Abstract

ABSTRAK Indeks pembangunan manusia adalah indikator yang digunakan untuk mengukur kualitas kehidupan manusia, dan dapat digunakan untuk menentukan peringkat atau tingkat pengembangan suatu wilayah. Provinsi Lampung memiliki nilai IPM paling rendah di wilayah pulau sumatera. Hal ini seharusnya tidak terjadi karena secara geologis, Lampung memiliki letak yang berdekatan dengan Ibu Kota DKI Jakarta yang dapat berpengaruh banyak dengan tingkat IPM di Provinsi Lampung. Tetapi, Provinsi Lampung telah mengalokasikan dana sebesar 20% dari apbd untuk sektor pendidikan sesuai dengan uu no. 20 tahun 2003 pasal 49. Untuk sektor kesehatan sesuai dengan uu no. 36 tahun 2009 pasal 171 tentang kesehatan. Tujuan dari penelitian ini adalah untuk mengetahui Pengaruh Perngeluaran Pemerintah Pada Sektor Pendidikan Dan Sektor Kesehatan Terhadap Indeks Pembangunan Manusia Di Provinsi Lampung. Penelitian ini menggunakan metode penelitian kuantitatif. Data diambil secara sekunder pada situs web resmi Di Badan Pusat Statistik (BPS) dan Direktorat Jenderal Perimbangan Keuangan, Kementrian Keuangan dengan tahun pengamatan sebanyak 6 tahun. Sampel yang digunakan dalam penelitian ini sebanyak 15 kabupaten/kota dikali dengan 6 tahun pengamatan menjadi 90 sampel. Metode analisis data yang digunakan adalah analisis data panel dengan dibantu oleh aplikasi komputer yaitu Eviews 10. Secara keseluruhan hasil regresi data panel dan uji hipotesis dapat disimpulkan bahwa Pengeluaran Pemerintah Sektor Pendidikan dan Kesehatan berpengaruh dan signifikan terhadap Indeks Pembangunan Manusia di Provinsi Lampung. Pembangunan indeks manusia dalam islam juga berdasarkan pada pondasi Maqhasid Syariah, dimana Maqashid Syariah teridiri dari : Perlindungan Agama, Perlindungan Jiwa, Perlindungan Akal, Perlindungan Keturunan Dan Perlindungan Harta. Kata Kunci : Pengeluaran Pemerintah, Pendidikan, Kesehatan, Sumber Daya Manusia, Dan Ekonomi Islam. ABSTRACT The human development index is an indicator used to measure the quality of human life, and can be used to determine the ranking or level of development of a region. Lampung Province has the lowest HDI value on the island of Sumatra. This should not happen because geologically, Lampung is located close to the capital city of DKI Jakarta which can have a big influence on the HDI level in Lampung Province. However, Lampung Province has allocated funds of 20% of the APBD for the education sector in accordance with Law no. 20 of 2003 article 49. For the health sector in accordance with law no. 36 of 2009 article 171 concerning health. The aim of this research is to determine the influence of government spending on the education sector and health sector on the Human Development Index in Lampung Province. This research uses quantitative research methods. Data was taken secondary on the official website of the Central Statistics Agency (BPS) and the Directorate General of Financial Balance, Ministry of Finance with 6 years of observation. The samples used in this research were 15 districts/cities multiplied by 6 years of observation to become 90 samples. The data analysis method used is panel data analysis assisted by a computer application, namely Eviews 10. Overall, the results of panel data regression and hypothesis testing can be concluded that Government Expenditures in the Education and Health Sectors have a significant and significant effect on the Human Development Index in Lampung Province. The development of the human index in Islam is also based on the foundation of Maqhasid Syariah, where Maqasid Syariah consists of: Protection of Religion, Protection of the Soul, Protection of Reason, Protection of Offspring and Protection of Property.
