Abstract

ABSTRAK Pengelolaan sampah merupakan aspek fundamental dalam upaya mewujudkan lingkungan yang bersih, sehat, dan berkelanjutan. Pemerintah Pekon Sinar Semendo menetapkan Peraturan Pekon Nomor 8 Tahun 2023 tentang Pengelolaan Sampah sebagai langkah strategis dalam menata kebersihan lingkungan sekaligus meningkatkan kesadaran masyarakat mengenai pentingnya pengelolaan sampah. Namun demikian, implementasi peraturan tersebut di lapangan masih menghadapi berbagai hambatan, seperti lemahnya penegakan sanksi, rendahnya tingkat kesadaran masyarakat, serta kurang optimalnya fungsi pengawasan pemerintah pekon. Penelitian ini bertujuan untuk: (1) menganalisis implementasi Peraturan Pekon Nomor 8 Tahun 2023 tentang Pengelolaan Sampah di Pekon Sinar Semendo, dan (2) mengkaji implementasi peraturan tersebut berdasarkan perspektif fikih siyasah, terutama terkait prinsip kemaslahatan dan kesesuaiannya dengan syariat Islam. Hasil penelitian menunjukkan bahwa implementasi Peraturan Pekon telah berjalan, tetapi belum mencapai tingkat efektivitas yang optimal. Pemerintah pekon telah melakukan berbagai upaya, termasuk penyediaan petugas pengangkut sampah, pelaksanaan sosialisasi, serta penyediaan fasilitas tempat pembuangan sampah akhir. Meskipun demikian, pelaksanaan di lapangan masih terhambat oleh rendahnya partisipasi masyarakat, lemahnya penegakan sanksi, serta minimnya kesadaran warga dalam menjaga kebersihan lingkungan. Kesimpulannya, implementasi Peraturan Pekon Sinar Semendo Nomor 8 Tahun 2023 telah terlaksana tetapi masih bersifat parsial dan memerlukan penguatan. Diperlukan peningkatan intensitas sosialisasi, optimalisasi fungsi pengawasan, penegakan sanksi yang lebih tegas, serta kolaborasi antara pemerintah pekon, tokoh masyarakat, tokoh agama, dan warga sebagai upaya bersama dalam mewujudkan pengelolaan sampah yang efektif sesuai dengan prinsip kemaslahatan dalam fikih siyasah. ABSTRACT Waste management is a fundamental aspect in efforts to create a clean, healthy, and sustainable environment. The Sinar Semendo Village Government established Village Regulation Number 8 of 2023 concerning Waste Management as a strategic step to maintain environmental cleanliness while raising public awareness of the importance of waste management. However, the implementation of this regulation in the field still faces various obstacles, such as weak enforcement of sanctions, low levels of public awareness, and suboptimal village government oversight. This study aims to: (1) analyze the implementation of Village Regulation Number 8 of 2023 concerning Waste Management in Sinar Semendo Village, and (2) examine the implementation of this regulation from a jurisprudence perspective, particularly regarding the principle of benefit and its compliance with Islamic law. The results indicate that the implementation of the Village Regulation has been ongoing, but has not yet achieved optimal effectiveness. The village government has undertaken various efforts, including providing waste collection officers, conducting outreach programs, and providing final waste disposal facilities. However, implementation in the field is still hampered by low community participation, weak enforcement of sanctions, and minimal public awareness of maintaining environmental cleanliness. In conclusion, the implementation of Sinar Semendo Village Regulation Number 8 of 2023 has been carried out but is still partial and requires strengthening. Increased outreach, optimization of supervisory functions, stricter enforcement of sanctions, and collaboration between the village government, community leaders, religious leaders, and residents are needed as a joint effort to realize effective waste management in accordance with the principle of benefit in Islamic jurisprudence.
