Abstract

ABSTRAK Status Identitas Anak di Indonesia Terdapat pada Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak pasal 1 ayat (7) yang berbunyi: Kartu Identitas Anak yang selanjutnya disingkat menjadi KIA adalah identitas resmi anak sebagai bukti diri anak yang berusia kurang dari 17 tahun dan belum menikah yang diterbitkan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten / Kota. Dari hal tersebut maka yang menjadi masalah pada penelitian ini adalah Bagaimana Peran Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung dalam Implementasi Pasal 2 Peraturan Menteri dalam Negeri Nomor 02 Tahun 2016 Tentang Kartu Indentitas Anak Pada Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung dan Bagaimana Perspektif Siya>sah Tanfiz|iyyah Syar’iyyah Terhadap Implementasi Pasal 2 Peraturan Menteri Dalam Negeri Nomor 02 Tahun 2016 Tentang Kartu Identitas Anak Pada Dinas Kependudukan Dan Pencatatan Sipil Kota Bandar Lampung. Penelitian ini bertujuan untuk mengetahui ada atau tidaknya suatu upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung dalam mengoptimalkan penerbitan Kartu Identitas Anak (KIA) dan pandangan Siya>sah Tanfiz|iyyah Syar’iyyah mengenai peran Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung dalam penerbitan Kartu Identitas Anak ( KIA). Metode penelitian yang digunakan adalah deskriptif kulitatif. Adapun teknik sampling yang digunakan dalam penelitian ini adalah metode Purposive Sampling dengan 6 sampel, Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian ini menunjukan bahwa Implementasi Pasal 2 Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung sudah dapat dinyatakan terlaksanakan dilihat dari pelaksanaan Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak pada pasal 2 yang menjelaskan mengenai tujuan dari kartu identitas anak sehingga jumlah anak yang telah memiliki Kartu Identitas Anak pada tahun 2016 sampai tahun 2024 adalah 309.758 anak dan dalam penerbitan kartu identitas anak, Dinas Kependudukan dan Pencatatan Sipil sudah melaksanakan tugasnya berdasarkan wewenang serta kewajibannya dan dalam pandangan Siya>sah Tanfiz|iyah Syari’iyyah sudah terlaksana dalam masyarakat melalui program jemput bola yang di lakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung yang telah sesuai dengan seorang pemimpin (ulil amri) harus bertanggung jawab atas amanah yang telah di berikan dan di sampaikan serta dilaksanakan dengan masyarakat seperti sifat tabligh dan dengan surah An-Nisa Ayat 58. ABSTRACT The Identity Status of Children in Indonesia is contained in Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards article 1 paragraph (7) which reads: Child Identity Card, hereinafter abbreviated to KIA, is the child's official identity as proof of being a child who is less than 17 years old. and unmarried issued by the Regency/City Population and Civil Registration Service. From this, the problem in this research is what is the role of the Bandar Lampung City Population and Civil Registration Service in the Implementation of Article 2 of the Minister of Home Affairs Regulation Number 02 of 2016 concerning Child Identity Cards at the Bandar Lampung City Population and Civil Registration Service and what is Siya's perspective Siya>sah Tanfiz|iyyah Regarding the Implementation of Article 2 of the Minister of Home Affairs Regulation Number 02 of 2016 concerning Child Identity Cards at the Bandar Lampung City Population and Civil Registration Service. This research aims to determine whether or not there is an effort made by the Bandar Lampung City Population and Civil Registration Service in optimizing the issuance of Child Identity Cards (KIA) and Siya>sah Tanfiz|iyyah views regarding the role of the Bandar Lampung City Population and Civil Registration Service in the issuance of Child Identity Cards (KIA). The research method used is qualitative descriptive. The sampling technique used in this research is the Purposive Sampling method with 6 samples. Data collection techniques use observation, interviews and documentation. The data analysis technique uses qualitative analysis. The results of this research show that the implementation of Article 2 of the Minister of Home Affairs Regulation Number 2 of 2016 concerning Children's Identity Cards in the Bandar Lampung City Population and Civil Registration Service can be declared implemented as seen from the implementation of the Minister of Home Affairs Regulation Number 2 of 2016 concerning Children's Identity Cards in article 2 which explains the purpose of child identity cards so that the number of children who have Child Identity Cards from 2016 to 2024 is 309,758 children and in issuing child identity cards, the Population and Civil Registration Service has carried out its duties based on its authority and obligations and in Siya>sah Tanfiz|iyyah has been implemented in the community through a pick-up and drop-off program carried out by the Bandar Lampung City Population and Civil Registration Service which is in accordance with a leader (ulil amri) who must be responsible for the mandate that has been given and conveyed and carried out with the community according to tabligh characteristics and with Surah An-Nisa Verse 58 Keywords: Children, Population and Civil Registration Service, Children's Identity Card.
