Abstract

ABSTRAK Pengelolaan administrasi reimbursement di Kantor Wilayah Kementerian Agama Provinsi Lampung masih dilakukan secara manual menggunakan dokumen fisik, sehingga menimbulkan berbagai kendala seperti lamanya proses pencairan dana, risiko kehilangan berkas, kesulitan pelacakan status pengajuan, dan tingginya kesalahan administratif. Penelitian ini bertujuan merancang dan membangun Sistem Informasi E Reimbursement berbasis website untuk mengoptimalkan proses pengajuan dan pelacakan status secara real-time. Metode yang digunakan adalah Research and Development (R&D) dengan model pengembangan Waterfall yang meliputi analisis kebutuhan, perancangan, implementasi, pengujian, dan deployment. Sistem dirancang untuk mendukung tiga aktor utama, yaitu Bendahara Bidang, Bendahara Umum, dan Pimpinan Keuangan. Hasil penelitian berupa sistem E-Reimbursement terintegrasi yang telah berhasil diimplementasikan. Pengujian menggunakan Black Box Testing pada 15 skenario memperoleh tingkat keberhasilan fungsional sebesar 100%, sedangkan pengujian usabilitas menggunakan System Usability Scale (SUS) terhadap 12 responden menghasilkan skor rata-rata 99,79 dengan kategori Excellent (Sangat Baik). Hasil tersebut menunjukkan bahwa sistem yang dikembangkan sangat layak, mudah digunakan, serta efektif dalam meningkatkan efisiensi dan transparansi pengelolaan keuangan di instansi tersebut. ABSTRACT The reimbursement administration process at the Regional Office of the Ministry of Religious Affairs of Lampung Province is still managed manually using physical documents, resulting in various issues such as lengthy fund disbursement processes, the risk of document loss, difficulties in tracking submission status, and a high rate of administrative errors. This study aims to design and develop a web-based E-Reimbursement Information System to optimize the reimbursement submission process and facilitate real-time status tracking. The research employed the Research and Development (R&D) method with the Waterfall software development model, which includes requirements analysis, system design, implementation, testing, and deployment stages. The system was designed to accommodate three main actors: Department Treasurer, General Treasurer, and Financial Manager. The result of this study is an integrated E-Reimbursement Information System that has been successfully implemented. Functional testing using Black Box Testing on 15 test scenarios achieved a 100% success rate, while usability testing using the System Usability Scale (SUS) involving 12 respondents produced an average score of 99.79, categorized as Excellent. These results indicate that the developed system is highly feasible, user-friendly, and effective in improving the efficiency and transparency of financial management within the institution.
