Abstract

ABSTRAK Pemilih Pemula adalah kelompok masyarakat yang baru pertama kali menggunakan hak suaranya dalam pemilihan Legislatif, Presiden, Bupati/Walikota maupun Kepala Desa. Keberadaan Pemilih Pemula sangat strategis ketika diadakannya pesta Demokrasi baik dalam pemilihan legislatif maupun pemilihan kepala pemerintahan. Pada tahun 2023 masyarakat Desa Teluk Dalem Kec. Mataram Baru Kab. Lampung Timur akan menyaksikan pemilihan Kepala Desa secara langsung, dalam menghadapi pesta demokrasi ini tentunya pemilih pemula mempunyai peranan penting dan sangat menentukan. Rumusan Masalah dari penelitian ini adalah Bagaimana pemahaman demokrasi dalam Pemilihan Kepala Desa Tahun 2023 Dikalangan Pemilih Pemula Di Desa Teluk Dalem Kecamatan Mataram Baru Kabupaten Lampung Timur. Dan Bagaimana tinjauan Fiqh Siyasah dalam pemahaman demokrasi Pada Pemilihan Kepala Desa Dikalangan Pemilih Pemula Di Desa Teluk Dalem Kecamatan Mataram Baru Kabupaten Lampung Timur.Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana pemahaman demokrasi dalam pemilihan Kepala Desa tahun 2023 dikalangan Pemilih Pemula di Desa Teluk Dalem Kecamatan Mataram Baru Kabupaten Lampung Timur bagaimana tinjauan Fiqh Siyasah dalam pemahaman demokrasi Pada Pemilihan Kepala Desa dikalangan Pemilih Pemula di Desa Teluk Dalem Kecamatan Mataram Baru Kabupaten Lampung Timur. Penelitian ini termasuk penelitian lapangan (Fieldresearch), yaitu penelitian yang datanya dikumpulkan melalui wawancara, dokumentasi, dan dilengkapi dengan data sekunder berupa keseluruhan sumber data yang berhubungan dengan topik penelitian berupa buku, literatur, jurnal yang berhubungan dengan topik. Kesimpulan dari penelitian ini dimana Pemahaman Demokrasi dalam Pemilihan Kepala Desa di Kalangan Pemilih Pemula di Desa Teluk Dalem Kec. Mataram Baru Kab. Lampung Timur 7 diantara informan dalam penelitian ini terbilang memahami dengan antusias yang tinggi dan ikut serta dalam pemilihan kepala desa ini dan 3 informan yang tidak ikut serta, tidak berkeinginan memilih dan apatis. Dalam prakteknya terdapat pemilih pemula yang tidak ikut serta karena tidak adanya sosialisasi yang diberikan pemerintah dan para pemilih pemula di Desa Teluk Dalem Kecamatan Mataram Baru yang mengggunakan haknya untuk memilih mimiliki pemahaman yang cukup baik sehingga dapat menentukan pilihannya dengan belajar memahami demokrasi dari media lain dan karena memilih atau mengangkat pemimpin adalah suatu kewajiban sebagaimana sebuah hadis yang diriwayatkan oleh Abu Dawud dari Abu Hurairah, Rasulullah Saw. bersabda: Jika ada tiga orang bepergian, hendaknya mereka mengangkat salah seorang di antara mereka menjadi pemimpinnya. (HR Abu Dawud dari Abu Hurairah), dimana Fiqh siyasah dusturiyah Dalam mengambil sebuah keputusan atau persoalan-persoalan yang menyangkut pada kepentingan rakyat. Siyasah dusturiyah memiliki konsep, dalam menentukan keputusan yaitu dengan cara Syura (musyawarah). Kata Kunci : Fiqh Siyasah Dusturiyah, Pemahaman Demokrasi, Pemilih Pemula. ABSTRACT Novice Voters are community groups who have used their voting rights for the first time in the Legislature, President, Regent/Mayor and Village Head elections. The existence of Novice Voters is very strategic when holding a Democracy party both in legislative elections and head of government elections. In 2023, the people of Teluk Dalem Village, Mataram Baru District, East Lampung Regency will witness the election of the Village Head directly, in facing this democratic party, of course, novice voters have an important and very decisive role. The problem formulation of this study is How to understand democracy in the 2023 Village Head Election Among Novice Voters in Teluk Dalem Village, Mataram Baru District, East Lampung Regency. And How is the review of Fiqh Siyasah in understanding democracy in the Village Head Election Among Novice Voters in Teluk Dalem Village, Mataram Baru District, East Lampung Regency.The purpose of this study is to find out how the understanding of democracy in the 2023 Village Head election among Novice Voters in Teluk Dalem Village, Mataram Baru District, East Lampung Regency, how is the review of Fiqh Siyasah in understanding democracy in the Village Head Election among Novice Voters in Teluk Dalem Village, Mataram Baru District, East Lampung Regency. This research includes field research (Fieldresearch), which is research whose data is collected through interviews, documentation, and is equipped with secondary data in the form of all data sources related to the research topic in the form of books, literature, journals related to the topic The conclusion of this study is that Understanding Democracy in Village Head Elections Among Novice Voters in Teluk Dalem Village, Mataram Baru District, East Lampung Regency, 7 of the informants in this study understood with high enthusiasm and participated in the election of this village head and 3 informants who did not participate, did not want to vote and were apathetic. In practice, there are novice voters who do not participate because there is no socialization provided by the government and novice voters in Teluk Dalem Village, Mataram Baru District, who exercise their right to vote have a good enough understanding so that they can make their choices by learning to understand democracy from other media and because choosing or appointing leaders is an obligation as a hadith narrated by Abu Dawud from Abu Hurairah, The Holy Prophet(saw) said: If there are three people traveling, they should appoint one of them to be their leader. (Hr Abu Dawud from Abu Hurayrah), where Fiqh siyasah dusturiyah In making a decision or issues that concern the interests of the people.
