Abstract

ABSTRAK Perencanaan Strategis merupakan persiapan yang disusun dengan menggunakan kemampuan bagi suatu keputusan atau tindakan yang akan dilakukan untuk mencapai tujuan. Melalui perencanaan strategis, diharapkan kepala madrasah mampu merumuskan dan menentukan sebuah strategi madrasah yang tepat dan akurat, sehingga madrasah mampu mempertahankan eksistensinya, menyesuaikan dan melakukan perubahan yang diperlukan untuk mencapai kemajuan, evektifitas dan produktivitas madrasah. Penelitian ini membahas tentang pelaksanaan penyusunan program pendidikan (perencanaan strategis) yang telah ditetapkan sebagai panduan dalam upaya memberikan kejelasan arah bagi setiap kegiatan, sehingga setiap kegiatan dapat diusahakan dan dilaksanakan seefisien dan seefektif mungkin untuk menjaga mutu lembaga. Penelitian ini bertujuan untuk mengetahui: (1) Bagaimana perumusan visi dan misi MTs Negeri 1 Martapura OKU Timur (2) Bagaimana analisis lingkungan internal dan eksternal MTs Negeri 1 Martapura OKU Timur(3) Bagaimana analisis pilihan strategi dan faktor kunci keberhasilan MTs Negeri 1 Martapura (4) Bagaimana penetapan tujuan, sasaran dan strategi MTs Negeri 1 Martapura. Penelitian ini merupakan jenis penelitian lapangan (field research), dengan sifat penelitian berupa metode deskriptif kualitatif. Dalam pengumpulan data penulis menggunakan metode wawancara, observasi, dan dokumentasi. Sumber data dari menurut Kepala Madrasah, Wakil Kepala Bagian Sarana dan Prasarana,Kepala Tata Usaha. Kemudian data yang telah terkumpul dianalisis menggunakan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian yang telah penulis lakukan, tahap perencanaan strategis di MTs Negeri 1 Martapura OKU Timur telah terlaksana dengan baik. Hasil penelitian menunjukkan bahwa: 1) Pada perumusan visi dan misi madrasah dilakukan dengan musyawarah yang melibatkan seluruh stakeholders madrasah. 2) MTs Negeri 1 Martapura OKU Timur menganalisis lingkungan dengan menggunakan analisis SWOT. 3) Pada analisis pilihan startegi, menjalankan program kelas unggulan, terwujudnya siswa taat beribadah, berprestasi dan disiplin serta melengkapi sarana dan prasarana yang ada,dan meningkatkan profesionalisme pendidik. 4) Penetapan tujuan MTs Negeri 1 Martapura OKU Timur dilakukan dengan mengadakan musyawarah atau rapat yang dipimpin oleh kepala madrasah, beserta guru. Kata Kunci: Perencanaan Strategis, Perumusan Visi dan Misi, Analisis SWOT iii ABSTRACT Strategic planning is a preparation that is prepared using capabilities for a decision or action to be taken to achieve a goal. Through strategic planning, it is hoped that the madrasa head will be able to formulate and determine an appropriate and accurate madrasa strategy, so that madrasas are able to maintain their existence, adjust and make the necessary changes to achieve progress, effectiveness and productivity of madrasas. This research discusses the implementation of educational program preparation (strategic planning) which has been established as a guide in an effort to provide clarity of direction for each activity, so that each activity can be attempted and carried out as efficiently and effectively as possible to maintain the quality of the institution. This study aims to find out: (1) How to formulate the vision and mission of MTs Negeri 1 Martapura OKU East (2) How to analyze the internal and external environment of MTs Negeri 1 Martapura OKU East (3) How to analyze strategic choices and key success factors for MTs Negeri 1 Martapura (4) How to determine the goals, objectives and strategies of MTs Negeri 1 Martapura. This research is a type of field research, with the nature of the research in the form of a qualitative descriptive method. In collecting data the writer uses interview, observation, and documentation methods. Data sources are from the Head of Madrasah, Deputy Head of Facilities and Infrastructure, Head of Administration. Then the data that has been collected is analyzed using the stages of data reduction, data presentation and drawing conclusions. Based on the results of the research that the author has done, the strategic planning stage at MTs Negeri 1 Martapura OKU Timur has been carried out well. The results of the study show that: 1) The formulation of the madrasah vision and mission is carried out by deliberation involving all madrasah stakeholders. 2) MTs Negeri 1 Martapura OKU Timur analyzed the environment using SWOT analysis. 3) In the analysis of strategic choices, running a superior class program, realizing religiously obedient, achieving and disciplined students as well as complementing existing facilities and infrastructure, and increasing the professionalism of educators. 4) Determining the goals of MTs Negeri 1 Martapura OKU East is carried out by holding a deliberation or meeting chaired by the head of the madrasa, along with the teacher.
