Abstract

ABSTRACT The city of Bandar Lampung as the capital of Lampung Province has a rapidly growing chip industry center and is one of the leading sectors of MSMEs. This center plays a role in increasing people's income, creating jobs, and supporting regional economic growth. This research discusses the formulation of problems regarding the role of the local government in developing chip MSMEs in Bandar Lampung City and the obstacles faced in the development process. The purpose of this research is to analyze the role of local governments in supporting the development of chip MSMEs. The method used is qualitative research with a descriptive approach. Data was obtained through observations, interviews, and documentation of the Bandar Lampung City Cooperatives and MSMEs Office and chip business actors. Data analysis is carried out through data reduction, data presentation, and verification by triangulation of sources. The results of the study show that local governments play a role as regulators, facilitators, and motivators through entrepreneurship training programs, capital assistance, business assistance, and product marketing facilities. However, there are still obstacles such as the difficulty of export licensing, low business innovation, and the lack of optimal use of digital technology. Therefore, continuous assistance and expansion of access to MSME programs are needed. Keywords: The Role of Local Government, MSMEs, Business Development, Chip Industry, Economic Empowerment. ABSTRAK Kota Bandar Lampung sebagai ibu kota Provinsi Lampung memiliki sentra industri keripik yang berkembang pesat dan menjadi salah satu sektor unggulan UMKM. Sentra ini berperan dalam meningkatkan pendapatan masyarakat, membuka lapangan kerja, serta mendukung pertumbuhan ekonomi daerah. Penelitian ini membahas rumusan masalah mengenai bagaimana peran pemerintah daerah dalam mengembangkan UMKM keripik di Kota Bandar Lampung serta kendala yang dihadapi dalam proses pengembangannya. Tujuan penelitian ini adalah menganalisis peran pemerintah daerah dalam mendukung perkembangan UMKM keripik. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Data diperoleh melalui observasi, wawancara, dan dokumentasi terhadap pihak Dinas Koperasi dan UMKM Kota Bandar Lampung serta pelaku usaha keripik. Analisis data dilakukan melalui reduksi data, penyajian data, dan verifikasi dengan triangulasi sumber. Hasil penelitian menunjukkan bahwa pemerintah daerah berperan sebagai regulator, fasilitator, dan motivator melalui program pelatihan kewirausahaan, bantuan permodalan, pendampingan usaha, dan fasilitas pemasaran produk. Namun, masih terdapat hambatan seperti sulitnya perizinan ekspor, rendahnya inovasi usaha, serta kurang optimalnya pemanfaatan teknologi digital. Oleh karena itu, diperlukan pendampingan berkelanjutan dan perluasan akses program UMKM. Kata Kunci: Peran Pemerintah Daerah, UMKM, Pengembangan Usaha, Industri Keripik, Pemberdayaan Ekonomi.
