Abstract

ABSTRAK Pasal 28 Peraturan Daerah Provinsi Lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika, Psikotropika, Dan Zat Adktif Lainnya membahas mengenai partisipasi masyarakat dalam upaya fasilitasi pencegahan penyalahgunaan narkotika, psikotropika, dan zat adiktif lainnya. Penjabaran mengenai partisipasi masyarakat tertuang dalam pasal 28 tersebut, salah satunya adalah melaporkan kepada instansi berwenang apabila mengetahui adanya penyalahgunaan narkotika, psikotropika dan zat adiktif lainnya serta prekursor narkotika. Meski peran masyarakat telah diatur secara formal melalui regulasi, implementasinya di lapangan masih menemui berbagai kendala yang cukup serius. Salah satu hambatan utama adalah rendahnya kesadaran dan pemahaman masyarakat tentang bahaya narkotika. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis penelitiannya yakni field research, serta sifat penelitian deskriptif analitis. Teknik pengumpulan data pada penelitian ini yaitu wawancara, observasi yang mana penulis melihat dan mengamati langsung kondisi dilapangan lokasi penelitian, dokumentasi dan analisis data berupa reduksi data, penyajian data, dan penarikan kesimpulan. Dalam penelitian ini penulis menggunakan informan sebagai subjek dalam wawancara guna memperoleh data. Teori yang digunakan adalah teori Siyāsah Tanfiżiyah. Hasil penelitian ini menunjukan bahwa implementasi Pasal 28 Peraturan Daerah Provinsi Lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika, Psikotropika, Dan Zat Adiktif Lainnya, mengenai partisipasi masyarakat di Kelurahan Kota Karang belum terlaksana karena masyarakat masih ada yang bersikap apatis dan takut mengenai pelaporan, pemberian informasi, serta memberikan saran kepada aparat terkait yang terjadi di lingkungan sekitarnya. Sosialisasi dan himbauan mengenai bahaya narkotika, peredaran narkotika, serta pelaporan penyalahgunaan narkotika yang dapat dijamin kerahasiaan pelapornya pun sering dilakukan agar lebih meningkatkan partisipasi masyarakat di Kelurahan Kota Karang. Tinjauan Siyāsah Tanfiżiyah Terhadap Implementasi Pasal 28 Peraturan Daerah Provinsi Lampung Nomor 1 Tahun 2019 Tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika, Psikotropika Dan Zat Adiktif Lainnya Di Kelurahan Kota Karang Kecamatan Teluk Betung Timur sudah sesuai dimana masyarakat turut bertanggung jawab, hal ini sesuai dengan prinsip-prinsip dalam Siyāsah Tanfiżiyah. ABSTRACT Article 28 of Lampung Province Regional Regulation Number 1 of 2019 concerning Facilitation of Preventing the Abuse of Narcotics, Psychotropics, and Other Addictive Substances discusses community participation in efforts to facilitate the prevention of narcotics, psychotropics, and other addictive substances, as well as narcotics precursors. The details regarding community participation are outlined in Article 28, one of which is reporting to the competent authorities if they are aware of the abuse of narcotics, psychotropics, and other addictive substances, as well as narcotics precursors. Although the role of society has been formally regulated thru regulations, its implementation in the field still faces various quite serious obstacles. One of the main obstacles is the low public awareness and understanding of the dangers of narcotics. This research uses a qualitative research method with the type of research being field research, and the nature of the research is descriptiveanalytical. The data collection techniques used in this study were interviews, observation where the author directly observed and examined the field conditions at the research location, documentation, and data analysis consisting of data reduction, data presentation, and drawing conclusions. In this study, the author used informants as subjects in interviews to obtain the data. The theory used is the theory of executive politics. The results of this study indicate that the implementation of Article 28 of Lampung Province Regional Regulation Number 1 of 2019 concerning the Facilitation of Preventing the Abuse of Narcotics, Psychotropics, and Other Addictive Substances, regarding community participation in the Kota Karang Urban Village, it has not yet been implemented because some residents still have an apathetic attitude and are afraid to report, provide information, or offer suggestions to the relevant authorities about events occurring in their surrounding environment. Socialization and appeals regarding the dangers of narcotics, the trafficking of narcotics, and the reporting of narcotics abuse, with the confidentiality of the reporter guaranteed, are also frequently carried out to further increase community participation in the Kota Karang Village. The review of the Executive Siyāsah on the implementation of Article 28 of Lampung Province Regional Regulation Number 1 of 2019 concerning the Facilitation of Preventing the Abuse of Narcotics, Psychotropics, and Other Addictive Substances in the Kota Karang Urban Village, East Teluk Betung District, is appropriate, as the community also bears responsibility, which is in accordance with the principles of Executive Siyāsah.
