Abstract

ABSTRAK Bantuan program sembako merupakan salah satu bantuan sosial yang dibuat oleh pemerintah bertujuan untuk memenuhi bahan pangan masyarakat kurang mampu yang diberikan kepada masyarakat yang memenuhi kriteria kemiskinan, memiliki kehidupan yang tidak layak secara kemanusiaan, dan/atau memiliki kriteria masalah sosial sesuai dengan yang tercantum dalam Peraturan Menteri Sosial Nomor 4 Tahun 2023 tentang Pelaksanaan Program sembako dalam Pasal 2 ayat (1) huruf b. Rumusan masalah dalam penelitian ini adalah bagaimana implementasi kriteria penerima program sembako di Kelurahan Gedong Air, Kecamatan Tanjung Karang Barat, Kota Bandar Lampung serta bagaimana pelaksanaanya ditinjau dari perspektif siya>sah tanfiz\iyah. Metode penelitian yang digunakan adalah penelitian lapangan (field research) dengan pendekatan kualitatif. Data primer diperoleh melalui wawancara dengan informan yang mengetahui persoalan penelitian ini, sedangkan data sekunder diperoleh dari peraturan perundang-undangan, buku, dan jurnal yang relevan. Hasil penelitian menunjukkan bahwa implementasi kriteria penerima program sembako di Kelurahan Gedong Air, Kecamatan Tanjung Karang Barat, Kota Bandar Lampung pada dasarnya telah dilaksanakan sesuai dengan mekanisme yang diatur dalam Peraturan Menteri Sosial Nomor 4 Tahun 2023. Berdasarkan analisis menggunakan teori George C. Edward III, aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi belum sepenuhnya optimal. Hal ini ditunjukkan dengan masih ditemukannya masyarakat yang telah memenuhi kriteria tetapi belum menerima bantuan, sementara terdapat penerima yang kondisi ekonominya telah membaik bahkan yang telah meninggal dunia masih tercatat sebagai Keluarga Penerima Manfaat (KPM). Kondisi tersebut dipengaruhi oleh keterbatasan kewenangan pemerintah di tingkat kelurahan, lambatnya proses pemutakhiran DTKS, serta mekanisme birokrasi yang berjenjang. Jika dtinjau dari perspektif siya>sah tanfiz\iyah, implementasi kriteria penerima Program Sembako belum sepenuhnya mencerminkan prinsip amanah, keadilan (al-'adl), kemaslahatan (maslahah), dan pengawasan (al-raqabah), karena penetapan penerima bantuan belum sepenuhnya diberikan kepada masyarakat yang benarbenar memenuhi kriteria sebagaimana diatur dalam Peraturan Menteri Sosial Nomor 4 Tahun 2023. ABSTRACT Basic food program assistance is one of the social assistance made by the government to meet the food of the underprivileged community provided to people who meet the criteria of poverty, have a life that is not humanely feasible, and/or have criteria for social problems in accordance with the Regulation of the Minister of Social Affairs Number 4 of 2023 concerning the Implementation of the Basic Food Program in Article 2 paragraph (1) letter b. The formulation of the problem in this study is how to implement the criteria for recipients of the basic food program in Gedong Air Village, Tanjung Karang Barat District, Bandar Lampung City and how the implementation is reviewed from the perspective of siya>sah tanfiz\iyah. The research method used is field research with a qualitative approach. Primary data was obtained through interviews with informants who knew the subject of this research, while secondary data was obtained from relevant laws and regulations, books, and journals. The results of the study show that the implementation of the criteria for recipients of the basic food program in Gedong Air Village, Tanjung Karang Barat District, Bandar Lampung City has basically been carried out in accordance with the mechanism regulated in the Regulation of the Minister of Social Affairs Number 4 of 2023. Based on the analysis using the theory of George C. Edward III, the aspects of communication, resources, disposition, and bureaucratic structure have not been fully optimal. This is shown by the fact that there are still people who have met the criteria but have not received assistance, while there are recipients whose economic conditions have improved and even those who have passed away are still recorded as Beneficiary Families (KPM). This condition is influenced by the limited authority of the government at the sub-district level, the slow process of updating the DTKS, and the tiered bureaucratic mechanism. If reviewed from the perspective of siya>sah tanfiz\iyah, the implementation of the criteria for recipients of the Basic Food Program has not fully reflected the principles of trust, justice (al- 'adl), benefits (maslahah), and supervision (al-raqabah), because the determination of aid recipients has not been fully given to people who truly meet the criteria as stipulated in the Regulation of the Minister of Social Affairs Number 4 of 2023.
