Abstract

ABSTRAK Ketertiban umum merupakan kebutuhan mendasar dalam kehidupan bermasyarakat. Penelitian ini mengkaji implementasi Pasal 11 Ayat (1) Huruf a Peraturan Daerah Kabupaten Lampung Utara Nomor 4 Tahun 2022 tentang Ketertiban Umum dalam perspektif Siyasah tanfidziyah. Rumusan masalah meliputi: bagaimana implementasi perda tersebut di lapangan, faktor-faktor yang mempengaruhi efektivitasnya, serta pandangan Siyasah tanfidziyah terhadap kebijakan tersebut. Penelitian ini bertujuan untuk melihat pelaksanaan perda serta memberikan kontribusi ilmiah guna memperkuat kebijakan umum di daerah agraris. Metode yang digunakan adalah kualitatif deskriptif analitis melalui penelitian lapangan dan pendekatan yuridis empiris, dengan teknik pengumpulan data berupa wawancara mendalam kepada aparat Satpol PP, pemilik kendaraan, dan pengemudi angkutan bak terbuka, serta observasi lapangan. Hasil penelitian menunjukkan bahwa implementasi perda tersebut belum optimal karena ditemukan lima faktor penghambat: sosialisasi terbatas, ketergantungan warga pada kendaraan bak terbuka, lemahnya sanksi, sempitnya perlindungan patroli, dan mekanisme pengaduan yang belum tersosialisasi. Implementasi kebijakan tidak cukup hanya sekadar memenuhi substansi hukum, namun memerlukan komitmen nyata aparat dalam menjalankan fungsi Siyasah tanfidziyah. ABSTRACT Public order is a fundamental necessity in social life. This study examines the implementation of Article 11 Paragraph (1) Letter a of Lampung Utara Regency Regional Regulation Number 4 of 2022 concerning Public Order from the perspective of Siyasah tanfidziyah. The formulation of the problem includes: how the regulation is implemented in the field, the factors influencing its effectiveness, and the view of Siyasah tanfidziyah regarding the policy from the perspective of maqashid al-syariah This study aims to observe the implementation of the regional regulation and to provide scientific contribution to strengthen public policy in agrarian regions. The method used is descriptive-qualitative and analytical through field research and an empirical juridical approach, with data collection techniques including in- depth interviews with Satpol PP officers, vehicle owners, and open-bed transport drivers, as well as field observations. The results show that the implementation of the regulation is not yet optimal due to five inhibiting factors: limited socialization, community dependence on open-bed vehicles, weak sanctions, narrow patrol coverage, and an under-socialized complaint mechanism. Policy implementation is not sufficient merely to fulfill legal substance, but requires a real commitment from officials in carrying out the function of Siyasah tanfidziyah
