahwa Kelurahan Kotakarang Raya telah melakukan kampanye bahaya narkoba, namun umumnya tidak diadakan secara khusus. Sebaliknya, kampanye ini dilakukan dengan memanfaatkan acara-acara lain yang telah terjadwal, seperti kegiatan keagamaan, pertemuan RT/RW, atau acara-acara sosial lainnya. Kelurahan Kotakarang Raya juga melakukan patroli yang bertujuan untuk mencegah penyalahgunaan narkotika di lingkungan masyarakat, tetapi tidak dilaksanakan secara rutin dan merata di seluruh wilayah yang menjadi tanggung jawab, tetapi hanya di area-area tertentu saja. Dan telah melakukan kegiatan wajib lapor ke kelurahan, masyarakat telah melaksanakan kewajiban tersebut, namun feedback dari pelaksanaannya hanya formalitas administrasi dan tidak dilakukan penjagaan pada waktu acaranya. Menurut pandangan Islam kelurahan kota karang raya telah sesuai dengan 4 prinsip dalam Siyāsah Tanfiźiyyah yakni meliputi prinsip kedaulatan teringgi berada di tanggal Allah SWT, prinsip keadilan, prinsip persamaan dan prinsip musyawarah. Kata kunci : Fasilitasi, Narkoba, Provinsi Lampung, Siyāsah Tanfīźiya. ABSTRACT The large number of cases of narcotics abuse is very damaging to the nation's future generations. The seriousness of the Indonesian government's commitment to overcoming the dangers of drug abuse is proven by the enactment of Law Number 35 of 2009 concerning Narcotics. Likewise, every Province and Regency/City in Indonesia, Lampung Province is one of them with Provincial Regulation Number 1 of 2019 concerning Facilitation for the Prevention of Abuse of Psychotropic Narcotics and Other Addictive Substances. Problem formulation 1. How to implement Article 7 of Lampung Province Regional Regulation Number 1 of 2019 concerning Facilitation of Prevention of Abuse of Psychotropic Narcotics and Other Addictive Substances (Study in Kotaarang Raya Subdistrict, Bandar Lampung City); 2. What is Siyāsah Tanfīźiyyah's analysis of the implementation of Article 7 of Lampung Province Regional Regulation Number 1 of 2019 concerning Facilitation of Prevention of Abuse of Psychotropic Narcotics and Other Addictive Substances (Study in Kotaarang Raya Village, Bandar Lampung City). The type of research used is field research using qualitative descriptive properties. Based on the nature of this research, the descriptive research will explain how the Review of Siyāsah Tanfīźiyyah on the Implementation of Article 7 of Lampung Provincial Regulation Number 1 of 2019 concerning the Facilitation of the Prevention of Abuse of Psychotropic Narcotics and Other Addictive Substances. The data sources used are primary data and secondary data. With data collection techniques including interviews and documentation. Based on the results of this study, the researcher found that Kota Karang Raya Village has carried out a drug danger campaign, but generally it is not held specifically. Instead, this campaign is carried out by taking advantage of other scheduled events, such as religious activities, RT/RW meetings, or other social events. Kotakarang Raya Village also conducts patrols that aim to prevent narcotics abuse in the community, but it is not carried out regularly and evenly throughout the areas for which it is responsible, patrols are often concentrated in certain areas only. And having carried out mandatory reporting activities to the village, the community has carried out these obligations, but the feedback from the implementation is only an administrative formality and is not guarded at the time of the event. According to the Islamic view, the village of Karang Raya City is in accordance with the four principles in Siyāsah Tanfiźiyyah, which include the principle of sovereignty that is highest on the date of Allah SWT, the principle of justice, the principle of equality and the principle of deliberation.
