Abstract

ABSTRAK Penggusuran permukiman di Desa Sabah Balau, Lampung, menimbulkan konflik antara kebijakan pemerintah dan hak masyarakat atas tempat tinggal yang layak. Pemerintah Provinsi Lampung bersama aparat gabungan merobohkan 43 rumah warga di lahan seluas sekitar 6–7 hektare yang telah ditempati sebagian warga sejak tahun 1985. Warga terdampak hanya menerima kompensasi sebesar Rp1 juta hingga Rp1,5 juta per kepala keluarga tanpa relokasi tempat tinggal sehingga memicu penolakan dan kritik dari masyarakat sipil. Penelitian ini bertujuan menganalisis keputusan pemerintah serta respons masyarakat dalam pembongkaran permukiman di Desa Sabah Balau. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik wawancara mendalam. Informan meliputi Kepala BPKAD Provinsi Lampung, Satpol PP Provinsi Lampung, Sekretaris Desa Sabah Balau, serta warga terdampak pembongkaran. Analisis data dilakukan berdasarkan tiga indikator hegemoni Gramsci, yaitu penguasaan ideologi, penggunaan aparatur negara, dan resistensi warga. Hasil penelitian menunjukkan bahwa negara mengedepankan legitimasi legal melalui aturan tata ruang dan pengamanan aset publik, sementara masyarakat menegaskan legitimasi moral berdasarkan lamanya tinggal dan kebutuhan akan ruang hidup. Hasil penelitian menunjukkan bahwa keputusan pemerintah dalam pembongkaran paksa permukiman di Desa Sabah Balau tahun 2025 dilakukan oleh Pemerintah Provinsi Lampung melalui BPKAD, Satpol PP, dan aparat pendukung lainnya dengan dasar pengamanan aset pemerintah daerah. Pelaksanaan kebijakan dilakukan melalui tahapan pendataan, pemberian surat peringatan, sosialisasi, hingga pembongkaran paksa rumah warga, namun dinilai kurang melibatkan masyarakat serta tidak disertai relokasi dan kompensasi yang memadai. Respon masyarakat terhadap kebijakan tersebut ditunjukkan melalui penolakan, kritik, dan munculnya solidaritas sosial antarwarga terdampak karena pembongkaran paksa dianggap berdampak pada kondisi sosial, ekonomi, dan kehidupan masyarakat yang telah lama menetap di wilayah tersebut. Selain itu, masyarakat membangun kebersamaan dan gotong royong sebagai bentuk dukungan sosial dalam menghadapi dampak pembongkaran paksa permukiman di Desa Sabah Balau. ABSTRACT The demolition of settlements in Sabah Balau Village, Lampung, has created conflict between government policies and the community’s right to adequate housing. The Lampung Provincial Government, together with joint security forces, demolished 43 houses on approximately 6–7 hectares of land that had been occupied by some residents since 1985. The affected residents only received compensation of Rp1 million to Rp1.5 million per household without any relocation support, leading to public rejection and criticism from civil society groups. This study aims to analyze government decisions and community responses regarding the demolition of settlements in Sabah Balau Village. This research employs a descriptive qualitative method with in-depth interview techniques. The informants include the Head of BPKAD of Lampung Province, the Provincial Civil Service Police Unit (Satpol PP), the Secretary of Sabah Balau Village, and affected residents. Data analysis was conducted using three indicators of Gramscian hegemony: ideological dominance, the use of state apparatus, and community resistance. The findings show that the state emphasizes legal legitimacy through spatial planning regulations and the protection of public assets, while the community asserts moral legitimacy based on long-term residence and the necessity of living space. The results of the study indicate that the government’s decision regarding the forced demolition of settlements in Sabah Balau Village in 2025 was carried out by the Lampung Provincial Government through BPKAD, Satpol PP, and other supporting authorities on the basis of safeguarding regional government assets. The implementation of the policy was conducted through stages of data collection, issuance of warning letters, socialization, and the forced demolition of residents’ houses; however, it was considered to lack community involvement and was not accompanied by adequate relocation or compensation. Community responses to the policy were reflected in rejection, criticism, and the emergence of social solidarity among affected residents because the forced demolition was considered to have significant impacts on the social, economic, and living conditions of people who had long resided in the area. In addition, the community strengthened togetherness and mutual cooperation as a form of social support in facing the impacts of the forced demolition of settlements in Sabah Balau Village.
