Abstract

ABSTRAK Ikan teri merupakan salah satu komoditas perikanan yang bernilai ekonomis tinggi, menjadi komoditas unggulan, ketersediaan produksi sepanjang tahun dan menjadi salah satu komoditas industri pengolahan produk perikanan. Perubahan pengolahan ikan teri menjadi objek wisata bahari ikan laut membawa pengaruh positif bagi daerah Pulau Pasaran, terutama dalam pertumbuhan ekonomi di daerah Pulau Pasaran. Terdapat 2 rumusan masalah dalam penelitian ini yaitu : 1. Apa dampak perubahan cluster industri pengembangan klaster pengolahan ikan teri dikawasan pulau pasaran yang telah berubah menjadi objek wisata bahari ikan laut terhadap infrastruktur pasar ? 2. Bagaimana dampak perubahan cluster industri pengolahan ikan teri menjadi pengembangan objek wisata bahari ikan laut terhadap SDM nelayan?. Tujuan dari penelitian ini adalah untuk mengetahui dampak pengembangan klaster industri pengolahan ikan teri yang berubah menjadi objek wisata bahari ikan laut dalam perspektif ekonomi Islam. Dalam penelitian ini menggunakan metode kualitatif. Pengumpulan data penelitian menggunakan observasi, wawancara dan dokumentasi. Populasi dalam penelitian ini sejumlah 1500 jiwa yang terbagi menjadi 3 kelompok, yaitu pemerintah dengan jumlah 2, Nelayan dengan jumlah 132, dan masyarakat dengan jumlah 1366. Pengambilan sampel dalam penelitian ini dengan menggunakan simple random sampling, mengambil secara acak dari setiap kelompok populasi untuk menjadi sampel penelitian, maka peneliti mengambil 2 sampel dari setiap kelompok. Temuan hasil penelitian ini yaitu dampak perubahan cluster industri pengolahan ikan teri menjadi objek wisata bahari ikan laut berdampak kepada 3 aspek, yaitu infrastruktur objek wisata, Sumber daya manusia (SDM) dan Pengelolaan limbah. Adanya perubahan industri pengolahan ikan teri menjadi objek wisata bahari ikan laut memberikan pandangan positif kepada masyarakat, tetapi tidak sedikit juga masyarakat yang merasa prihatin atas peningkatan limbah, apalagi limbah yang tidak bisa di daur ulang, seperti limbah plastik. iv Dalam Prinsip ekonomi Islam pada jual beli harus dijalankan sesuai dengan aturan syari’ah yang berasal dari Allah subhanahu wa ta’ala, sebagaimana yang telah dicontohkan oleh Nabi Muhammad shollallahu ‘alaihi wa sallam. Kata kunci : Pengolahan ikan teri, Objek wisata bahari, Ekonomi islam v ABSTRACK Anchovies are a fishery commodity that has high economic value, are a superior commodity, are available for production throughout the year and are one of the commodities in the fishery product processing industry. The change in the processing of anchovies into a marine fish tourist attraction has had a positive influence on the Pasaran Island area, especially in terms of economic growth in the Pasaran Island area. There are 2 problem formulations in this research, namely: 1. What is the impact of changes in the industrial cluster development of an anchovy processing cluster in the market island area which has turned into a marine fish tourism attraction on market infrastructure? 2. What is the impact of changing the anchovy processing industry cluster to developing a marine fish tourist attraction on fishermen's human resources? The aim of this research is to determine the impact of developing an anchovy processing industrial cluster which has turned into a marine fish tourism attraction from an Islamic economic perspective. This research uses qualitative methods. Research data collection uses observation, interviews and documentation. The population in this study was 1500 people who were divided into 3 groups, namely the government with 2, fishermen with 132, and the community with 1366. Sampling in this study used simple random sampling, taking randomly from each population group to become research sample, the researcher took 2 samples from each group. The findings of this research are that the impact of changing the anchovy processing industry cluster into a marine fish tourist attraction has an impact on 3 aspects, namely tourist attraction infrastructure, human resources (HR) and waste management. The change in the anchovy processing industry into a marine fish tourism attraction has given the public a positive outlook, but quite a few people are also concerned about the increase in waste, especially waste that cannot be recycled, such as plastic waste. In Islamic economic principles, buying and selling must be carried out in accordance with sharia rules which come from Allah subhanahu wa vi ta'ala, as exemplified by the Prophet Muhammad shollallahu 'alaihi wa sallam.
