Abstract

ABSTRAK Pendapatan Asli Daerah (PAD) merupakan pilar utama dalam mewujudkan kemandirian fiskal daerah untuk membiayai pembangunan infrastruktur dan pelayanan publik. Di Provinsi Lampung, Pajak Kendaraan Bermotor (PKB) dan Bea Balik Nama Kendaraan Bermotor (BBNKB) menjadi dua komponen pajak daerah yang diandalkan karena potensi jumlah kendaraan yang terus meningkat setiap tahunnya. Oleh karena itu, penelitian ini bertujuan untuk menganalisis pengaruh realisasi PKB dan BBNKB secara parsial maupun simultan terhadap PAD Provinsi Lampung periode 2019–2024, serta merekonstruksi solusinya melalui tinjauan komprehensif berdasarkan perspektif Ekonomi Islam. Metode penelitian yang digunakan dalam skripsi ini adalah pendekatan kuantitatif dengan jenis penelitian asosiatif. Data yang digunakan merupakan data sekunder runtun waktu (time series) bulanan dari tahun 2019 hingga 2024 yang diperoleh dari Badan Pendapatan Daerah (Bapenda) serta Dinas Komunikasi, Informatika, dan Statistik Provinsi Lampung. Teknik analisis data yang diterapkan adalah Analisis Regresi Linier Berganda yang diolah menggunakan perangkat lunak SPSS. Temuan penelitian menunjukkan bahwa secara Parsial dan Simultan realisasi PKB dan BBNKB memiliki pengaruh yang signifikan terhadap PAD Provinsi Lampung. Ditinjau dari perspektif Ekonomi Islam, pemungutan PKB dan BBNKB di Provinsi Lampung telah selaras dengan konsep Khitbah dan prinsip kemaslahatan publik di mana pemanfaatannya dialokasikan kembali untuk kepentingan umat, meskipun pemerintah daerah tetap dituntut untuk meningkatkan transparansi dan keadilan agar tidak membebani masyarakat golongan ekonomi lemah. ABSTRACT Regional revenue (PAD) is the main pillar in realizing regional fiscal independence to finance infrastructure development and public services. In Lampung Province, Motor Vehicle Tax (PKB) and Motor Vehicle Tax (BBNKB) are two components of local taxes that are relied upon because the potential number of vehicles continues to increase every year. Therefore, this study aims to analyze the effect of the realization of CLA and BBNKB partially or simultaneously on the pad of Lampung Province for the period 2019- 2024, and reconstruct it through a thorough study based on a Sharia economic perspective. The research method used in this thesis is a quantitative approach to the type of associative research. The Data used is a secondary time series of monthly data from 2019 to 2024 obtained from the regional Revenue Agency (Bapenda) and the Lampung Provincial Office of Communication, Information and Statistics. The applied data analysis technique is multiple linear regression analysis processed using SPSS software. The findings showed that the partial and simultaneous realization of CLA and CLRP had a significant effect on Pad Lampung Province. Viewed from the perspective of Islamic Economics, the collection of CLA and BBNKB in Lampung province has been aligned with the concept of preaching and the principle of public benefit where its use is reallocated for the benefit of the people, although local governments are still required to improve transparency and justice so as not to burden the people of the weak economic groups.
