Abstract

ABSTACT The allowance policy for members of the Indonesian House of Representatives demands transparency and sensitivity to the socio economic conditions of the public. However, the policy of converting official houses into cash allowances triggered a wave of public protests due to allegations of budget wastage amid difficult economic conditions. These criticisms and rejections were responded to and constructed differently by the mass media. In the realm of mass communication, this phenomenon is relevant to analyze through the framing perspective to understand how online media shapes public perception and determines its stance on the state budget policy issue. The research method used is descriptive qualitative with the framing analysis technique of the Robert N. Entman model. This model dissects news texts through four main elements, namely define problems, diagnose causes, make moral judgments, and suggest remedies. Research data were collected through direct observation of news texts on the online portals Detik.com and Kompas.com, analysis of narratives and source quotations, as well as documentation of related secondary data. The research results indicate that both media have opposing constructions of reality and biases. Detik.com (through the news 'Experts Assess the Reduction of Allowances') frames the issue in a positive-institutional manner by highlighting the transparency and willingness of the House of Representatives (DPR) to cut allowances to restore institutional image, thus tending to support the authorities. In contrast, Kompas.com (through the news 'DPR Allowances Soar...') uses a critical-advocative approach that defends public interest by exploiting Fitra's budget data amounting to Rp1.6 trillion to highlight the moral insensitivity of political elites amid the storm of public poverty. Four framing elements are applied in contrast by the two media. In defining problems, Detik.com sees it as a crisis of public trust in the DPR, while Kompas.com evaluates it as a waste that harms the economic justice of the people. In diagnosing causes, Detik.com links it to past facility issues, whereas Kompas.com exposes the official residence allowance of Rp50 million/month as the root of the problem. In making moral judgments, Detik.com appreciates the. DPR's actions as ethical acts, while Kompas.com condemns them through the use of the hashtag #DPRNaikGaji. In suggesting remedies, Detik.com offers the solution of internal bureaucratic reform, while Kompas.com urges a total evaluation and legitimizes protest actions. This study contributes insights into how online media framing influences the dynamics of public trust in state institutions. Keywords: Framing Analysis, Robert N. Entman, DPR Allowances, Detik.com, Kompas.com. ABSTRAK Kebijakan tunjangan bagi anggota DPR RI menuntut transparansi dan kepekaan terhadap kondisi sosial-ekonomi masyarakat. Namun, kebijakan pengalihan rumah dinas menjadi tunjangan tunai memicu gelombang protes publik akibat dugaan pemborosan anggaran di tengah situasi ekonomi yang sulit. Kritik dan penolakan tersebut direspons serta dikonstruksi secara berbeda oleh media massa. Seperti media massa Detik.com dan Kompas.com. Dalam ranah komunikasi massa, fenomena ini relevan dianalisis melalui perspektif framing untuk mengetahui Bagaimana elemen elemen framing Model Robert Entman digunakan dalam berita protes tunjangan DPR pada media online Detik.com dan Kompas.com, khususnya dalam menampilkan unsur pro dan kontra terhadap kebijakan tersebut. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik analisis framing model Robert N. Entman. Model ini membedah teks berita melalui empat elemen utama, yaitu define problems (pendefinisian masalah), diagnose causes (menentukan penyebab), make moral judgments (membuat penilaian moral), dan suggest remedies (mengusulkan solusi). Data penelitian dikumpulkan melalui observasi langsung terhadap teks berita pada portal online Detik.com dan Kompas.com, analisis narasi dan kutipan narasumber, serta dokumentasi data sekunder terkait. Hasil penelitian menunjukkan bahwa kedua media memiliki konstruksi realitas dan keberpihakan yang bertolak belakang. Detik.com (melalui berita "Pakar Nilai Pemangkasan Tunjangan") membingkai isu secara positif-institusional dengan menonjolkan transparansi dan kerelaan DPR memotong tunjangan demi memulihkan citra kelembagaan, sehingga cenderung mendukung penguasa. Sebaliknya, Kompas.com (melalui berita "Tunjangan DPR Melejit...") menggunakan pendekatan kritis-advokatif yang membela kepentingan publik dengan mengeksploitasi data anggaran Fitra sebesar Rp1,6 triliun guna menonjolkan ketidakpekaan moral elit politik di tengah badai kemiskinan masyarakat. Empat elemen framing diterapkan secara kontras oleh kedua media. Pada define problems, Detik.com melihatnya sebagai krisis kepercayaan publik terhadap DPR, sementara Kompas.com menilainya sebagai pemborosan yang mencederai keadilan ekonomi rakyat. Pada diagnose causes, Detik.com mengaitkannya dengan masalah fasilitas masa lalu, sedangkan Kompas.com membongkar tunjangan rumah dinas Rp50 juta/bulan sebagai akar masalah. Pada make moral judgments, Detik.com mengapresiasi langkah DPR sebagai tindakan etis, sementara Kompas.com mengecamnya lewat pemanfaatan tagar #DPRNaikGaji. Pada suggest remedies, Detik.com menawarkan solusi reformasi birokrasi internal, sedangkan Kompas.com mendesak evaluasi total dan melegitimasi aksi unjuk rasa. Kata Kunci: Analisis Framing, Robert N.
