Abstract

التجريد تهدف هذه الدراسة إلى تحليل تنفيذ برنامج مسابقة اللغة الإسلامية والخطابة )(ILSC في مدرسة جبل النور الإسلامية الداخلية وتأثيره على تحسين مهارات التحدث (مهارة الكلام) لدى الطلاب. تستكشف هذه الدراسة فعالية هذا البرنامج من خلال التركيز على أربعة عوامل رئيسية في نظرية تنفيذ السياسات التي اقترحها جورج سي. إدوارد الثالث: التواصل، والموارد، والتصرف، والهيكل البيروقراطي. تم استخدام نهج وصفية نوعية، باستخدام المقابلات والملاحظات وتحليل الوثائق لجمع البيانات من المصادر الرئيسية، بما في ذلك معلمي اللغة ومديري البرامج والطلاب. تظهر النتائج زيادة كبيرة في ثقة الطلاب وطلاقتهم ومفرداتهم بعد المشاركة في برنامج . The research explores the effectiveness of this program by focusing on the four key factors in policy implementation theory proposed by George C. Edward III: communication, resources, disposition, and bureaucracy structure. A qualitative descriptive approach was used, utilizing interviews, observations, and document analysis to collect data from key informants, including language instructors, program administrators, and students. The findings indicate a significant improvement in students' confidence, fluency, and vocabulary after participating in the ILSC. Effective communication among participants, adequate resources, and students' positive disposition contributed to the program's success. However, challenges such as varying language proficiency levels among students and limited practice time were identified. The study concludes that the ILSC program is an effective method for enhancing Arabic speaking skills, but recommendations include extending practice sessions and adjusting materials to accommodate varying student abilities. This research offers new insights into the integration of policy implementation theory in educational settings, especially in enhancing language skills through competitive learning environments.
