Abstract

ABSTRACT The records management system is an essential element in supporting the effectiveness and efficiency of archive management, especially in government institutions. Poorly organized archive management can lead to low storage efficiency and difficulties in the process of rediscovering archives at the Pangkal Pinang City Library and Archives Service. This research aims to analyze the influence of the records management system on storage efficiency and rediscovery at the Pangkal Pinang City Library and Archives Service. This research uses a qualitative method with a descriptive approach. Data collection techniques are carried out through observation, semi-structured interviews, and documentation. Informants in this research consist of structural officials in the archives field, archivists, and users of archival services. Data analysis is conducted using the interactive model by Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing, and its validity is tested through source, technique, and time triangulation techniques. The observation results of the research show that the records management system implemented at the Pangkal Pinang City Library and Archives Service regarding the efficiency of storage and rediscovery of archives indicates that archives are managed and stored regularly based on classification and retention periods. This supports archive control and ease of search access. The process of rediscovering archives is carried out quickly, accurately, and efficiently. However, the implementation of the records management system is not yet fully optimal, as obstacles are still found, such as limited storage space, utilization of information technology, limited competence of human resources in the field of digital archiving, and the absence of a comprehensive Archival Standard Operating Procedure (SOP). Keywords: Archive Rediscovery, Records Management System, Storage Efficiency. ii ABSTRAK Sistem manajemen kearsipan merupakan unsur penting dalam mendukung efektivitas dan efisiensi pengelolaan arsip, khususnya di instansi pemerintahan. Pengelolaan arsip yang tidak teratur dapat menyebabkan rendahnya efisiensi penyimpanan serta kesulitan dalam proses penemuan kembali arsip di Dinas Perpustakaan dan Kearsipan Kota Pangkal Pinang. Penelitian ini bertujuan untuk menganalisis pengaruh sistem manajemen kearsipan terhadap efisiensi penyimpanan dan penemuan kembali di Dinas Perpustakaan dan Kearsipan Kota Pangkal Pinang. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara semi-terstruktur, dan dokumentasi. Informan dalam penelitian ini terdiri dari pejabat struktural bidang kearsipan, arsiparis, serta pengguna layanan kearsipan. Analisis data dilakukan dengan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan, serta diuji keabsahannya melalui teknik triangulasi sumber, teknik, dan waktu. Hasil observasi penelitian menunjukkan bahwa sistem manajemen kearsipan yang diterapkan di Dinas Perpustakaan dan Kearsipan Kota Pangkal Pinang terhadap efisiensi penyimpanan dan penemuan kembali arsip, bahwa arsip dikelola dan disimpan secara teratur berdasarkan klasifikasi dan masa retensi. Sehingga mendukung pengendalian arsip dan kemudahan akses pencarian. Proses penemuan kembali arsip dilakukan dengan cepat, tepat, dan efisien. Namun demikian, penerapan sistem manajemen kearsipan sepenuhnya belum optimal, karena masih ditemukannya kendala berupa keterbatasan ruang penyimpanan, pemanfaatan teknologi informasi, keterbatasan kompetensi sumber daya manusia di bidang kearsipan digital, serta belum tersusunnya Standar Operasional Prosedur (SOP) kearsipan yang komprehensif.
