Abstract

ABSTRACT This study aims to analyze the role of the Pesisir Barat Regency Tourism Office in managing the Krui Pro Festival from the perspective of Islamic Political Ethics in festival governance. The Krui Pro Festival, as an international sports tourism event, holds a strategic position in regional tourism development, destination promotion, strengthening local economic activity, and introducing regional culture. This study employed a field research method with a qualitative approach. Data were obtained through interviews, observations, and documentation involving elements of the Tourism Office, the organizing committee, the sub-district government, MSMEs, the community, religious leaders, and cultural figures. Data validity was achieved through triangulation of sources, methods, theories, and strengthening findings from previous research. The results show that the Tourism Office of Pesisir Barat Regency plays a strategic role in coordinating, facilitating, promoting, and evaluating the implementation of the Krui Pro Festival through collaborative governance involving various stakeholders. From the perspective of Islamic Political Ethics, the principle of trustworthiness is reflected through the implementation of institutional responsibilities, division of tasks based on competence, and coordination and evaluation of activities. The principle of justice ('adl) is evident through the involvement of the community, MSMEs, volunteers, and elements of art and culture in organizing the festival, although the distribution of benefits and the level of participation still show variations between community groups. Meanwhile, the principle of maslahah (benefit) is reflected in the festival's contribution to increasing economic activity, promoting the region, strengthening local cultural identity, and developing the tourism sector. Furthermore, the study also identified challenges related to the equitable distribution of benefits, the sustainability of post-event impacts, and social, cultural, and environmental dynamics. Overall, the management of the Krui Pro Festival has demonstrated alignment with the principles of Islamic Political Ethics, although further strengthening is needed in the areas of equitable distribution of benefits, policy sustainability, and the preservation of local socio-cultural values. ABSTRAK Penelitian ini bertujuan untuk menganalisis Peran Dinas Pariwisata Kabupaten Pesisir Barat dalam pengelolaan Festival Krui Pro ditinjau dari perspektif Etika Politik Islam dalam tata kelola festival. Festival Krui Pro sebagai event sport tourism bertaraf internasional memiliki posisi strategis dalam pengembangan pariwisata daerah, promosi destinasi, penguatan aktivitas ekonomi lokal, serta pengenalan budaya daerah. Penelitian ini menggunakan metode penelitian lapangan (field research) dengan pendekatan kualitatif. Data diperoleh melalui wawancara, observasi, dan dokumentasi yang melibatkan unsur Dinas Pariwisata, panitia penyelenggara, pemerintah kecamatan, pelaku UMKM, masyarakat, tokoh agama, dan tokoh budaya. Keabsahan data dilakukan melalui triangulasi sumber, metode, teori, dan penguatan temuan melalui penelitian terdahulu. Hasil penelitian menunjukkan bahwa Dinas Pariwisata Kabupaten Pesisir Barat berperan strategis dalam koordinasi, fasilitasi, promosi, dan evaluasi penyelenggaraan Festival Krui Pro melalui tata kelola kolaboratif yang melibatkan berbagai pemangku kepentingan. Dalam perspektif Etika Politik Islam, prinsip amanah tercermin melalui pelaksanaan tanggung jawab kelembagaan, pembagian tugas berdasarkan kompetensi, serta koordinasi dan evaluasi kegiatan. Prinsip keadilan ('adl) terlihat melalui keterlibatan masyarakat, pelaku UMKM, relawan, serta unsur seni dan budaya dalam penyelenggaraan festival, meskipun distribusi manfaat dan tingkat partisipasi masih menunjukkan variasi antar kelompok masyarakat. Sementara itu, prinsip maslahah tercermin dalam kontribusi festival terhadap peningkatan aktivitas ekonomi, promosi daerah, penguatan identitas budaya lokal, serta pengembangan sektor pariwisata. Di sisi lain, penelitian juga menemukan adanya tantangan terkait pemerataan manfaat, keberlanjutan dampak pasca kegiatan, serta dinamika sosial, budaya, dan lingkungan. Secara umum, pengelolaan Festival Krui Pro telah menunjukkan keselarasan dengan prinsip-prinsip Etika Politik Islam, meskipun masih memerlukan penguatan pada aspek pemerataan manfaat, keberlanjutan kebijakan, dan pelestarian nilai-nilai sosial budaya masyarakat lokal.
