Abstract

ABSTRAK Partisipasi politik perempuan dalam pengawasan pemilu sering kali masih menghadapi hambatan kultural dan struktural sehingga keterwakilan mereka belum optimal. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran perempuan dalam partisipasi politik sebagai Pengawas Tempat Pemungutan Suara (PTPS) pada Pilkada Tahun 2024 di Kecamatan Bulok, Kabupaten Tanggamus. Peran Partisipasi politik perempuan merupakan salah satu indikator penting dalam mewujudkan demokrasi yang inklusif dan berkeadilan gender. Dalam konteks ini, keterlibatan perempuan sebagai PTPS menjadi salah satu bentuk nyata keikutsertaan mereka dalam proses pengawasan pilkada. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus lapangan (field research). Data diperoleh melalui wawancara mendalam dengan informan yang terdiri dari 13 orang dari anggota pengawas TPS Kecamatan Bulok, Kabupaten Tanggamus. Teknik pengumpulan data dilakukan melalui observasi, dokumentasi, dan wawancara semi-terstruktur. Hasil penelitian menunjukkan bahwa peran perempuan sebagai PTPS di Kecamatan Bulok masih tergolong rendah. Beberapa faktor yang memengaruhi rendahnya partisipasi tersebut antara lain adalah kurangnya sosialisasi secara langsung kepada kelompok perempuan, masih kuatnya budaya yang membatasi peran perempuan dalam ruang politik, serta belum adanya pelatihan atau pendampingan khusus dari penyelenggara pemilu. Meskipun demikian, perempuan di Kecamatan Bulok memiliki potensi yang besar untuk terlibat secara aktif apabila diberikan ruang, informasi, dan pelatihan yang memadai. Kesimpulannya, peran perempuan dalam pengawasan pemilu di tingkat Kecamatan masih bersifat simbolik dan memerlukan upaya konkret dari berbagai pihak untuk meningkatkan partisipasi substantif mereka dalam demokrasi lokal. Implikasi penelitian ini menunjukkan bahwa peningkatan partisipasi perempuan sebagai Pengawas TPS memerlukan dukungan struktural berupa sosialisasi yang inklusif, pelatihan berbasis gender, serta penguatan kebijakan afirmatif agar peran perempuan dalam pengawasan pemilu tidak bersifat simbolik, melainkan substantif dalam memperkuat demokrasi lokal yang adil dan inklusif. ABSTRACT Women’s political participation in election oversight often faces cultural and structural barriers, resulting in sub optimal representation. This study aims to determine and analyze the role of women in political participation as Polling Station Supervisors (PTPS) in the 2024 Pilkada in Bulok District, Tanggamus Regency. The role of women's political participation is one of the important indicators in realizing an inclusive and gender-equitable democracy. In this context, women's involvement as PTPS is one of the real forms of their participation in the election monitoring process. This research uses a qualitative approach with a field case study method (field research). Data was obtained through in-depth interviews with informants consisting of 13 members of the Bulok Sub district TPS supervisor, Tanggamus Regency. Data collection techniques were conducted through observation, documentation and semi-structured interviews. The results showed that the role of women as PTPS in Bulok Sub-district was still relatively low. Some of the factors that influence this low participation include the lack of direct socialization to women's groups, the strong culture that limits the role of women in the political sphere, and the absence of special training or assistance from election organizers. Nevertheless, women in Bulok Sub-district have great potential to be actively involved if given adequate space, information and training. In conclusion, the role of women in election monitoring at the sub-district level is still symbolic and requires concrete efforts from various parties to increase their substantive participation in local democracy. The implications of this study indicate that increasing women's participation as polling station supervisors requires structural support in the form of inclusive socialization, gender-based training, and the strengthening of affirmative policies so that women's role in election supervision is not merely symbolic, but substantive in strengthening a fair and inclusive local democracy.
