Abstract

ABSTRAK Sistem irigasi merupakan suatu upaya manusia untuk mengambil air dari sumber air, mengalirkannya ke dalam saluran, membagikan ke petak sawah, memberikan air pada tanaman, dan membuang kelebihan air ke jaringan pembuang. Sistem irigasi yang ada di wilayah Desa Kedaton Induk merupakan salah satu sumber air yang digunakan oleh para petani untuk mencukupi kebutuhan air dalam menggarap sawahnya. Namun dalam penelitian yang dilakukan menunjukkan pengelolaan sistem irigasi yang kurang baik dan tidak terlaksana. Adapun rumusan masalah pada penelitian ini yaitu: (1) Bagaimana Implementasi Pasal 10 Ayat (1) Huruf a Peraturan Bupati Lampung Timur Nomor 5 Tahun 2011 Tentang Petunjuk Pelaksanaan Peraturan Daerah Kabupaten Lampung Timur Nomor 04 Tahun 2008 Tentang Pengembangan Dan Pengelolaan Sistem Irigasi di Desa Kedaton Induk Kecamatan Batanghari Nuban Kabupaten Lampung Timur, dan (2) Bagaimana Prespektif Fiqih Siya>sah terhadap Implementasi Pasal 10 Ayat (1) Huruf a Peraturan Bupati Lampung Timur Nomor 5 Tahun 2011 Tentang Petunjuk Pelaksanaan Peraturan Daerah Kabupaten Lampung Timur Nomor 04 Tahun 2008 Tentang Pengembangan Dan Pengelolaan Sistem Irigasi di Desa Kedaton Induk Kecamatan Batanghari Nuban Kabupaten Lampung Timur. Jenis penelitian ini menggunakan metode penelitian kualitatif berbasis penelitiann lapangan (field research). Teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi. Hasil penelitian ini membuktikan bahwa dalam Implementasi Pasal 10 Ayat (1) Huruf a Peraturan Bupati Lampung Timur Nomor 5 Tahun 2011 Tentang Petunjuk Pelaksanaan Peraturan Daerah Kabupaten Lampung Timur Nomor 04 Tahun 2008 Tentang Pengembangan Dan Pengelolaan Sistem Irigasi belum terlaksana. Sumber daya manusia yang mengabaikan pentingnya irigasi, minimnya komunikasi antar lembaga terkait, tidak berjalannya tugas dari masing-masing lembaga, menjadi faktor permasalahan irigasi di Desa Kedaton Induk menjadi sangat kompleks. Perspektif Fiqih Siya>sah Tanfidziyyah terhadap Implementasi Pasal 10 Ayat (1) Huruf a Peraturan Bupati Lampung Timur Nomor 5 Tahun 2011 Tentang Petunjuk Pelaksanaan Peraturan Daerah Kabupaten Lampung Timur Nomor 04 Tahun 2008 Tentang Pengembangan Dan Pengelolaan Sistem Irigasi dalam pelaksanaannya tidak sesuai dengan Prinsip-prinsip Hukum Islam dan prinsip-prinsip Siya>sah Tanfidziyyah, sikap kepemimpinan yang belum mampu mengkordinir masyarakat untuk merawat saluran irigasi. Pembagian air irigasi yang tidak merata menunjukkan sikap tidak tegaknya keadilan. Serta prinsip musyawarah yang kerap diabaikan oleh anggota maupun para petani itu sendiri. Kata Kunci: Pengembangan dan Pengelolaan Sistem Irigasi, Irigasi Desa Kedaton Induk, Implementasi, Fiqih Siya>Sah Tanfidziyyah. ABSTRACT The irrigation system is a human effort to take water from water sources, channel it into channels, distribute it to rice fields, provide water to plants, and dispose of excess water into waste networks. The irrigation system in the Kedaton Main Village area is one of the water sources used by farmers to meet their water needs in working on their rice fields. However, research conducted shows that the management of the irrigation system is poor and not implemented. The problem formulation in this research is: (1) How to implement Article 10 Paragraph (1) Letter a of East Lampung Regent Regulation Number 5 of 2011 concerning Guidelines for Implementing East Lampung Regency Regional Regulation Number 04 of 2008 concerning Development and Management of Irrigation Systems in Kedaton Village Main District of Batanghari Nuban, East Lampung Regency, and (2) What is the Siya>sah Fiqh Perspective regarding the Implementation of Article 10 Paragraph (1) Letter a of East Lampung Regent Regulation Number 5 of 2011 concerning Guidelines for Implementing East Lampung Regency Regional Regulation Number 04 of 2008 concerning Development And Management of the Irrigation System in Kedaton Main Village, Batanghari Nuban District, East Lampung Regency. This type of research uses qualitative research methods based on field research. Data collection techniques include observation, interviews and documentation. The results of this research prove that the implementation of Article 10 Paragraph (1) Letter a of East Lampung Regent Regulation Number 5 of 2011 concerning Guidelines for Implementing East Lampung Regency Regional Regulation Number 04 of 2008 concerning the Development and Management of Irrigation Systems has not been implemented. Human resources that ignore the importance of irrigation, lack of communication between related institutions, failure to carry out the duties of each institution, are factors that make irrigation problems in Kedaton Main Village very complex. The Siya>sah Tanfidziyyah Fiqh Perspective on the Implementation of Article 10 Paragraph (1) Letter a of East Lampung Regent Regulation Number 5 of 2011 concerning Guidelines for the Implementation of East Lampung Regency Regional Regulation Number 04 of 2008 concerning the Development and Management of Irrigation Systems, in its implementation it is not in accordance with the Principles principles of Islamic Law and the principles of Siya>sah Tanfidziyyah, leadership attitudes that have not been able to coordinate the community to maintain irrigation canals. The unequal distribution of irrigation water shows a lack of justice. As well as the principle of deliberation which is often ignored by members and the farmers themselves.
