Abstract

ABSTRAK Bantuan Langsung Tunai Dana Desa merupkan permberian uang tunai kepada keluarga miskin atau keluarga penerima manfaat di desa atau pekon yang bersumber dari dana desa.BLT Dana Desa pembagian BLT DD ini kita bagikan kepada masyarakat yang benar benar berhak menerimanya berdasarkan mandat pemerintah pusat melalui pemerintah pekon, dan pemerintah pekon juga sudah mengadakan musyawarah bersama dan langsung mengadakan seleksi siapa yang benar benar layak untuk menerima bantuan ini, maka dari hasil ada beberapa data yang masuk dalam katagori penerima manfaat BLT DD ini semuanya sudah melalui seleksi yang maksimal. Rumusan masalah dalam penelitian ini adalah bagaimana penerapan Peraturan Bupati Pesisir Barat Nomor 29 Tahun 2020 Tentang Perubahan Atas Peraturan Bupati Pesisir Barat Nomor 7 Tahun 2020 Tentang Tata Cara Pembagian Dan Penetapan Rincian Dana Desasetiap Pekon Di Kabupaten Pesisir Barat dan Bagaiman Implementasi Peraturan Bupati Pesisir Barat Nomor 29 Tahun 2020 Tentang Perubahan Atas Peraturan Bupati Pesisir Barat Nomor 7 Tahun 2020 Tentang Tata Cara Pembagian Dan Penetapan Rincian Dana Desasetiap Pekon Di Kabupaten Pesisir Barat Dalam Perspektif Siyasahtanfidziyyah. Penelitian ini merupakan penelitian lapangan (Field Reseach) dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Dalam penelitian ini teknik pengambilan sampel menggunakan purposive sampling. Sumber data dalam penelitian ini yaitu data primer dan sekunder. Sedangkan analisis yang digunakan adalah analsis kualitatif dan penarikan kesimpulan secara induktif. ` Berdasarkan hasil penelitian dapat disimpulkan bahwa penyaluran Bantuan Langsung Tunai Dana Desa di Pekon Kampung Jawa Kecamat Pesisir Tengah Kabupaten Pesisir Barat sudah terlaksana namun belum maksimal, Implementasi Peraturan Bupati Pesisir Barat Nomor 29 Tahun 2020 Tentang Perubahan Atas Peraturan Bupati Pesisir Barat Nomor 7 Tahun 2020 Tentang Tata Cara Pembagian Dan Penetapan Rincian Dana Desasetiap Pekon Di Kabupaten Pesisir Barat Dalam Perspektif Siyasahtanfidziyyah belum memenuhi prinsip fiqih siyasah tanfidziyyah sebagaimana menunaikan amanat dan menetapkan hukum secara adil. Pemerintah Pekon Kampung Jawa sudah mengupayakan yang terbaik untuk melaksanakan sesuai dengan prinsip fiqih siyasah tanfidziyyah. Kata Kunci: Bantuan Langsung Tunai (BLT), Siyasah Tanfidziyyah. ABSTRACT Direct Village Fund Cash Assistance is the provision of cash to poor families or beneficiary families in villages or pekons sourced from village funds. We distribute the Village Fund BLT BLT DD to communities who are truly entitled to receive it based on the mandate of the central government through the pekon government, and the pekon government has also held a joint deliberation and immediately carried out a selection of who really deserves to receive this assistance, so from the results there is some data that falls into the BLT DD beneficiary category, all of which have gone through maximum selection. The formulation of the problem in this research is how to implement West Pesisir Regent Regulation Number 29 of 2020 concerning Amendments to West Pesisir Regent Regulation Number 7 of 2020 concerning Procedures for Distribution and Determination of Details of Village Funds for Each Pekon in West Pesisir Regency and How to Implement West Pesisir Regent Regulation Number 29 2020 concerning Amendments to West Pesisir Regent Regulation Number 7 of 2020 concerning Procedures for Distributing and Determining Details of Village Funds for Each Pekon in West Pesisir Regency from the Siyasahtanfidziyyah Perspective. This research is field research (Field Research) with data collection techniques through observation, interviews and documentation. In this research, the sampling technique used purposive sampling. The data sources in this research are primary and secondary data. Meanwhile, the analysis used is qualitative analysis and inductive conclusion drawing. ` Based on the results of the research, it can be concluded that the distribution of Direct Cash Assistance from Village Funds in Pekon Kampung Jawa, Pesisir Tengah District, Pesisir Barat Regency has been implemented but is not yet optimal. Procedures for distributing and determining details of village funds for each village in Pesisir Barat Regency from the Siyasahtanfidziyyah perspective do not fulfill the principles of siyasah tanfidziyyah fiqh as fulfilling the mandate and establishing the law fairly. The Pekon Kampung Jawa government has tried its best to implement it in accordance with the principles of fiqh siyasah tanfidziyyah. Keywords: Direct Cash Assistance (BLT), Tanfidziyyah Policy.
