Abstract

ABSTRAK Penelitian ini menganalisis peran resor sukaraja atas TNBBS dalam pengamanan dan perlindungan kawasan hutan konservasi melalui perspektif Fiqh Siyasah, dengan studi di Resor Sukaraja Atas Taman Nasional Bukit Barisan Selatan. Latar belakang penelitian didasarkan pada tantangan konservasi sumber daya alam di Indonesia, termasuk aktivitas ilegal seperti perambahan hutan dan perburuan liar, serta perlunya integrasi prinsip-prinsip syariah seperti keadilan, maslahah, amanah, dan syura dalam penegakan hukum. Tujuan penelitian adalah mengkaji tingkat implementasi pasal 15 Ayat 1 Huruf B Peraturan Menteri Lingkungan Hidup Dan Kehutanan Republik Indonesia Nomor 16 Tahun 2024 Tentang Resor Pada Unit Pelaksana Teknis Direktorat Jenderal Konservasi Sumber Daya Alam Dan Ekosistem dalam perlindungan dan pengamanan kawasan, serta menganalisisnya melalui lensa Fiqh Siyasah. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi, melibatkan informan seperti aparatur resor dan masyarakat mitra polhut. Hasil awal menunjukkan hambatan seperti keterbatasan sumber daya manusia dan sarana prasarana yang mempengaruhi efektivitas penegakan hukum. Penelitian ini diharapkan memberikan kontribusi teoritis terhadap pengembangan Fiqh Siyasah dalam konteks pengelolaan lingkungan serta rekomendasi praktis untuk meningkatkan konservasi ekosistem berkelanjutan. ABSTRACK This study analyzes the role of the Sukaraja Atas Resort in securing and protecting conservation forest areas through the perspective of Fiqh Siyasah, with a study at the Sukaraja Atas Resort in Bukit Barisan Selatan National Park. The background of the study is based on the challenges of natural resource conservation in Indonesia, including illegal activities such as forest encroachment and poaching, as well as the need to integrate sharia principles such as justice, maslahah, amanah, and shura in law enforcement. The purpose of the study is to examine the level of implementation of Article 15 paragraph 1 letter B of the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number 16 of 2024 concerning Resorts at the Technical Implementation Unit of the Directorate General of Natural Resources and Ecosystem Conservation in the protection and security of the area, and analyze it through the lens of Fiqh Siyasah. The research method uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, and documentation, involving informants such as resort officials and community forestry partners. Initial results show obstacles such as limited human resources and infrastructure that affect the effectiveness of law enforcement. This research is expected to provide theoretical contributions to the development of Fiqh Siyasah in the context of environmental management as well as practical recommendations to improve sustainable ecosystem conservation..
