Abstract

ABSTRAK Pada pelaksanaan Pemilu Tahun 2024 di Kota Bandar Lampung ditemukan sejumlah pelanggaran, antara lain di TPS 31 Kelurahan Kedaton dan TPS 6 Kelurahan Rajabasa Jaya, di mana terdapat pemilih dari luar Kota Bandar Lampung yang tidak terdaftar dalam DPT, DPTb, maupun DPK, namun tetap difasilitasi untuk menggunakan hak pilihnya. Akibat pelanggaran tersebut, dilakukan Pemungutan Suara Ulang (PSU) di TPS 19 Kelurahan Way Kandis, TPS 31 Kelurahan Kedaton, dan TPS 6 Kelurahan Rajabasa Jaya. Selain itu, Bawaslu Provinsi Lampung juga mengusut dugaan tindak pidana pemilu di TPS 19 Way Kandis. Berikut disajikan tabel Data Hasil Penanganan Temuan dan Laporan Berdasarkan Jenis Dugaan Pelanggaran Pemilu oleh Bawaslu Kota Bandar Lampung pada Pemilu Tahun 2024. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif, menggunakan data primer yaitu interview, observasi dan dokumentasi serta data sekunder yakni buku-buku, artikel, jurnal ilmiah, yang berkaitan dengan penelitian ini. Informan penelitian ini berjumlah 4 orang yang terdiri dari orang diantaranya : yaitu ketua Bawaslu,sekertaris bawaslu dan staf bawaslu pilkada kota Bandar Lampung. Pengumpulan data dilakukan melalui teknik wawancara dan dokumentasi, data yang terkumpul dianalisis secara deskriptif kualitatif dengan model pendekatan Teori Rule of Law Menurut A.V. Dicey Hasil penelitian menunjukkan Berdasarkan hasil penelitian, Bawaslu Kota Bandar Lampung telah menerapkan strategi pencegahan pelanggaran Pilkada Tahun 2024 yang bersifat komprehensif melalui pendekatan partisipatif, edukatif, dan berbasis teknologi dengan mengoptimalkan aspek sumber daya manusia, anggaran, metode pengawasan, serta sarana dan teknologi. Hasil penelitian menunjukkan bahwa strategi Bawaslu mampu meningkatkan partisipasi masyarakat, memperkuat deteksi dini pelanggaran, dan mendukung efektivitas pengawasan. Keberhasilan ini didukung oleh partisipasi publik, kolaborasi antar lembaga, pemanfaatan teknologi, dan kepercayaan masyarakat, meskipun masih menghadapi kendala berupa rendahnya literasi politik dan digital, keterbatasan anggaran, serta maraknya hoaks. Namun, melalui penguatan internal dan kolaborasi lintas sektor, Bawaslu tetap berkontribusi dalam mewujudkan Pilkada 2024 yang demokratis, jujur, adil, dan berintegritas. ABSTRAK During the implementation of the 2024 Election in Bandar Lampung City, several violations were identified, including at Polling Station (TPS) 31 in Kedaton Subdistrict and TPS 6 in Rajabasa Jaya Subdistrict, where voters from outside Bandar Lampung City, who were not registered in the Permanent Voter List (DPT), Supplementary Voter List (DPTb), or Special Voter List (DPK), were nevertheless facilitated to exercise their voting rights. As a consequence of these violations, re voting (Pemungutan Suara Ulang/PSU) was conducted at TPS 19 in Way Kandis Subdistrict, TPS 31 in Kedaton Subdistrict, and TPS 6 in Rajabasa Jaya Subdistrict. In addition, the Lampung Provincial Election Supervisory Agency (Bawaslu) investigated alleged election crimes at TPS 19 in Way Kandis. The following table presents data on the handling of findings and reports based on the types of alleged election violations by the Bandar Lampung City Bawaslu during the 2024 Election. This study employed a descriptive qualitative approach using primary data obtained through interviews, observations, and documentation, as well as secondary data collected from books, articles, and scientific journals related to the research topic. The study involved four informants, consisting of the Chairperson of Bawaslu, the Secretary of Bawaslu, and Bawaslu staff members responsible for supervising the Bandar Lampung City regional election. Data collection was conducted through interview and documentation techniques, and the collected data were analyzed descriptively using a qualitative approach based on A.V. Dicey's Rule of Law Theory. The findings indicate that Bawaslu of Bandar Lampung City implemented a comprehensive strategy to prevent violations in the 2024 Regional Election (Pilkada) through participatory, educational, and technology-based approaches by optimizing human resources, budget allocation, supervisory methods, facilities, and technological support. The results demonstrate that Bawaslu's strategy succeeded in increasing public participation, strengthening the early detection of violations, and enhancing the effectiveness of election supervision. This success was supported by public participation, inter-agency collaboration, the utilization of technology, and increasing public trust, although challenges remained, including low levels of political and digital literacy, budget constraints, and the widespread dissemination of misinformation and hoaxes. Nevertheless, through institutional strengthening and cross sector collaboration, Bawaslu continued to contribute to the realization of a democratic, honest, fair, and integrity-based 2024 Regional Election.
