Abstract

ABSTRAK Pemerataan pendidikan merupakan salah satu masalah yang terjadi dalam sektor pendidikan. Program pemerataan pendidikan merupakan salah satu upaya pemerinta dalam memajukan pendidikan di Indonesia. Salah satunya kebijakan mengenai PPDB yakni sistem zonasi. Sistem zonasi ini dimunculkan bertujuan untuk wujud pemerataan pendidikan dan untuk menghapus brand sekolah favorit di masyarakat. Dengan adanya sistem ini diharapkan semua sekolah memilki kualitas yang sama dan tidak ada sekolah favorit. Dengan adanya kebijakan tersebut tidak dipungkiri timbul adanta permasalahan yang muncul baik dari pihak sekolah selaku pelaksana dan pihak masyarakat yakni wali murid selaku pelanggan pendidikan. Tujuan dari penelitian ini adalah Mendeskripsikan dan menganalisis implementasi sistem zonasi penerimaan peserta didik baru di SMP Negeri 11 Bandar Lampung. Mengidentifikasi dan mendiskripsikan hambatan yang ditemukan dalam implementasi sistem zonasi Penerimaan Peserta Didik Baru. Penelitian ini menggunakan pendekatan kualitatif, jenis penelitiannya deskriptif dengan menggunakan rencangan studi kasus. Untuk teknik pengumpulan datanya menggunakan Observasi,Wawancara, dan Dokumentasi. Hasil penelitian ini mengungkapkan bahwa empat hal dalam proses implementasi yakni, Sumber daya, Komunkasi, Disposisi, dan Struktur Birokrasi. Dalam pelaksanaan implementasi sistem zonasi 1) Aspek sumber daya di SMP Negeri 11 Bandar lampung pembentukan panitia dipimpin langsung oleh kepala sekolah, Panitia tidak memiliki kriteria khusus sehingga guru bisa ikut serta dalam kepanitiaan. 2) Aspek komunikasi dari pemerintah belum dilakukan secara maksimal karena hanya berupa JUKNIS pentingnya proses pelatihan agar sekolah mudah memahami setiap adanya kebijakan baru. 3) Aspek disposisi Dalam pelaksanaan peneriman peserta didik baru melalui sistem zonasi di SMP Negeri 11 Bandar Lampung pelaksana setuju akan tetapi dengan adanya kebijakan sistem zonasi ini harus melihat daerah sekolah yang akan menerapkan sistem tersebut, sekolah belum sepenuhnya menaati kebijakan sistem zonasi dilihat dari kuota daya tampung penerimaan peserta didiknya. 4) Aspek Struktur Birokrasi kegiatan pelaksanaan kebijakan sistem zonasi tidak membentuk tim untuk penyebaran tanggung jawab dan tidak terdapat SOP. Kata Kunci : Implementasi sistem zonasi.ABSTRACT Equal distribution of education is one of the problems that occurs in the education sector. The educational equality program is one of the government's efforts to advance education in Indonesia. One of the policies regarding PPDB is the zoning system. This zoning system was created with the aim of realizing educational equality and to eliminate favorite school brands in society. With this system, it is hoped that all schools will have the same quality and there will be no favorite schools. With this policy, it is undeniable that problems arise from both the school as the implementer and the community, namely the student's parents as the education customer. The aim of this research is to describe and analyze the implementation of the zoning system for accepting new students at SMP Negeri 11 Bandar Lampung. Identify and describe the obstacles found in the implementation of the New Student Admission zoning system. This research uses a qualitative approach, the type of research is descriptive using a case study plan. For data collection techniques, observation, interviews and documentation are used. The results of this research reveal that there are four things in the implementation process, namely, Resources, Communication, Disposition, and Bureaucratic Structure. In the implementation of the zoning system 1) Resource aspects at SMP Negeri 11 Bandar Lampung, the formation of the committee is led directly by the principal. The committee does not have special criteria so that teachers can participate in the committee. 2) The communication aspect from the government has not been carried out optimally because it only takes the form of JUKNIS, the importance of the training process so that schools can easily understand every new policy. 3) Disposition aspect In the implementation of accepting new students through the zoning system at SMP Negeri 11 Bandar Lampung, the implementers agree, however, with the existence of this zoning system policy, they must look at the school area that will implement the system, the school has not fully complied with the zoning system policy in terms of power quotas. accommodate the acceptance of students. 4) Bureaucratic Structure Aspects of zoning system policy implementation activities do not form teams to distribute responsibilities and there are no SOPs.
