Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis pengaruh Dana Alokasi Umum (DAU) dan kinerja keuangan daerah terhadap belanja modal di Kota Bandar Lampung tahun 2010–2024 dalam perspektif ekonomi Islam. Penelitian ini dilatarbelakangi oleh pentingnya belanja modal sebagai instrumen pembangunan daerah yang berorientasi pada penyediaan infrastruktur dan pelayanan publik, namun realisasinya masih relatif rendah dibandingkan belanja rutin. Variabel independen dalam penelitian ini adalah Dana Alokasi Umum (DAU) dan kinerja keuangan daerah yang diproksikan melalui rasio kemandirian, efektivitas, dan efisiensi, sedangkan variabel dependen adalah belanja modal. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian deskriptif kuantitatif. Data yang digunakan merupakan data sekunder berupa Laporan Realisasi Anggaran (LRA) Pemerintah Kota Bandar Lampung periode 2010–2024 yang diperoleh dari Badan Pusat Statistik (BPS) Metode analisis yang digunakan adalah regresi linear berganda dengan bantuan aplikasi E-Views 12. Hasil menunjukkan bahwa secara parsial Dana Alokasi Umum berpengaruh siginifikan, Kinerja keuangan daerah tidak berpengaruh siginifkan terhadap belanja modal. Dana Alokasi Umum (DAU) dan kinerja keuangan daerah secara simultan berpengaruh positif dan signifikan terhadap belanja modal di Kota Bandar Lampung. Dalam perspektif ekonomi Islam, hasil penelitian ini menunjukkan bahwa pengelolaan keuangan daerah belum sepenuhnya mencerminkan prinsip kemaslahatan, efisiensi, dan keadilan distributif, karena alokasi anggaran masih cenderung diprioritaskan pada belanja rutin dibandingkan belanja produktif yang memberikan manfaat jangka panjang bagi masyarakat.. Kata Kunci: Dana Alokasi Umum, Kinerja Keuangan Daerah, Belanja Modal, Ekonomi islam ABSTRACT This study aims to analyze the effect of General Allocation Funds (DAU) and regional financial performance on capital expenditure in Bandar Lampung City during 2010–2024 from an Islamic economics perspective. This research is motivated by the importance of capital expenditure as an instrument of regional development oriented toward the provision of infrastructure and public services; however, its realization remains relatively low compared to routine expenditure. The independent variables in this study are General Allocation Funds (DAU) and regional financial performance, which are proxied by the ratios of independence, effectiveness, and efficiency, while the dependent variable is capital expenditure. This study employs a quantitative approach with a descriptive quantitative research design. The data used are secondary data in the form of Budget Realization Reports (LRA) of the Bandar Lampung City Government for the 2010–2024 period, obtained from the Central Statistics Agency (BPS) The analytical method used is multiple linear regression with the assistance of E-Views 12 software. The results show that partially the General Allocation Fund has a significant effect, while regional financial performance does not have a significant effect on capital expenditure. The General Allocation Fund (DAU) and regional financial performance simultaneously have a positive and significant effect on capital expenditure in Bandar Lampung City. From an Islamic economic perspective, the results of this study indicate that regional financial management does not fully reflect the principles of welfare, efficiency, and distributive justice, because budget allocations still tend to prioritize routine expenditures over productive expenditures that provide long-term benefits for the community.
