Abstract

ABSTRAK Sampah merupakan sisa hasil aktivitas manusia yang tidak lagi digunakan dan berpotensi menimbulkan dampak negatif bagi lingkungan apabila tidak dikelola dengan baik. Permasalahan ini juga terjadi di Kota Bandar Lampung yang mengalami peningkatan volume timbulan sampah setiap tahunnya seiring pertumbuhan penduduk dan aktivitas ekonomi masyarakat. Pemerintah Kota Bandar Lampung telah menetapkan Peraturan Daerah Nomor 6 Tahun 2023 tentang Pengelolaan Sampah sebagai dasar hukum dalam mewujudkan sistem pengelolaan sampah yang efektif, efisien, dan berwawasan lingkungan. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Subjek penelitian meliputi pegawai Dinas Lingkungan Hidup dan petugas kebersihan. Analisis data dilakukan melalui tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan, dengan keabsahan data diuji menggunakan triangulasi sumber. Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi Perda Nomor 6 Tahun 2023 oleh Dinas Lingkungan Hidup Kota Bandar Lampung serta tingkat partisipasi masyarakat dalam mendukung kebijakan tersebut berdasarkan perspektif Fiqh Siyāsah Tanfiziyyah. Rumusan masalah dalam skripsi ini: 1. Bagaimana implementasi Perda Kota Bandar Lampung Nomor 6 Tahun 2023 tentang Pengelolaan Sampah oleh Dinas Lingkungan Hidup Kota Bandar Lampung?. 2. Bagaimana tinjauan Fiqh Siyāsah terhadap implementasi Perda Kota Bandar Lampung Nomor 6 Tahun 2023 tentang Pengelolaan Sampah? Hasil penelitian ini menunjukan bahwa pemerintah telah berupaya untuk melakukan pengolahan sampah secara optimal, akan tetapi dalam praktiknya masih belum maksimal. Oleh karena itu, diperlukan sinergi antara pemerintah dan masyarakat melalui peningkatan edukasi, pengawasan, serta keterlibatan aktif masyarakat agar tujuan kebijakan pengelolaan sampah dapat tercapai secara berkelanjutan. ABSTRACT Waste is the residue of human activities that is no longer used and has the potential to cause negative impacts on the environment if not managed properly. This problem also occurs in Bandar Lampung City, which has experienced an increase in waste volume every year in line with population growth and community economic activities. The Bandar Lampung City Government has enacted Local Regulation No. 6 of 2023 on Waste Management as the legal basis for realizing an effective, efficient, and environmentally conscious waste management system. This study uses a descriptive qualitative method with data collection techniques in the form of interviews, observations, and documentation studies. The research subjects include employees of the Environmental Agency, sanitation workers, and communities located around the waste transportation service area. Data analysis was carried out through the stages of data collection, data reduction, data presentation, and conclusion drawing, with data validity tested using source triangulation. The purpose of this study was to determine how Local Regulation No. 6 of 2023 was implemented by the Bandar Lampung City Environment Agency and the level of community participation in supporting this policy based on the perspective of Fiqh Siyāsah Tanfiziyyah. The problem statements in this thesis are: 1. How is Bandar Lampung City Regulation Number 6 of 2023 concerning Waste Management implemented by the Bandar Lampung City Environmental Service? 2. How is the implementation of Bandar Lampung City Regulation Number 6 of 2023 concerning Therefore, synergy between the government and the community is needed thru increased education, supervision, and active community involvement so that the goals of waste management policy can be achieved sustainably.
