Abstract

ABSTRAK Skripsi ini berjudul “Peran Dinas Perhubungan Terhadap Implementasi Pasal 203 Ayat (2) Huruf b Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan Persfektif Siyasah Tanfidziyyah (Studi di Dinas Perhubungan Kota Bandar Lampung)”. Penelitian ini bertujuan untuk menjawab tentang, 1) Bagaimana Peran Dinas Perhubungan Kota Bandar Lampung Terhadap Implementasi Pasal 203 ayat (2) Huruf b Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan? 2)Bagaimana pandangan Siyasah Tanfidziyyah terhadap Peran Dinas Perhubungan Kota Bandar Lampung Terhadap Implementasi Pasal 203 ayat (2) Huruf b Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan? Sedangkan tujuan dari penelitian ini adalah Untuk Mengetahui Peran Dinas Perhubungan Kota Bandar Lampung Terhadap Implementasi Pasal 203 ayat (2) Huruf b UndangUndang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan. Untuk Mengetahui Pandangan Siyasah Tanfidziyyah terhadap Peran Serta Dinas Perhubungan Kota Bandar Lampung Terhadap Implementasi Pasal 203 ayat (2) Huruf b Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan. Peneltian ini bersifat Deskriptif Kualitatif yang bertujuan untuk membuat deskripsi atau gambaran mengenai objek penelitian secara sistematis, faktual, dan akurat. Pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi, pengolahan data dilakukan melalui tahap editing dan sistemazing, sedangkan analisis data dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa peran Dinas Perhubungan Kota Bandar Lampung dalam mengimplementasikan Pasal 203 Ayat (1) UU LLAJ sudah berjalan cukup baik, antara lain melalui kegiatan pengaturan lalu lintas, pemasangan rambu dan marka jalan, sosialisasi keselamatan berkendara, serta pengawasan terhadap transportasi umum dan kendaraan bermotor. Namun, pelaksanaan tersebut belum optimal karena masih terdapat kendala berupa tingkat kesadaran masyarakat yang masih rendah terhadap peraturan lalu lintas. Dari perspektif Siyasah Tanfidziyyah, peran Dinas Perhubungan sudah mencerminkan prinsip amanah dan tanggung jawab dalam menjalankan fungsi pemerintahan, namun masih perlu ditingkatkan agar sejalan dengan tujuan syariat yaitu kemaslahatan dan keselamatan umat ABSTRACT This thesis is entitled "The Role of the Transportation Agency in the Implementation of Article 203 Paragraph (2) Letter b of Law Number 22 of 2009 concerning Traffic and Road Transportation from the Siyasah Tanfidziyyah Perspective (Study at the Transportation Agency of Bandar Lampung City)". This study aims to answer the following: 1) What is the Role of the Transportation Agency of Bandar Lampung City in the Implementation of Article 203 Paragraph (2) Letter b of Law Number 22 of 2009 concerning Traffic and Road Transportation? 2) What is the Siyasah Tanfidziyyah view on the Role of the Transportation Agency of Bandar Lampung City in the Implementation of Article 203 Paragraph (2) Letter b of Law Number 22 of 2009 concerning Traffic and Road Transportation? Meanwhile, the purpose of this study is to determine the Role of the Transportation Agency of Bandar Lampung City in the Implementation of Article 203 Paragraph (2) Letter b of Law Number 22 of 2009 concerning Traffic and Road Transportation. To determine the views of the Siyasah Tanfidziyyah on the role of the Bandar Lampung City Transportation Agency in implementing Article 203 paragraph (1) of Law Number 22 of 2009 concerning Road Traffic and Transportation. This research is descriptive and qualitative in nature, aiming to create a systematic, factual, and accurate description or overview of the research object. Data collection used observation, interviews, and documentation methods. Data processing was carried out through editing and systematizing stages, while data analysis was conducted qualitatively. The results of the study indicate that the role of the Bandar Lampung City Transportation Agency in implementing Article 203 paragraph (1) of the LLAJ Law has been quite successful, including through traffic management activities, installation of road signs and markings, road safety outreach, and supervision of public transportation and motorized vehicles. However, this implementation has not been optimal due to obstacles such as low public awareness of traffic regulations. From a Siyasah Tanfidziyyah perspective, the role of the Transportation Agency already reflects the principles of trust and responsibility in carrying out government functions, but still needs to be improved to align with the objectives of sharia, namely the welfare and safety of the people.
