Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis pelaksanaan sosialisasi tahapan Pemilihan Umum (Pemilu) Tahun 2024 oleh Komisi Pemilihan Umum (KPU) Kota Bandar Lampung dalam perspektif fikih siyasah tanfidziyyah. Sosialisasi merupakan bagian integral dari penyelenggaraan pemilu yang bertujuan untuk memberikan informasi yang jelas kepada masyarakat tentang hak, kewajiban, dan tahapan-tahapan pemilu yang ada dalam Undangundang Pemilu Tahun 2017. Dalam fikih siyasah tanfidziyyah, pelaksanaan kekuasaan administratif harus dijalankan dengan prinsip keadilan, tanggung jawab, transparansi, dan maslahat umat. Rumusan masalah pada penelitian ini adalah 1) Bagaimana Sosialisasi Tahapan Pemilu Tahun 2024 di KPU Kota Bandar Lampung? dan (2) Bagaimana perspektif Fikih Siyasah Tanfidziyyah terhadap Sosialisasi Tahapan Pemilu Tahun 2024 di KPU Kota Bandar Lampung? Metode penelitian ini menggunakan metode kualitatif dengan pendekatan yuridis-sosiologis dan studi lapangan di KPU Kota Bandar Lampung. Sumber data primernya diperoleh dari Bawaslu Kota Bandar Lampung. Sedangkan data skundernya diperoleh dari sumber pustaka, yakni dari buku, peraturan perundang-undangan tentang pengawasan pemilihan umum serta artikel ilmiah. Hasil penelitian menemukan bahwa Sosialisasi tahapan Pemilu Tahun 2024 oleh Komisi Pemilihan Umum (KPU) Kota Bandar Lampung merupakan bagian penting dari upaya mewujudkan pemilu yang partisipatif, transparan, dan demokratis. Sosialisasi ini dilaksanakan secara terpadu bersama KPU se-Indonesia, namun disesuaikan dengan karakteristik sosial dan budaya masyarakat setempat. Kegiatan tersebut mencakup penyampaian informasitahapan pemilu, edukasi tentang hak dan kewajiban pemilih, serta pelibatan masyarakat dalam proses pendataan dan pencalonan legislatif (DPR, DPD, dan DPRD). Untuk menjangkau seluruh lapisan masyarakat, KPU menggunakan berbagai metode, seperti media cetak (spanduk, flier), media elektronik, media sosial, serta kerja sama dengan lembaga pendidikan dan tokoh masyarakat. Dalam perspektif fikih siyasah tanfiziyah, sosialisasi ini merupakan bentuk pelaksanaan kekuasaan administratif (wilayah al-tanfidz) yang harus dijalankan dengan prinsip keadilan, transparansi, dan tanggung jawab. Tindakan KPU dalam menyampaikan informasi kepada publik merupakan bagian dari pelayanan yang maslahat serta bentuk amanah negara dalam mencerdaskan rakyat. Sosialisasi tidak hanya dipahami sebagai kewajiban administratif, tetapi juga sebagai tugas syar’i dalam mengajak umat Islam untuk berpartisipasi aktif dalam proses politik yang jujur dan beretika. Oleh karena itu, pendekatan sosialisasi idealnya tidak hanya teknis-informatif, tetapi juga mengandung nilai edukatif, etis, dan religius untuk membentuk kesadaran politik yang bertanggung jawab dan berlandaskan nilai-nilai Islam. ABSTRACT This study aims to analyze the implementation of the socialization of the 2024 General Election (Pemilu) stages by the General Election Commission (KPU) of Bandar Lampung City from the perspective of Islamic jurisprudence (fiqh siyasah tanfidziyyah). Socialization is an integral part of election administration, aiming to provide clear information to the public about the rights, obligations, and stages of the election as stipulated in the 2017 Election Law. In Islamic jurisprudence (fiqh siyasah tanfidziyyah), the implementation of administrative power must be carried out with the principles of justice, responsibility, transparency, and the benefit of the community. The research questions are: 1) How is the socialization of the 2024 Election Stages carried out at the KPU of Bandar Lampung City? and (2) What is the perspective of Islamic jurisprudence (fiqh siyasah tanfidziyyah) on the socialization of the 2024 Election Stages at the KPU of Bandar Lampung City? This research method uses a qualitative method with a juridical-sociological approach and field studies at the KPU of Bandar Lampung City. The primary data source was obtained from the Bandar Lampung City Elections Supervisory Agency (Bawaslu). Secondary data was obtained from library sources, including books, laws and regulations on general election supervision, and scientific articles. The study found that the socialization of the 2024 Election stages by the Bandar Lampung City General Elections Commission (KPU) is a crucial part of efforts to realize participatory, transparent, and democratic elections. This socialization was carried out in an integrated manner with KPUs throughout Indonesia, but adapted to the social and cultural characteristics of the local community. These activities included disseminating information on election stages, educating voters about voter rights and obligations, and involving the community in the legislative registration and nomination process (DPR, DPD, and DPRD). To reach all levels of society, the KPU utilized various methods, such as print media (banners, flyers), electronic media, social media, and collaboration with educational institutions and community leaders. From the perspective of Islamic jurisprudence (fiqh siyasah tanfiziyah), this socialization constitutes aform of exercising administrative power (wilayah al-tanfidz) that must be carried out with the principles of justice, transparency, and responsibility. The KPU's action in disseminating information to the public is part of its beneficial service and a manifestation of the state's mandate to educate the people. Socialization is not only understood as an administrative obligation, but also as a sharia-compliant duty to encourage Muslims to actively participate in an honest and ethical political process. Therefore, the ideal socialization approach should not only be technical and informative, but also contain educational, ethical, and religious values to foster responsible political awareness based on Islamic values.
