Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi Pasal 69 Undang-Undang Nomor 19 Tahun 2013 tentang Perlindungan dan Pemberdayaan Petani dalam perspektif fikih siyasah. Pasal ini mengatur peran pemerintah dalam melindungi petani melalui berbagai kebijakan, termasuk penyediaan sarana produksi, pembiayaan, dan perlindungan harga hasil pertanian. Dalam perspektif fikih siyasah, kebijakan tersebut berkaitan erat dengan prinsip keadilan, kemaslahatan, dan tanggung jawab negara terhadap kesejahteraan rakyat. Metode yang digunakan adalah studi kepustakaan dengan pendekatan normatif. Hasil penelitian menunjukkan bahwa implementasi pasal tersebut secara substansial telah sejalan dengan prinsip-prinsip fikih siyasah, namun dalam praktiknya masih terdapat kendala seperti ketidakmerataan distribusi bantuan dan lemahnya pengawasan. Oleh karena itu, diperlukan penguatan kebijakan yang lebih berpihak kepada petani secara nyata. ABSTRACT This study aims to analyze the implementation of Article 69 of Law Number 19 of 2013 concerning the Protection and Empowerment of Farmers from a jurisprudential perspective. This article regulates the government's role in protecting farmers through various policies, including the provision of production facilities, financing, and price protection for agricultural products. From a jurisprudential perspective, this policy is closely related to the principles of justice, welfare, and the state's responsibility for the welfare of the people. The method used is a literature study with a normative approach. The results of the study indicate that the implementation of this article is substantially in line with the principles of jurisprudential principles, but in practice there are still obstacles such as unequal distribution of aid and weak supervision. Therefore, it is necessary to strengthen policies that are more pro-farmer in a real way.
