Abstract

ABSTRAK Program Elektronik Kartu Petani Berjaya (e-KPB) merupakan kartu elektronik identitas petani yang diterbitkan oleh pemerintah daerah provinsi lampung, berbasis teknologi informasi. Adanya e-KPB ini dapat memberikan jaminan kepada para petani untuk mendapatkan benih atau bibit, pupuk, obat-obatan secara tepat waktu sesuai dengan kebutuhan para petani dalam kapasitas pasar produk pertanian dengan harga yang menguntungkan para petani. e-KPB berfokus pada permodalan para petani, dengan tujuan guna mengetahui implementasi dari diterapkannya program Elektronik Kartu Petani Berjaya (e-KPB) dalam upaya mensejahterakan petani. Penelitian ini menggunakan metode penelitian lapangan (Field Research) responden, dengan jenis deskriptif kualitatif. Penelitian ini menggunakan teori Edward III yang memiliki empat indicator yaitu Disposisi, Komunikasi, sumber daya manusia, dan birokrasi. Adapun hasil analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Dalam rangka mewujudkan kekuatan ekonomi masyarakat berbasis pertanian diperlukan jaminan pendukung tersedianya sarana produksi pertanian, hal tersebutlah yang dibutuhkan oleh warga terutama dibidang pengelolaan pertanian, akses pembiayaan, pembinaan manajemen tani dan bantuan sosial lainnya. Hasil penelitian diambil melalui wawancara dengan beberapa warga daerah Kabupaten Tulang bawang barat dimana pelaksanaan program asuransi e-KPB tersebut sudah terlaksanakan didukung dengan adanya sumberdaya alam yang menjadi faktor utama terlaksananya kebijakan dengan baik. Kata kunci : Implementasi Kebijakan Publik, E-KPB, Kesejahteraan Petani. iii ABSTRACT Elektronik Kartu Petani Berjaya (e-KPB) is an electronic farmer identity card issued by the regional government of Lampung Province which is based on information technology. The existence of e-KPB can provide guarantees to farmers to get seeds or seedlings, fertilizer, medicines in a timely manner according to farmers' needs in the market capacity of agricultural products at prices that are profitable for farmers. e-KPB focuses on farmer capital, with the aim of knowing the implementation Elektronik Kartu Petani Berjaya (e-KPB) program in an effort to improve the welfare of farmers.This research uses public policy theory, the public policy indicators are communication, resources, bureaucratic structure and disposition. This type of research uses field research (filed research) which is qualitative descriptive research. This research uses Edward III's theory which has four indicators, namely Disposition, Communication, human resources, and bureaucracy. The data collection technique for this research is observation, interviews and documentation. This research uses a field research method (Field Research) of respondents, with a qualitative descriptive type. The results of data analysis use data reduction, data presentation and drawing conclusions. In order to realize the economic strength of an agricultural-based community, guarantees to support the availability of agricultural production facilities are needed, this is what residents need, especially in the areas of agricultural management, access to financing, agricultural management development and other social assistance. The results of the research were taken through interviews with several residents of the West Tulang Bawang Regency area where the implementation of the e-KPB insurance program has been implemented, supported by the existence of natural resources which are the main factor in implementing the policy well.
