Abstract

ABSTRAK Kepala desa merupakan pemimpin tertinggi di tingkat desa yang memiliki peran strategis dalam mengatur jalannya pemerintahan, pelaksanaan pembangunan, pembinaan kemasyarakatan, serta pemberdayaan masyarakat. Salah satu tanggung jawab utama kepala desa adalah berupaya meningkatkan kesejahteraan masyarakat melalui program penanggulangan kemiskinan. Realitas di lapangan menunjukkan bahwa masih banyak masyarakat desa yang hidup dalam keterbatasan, baik dari aspek ekonomi, pendidikan, kesehatan, maupun pembangunan, termasuk di Desa Way Huwi Kecamatan Jati Agung Kabupaten Lampung Selatan. Kondisi tersebut menandakan bahwa upaya pemerintah desa dalam mengatasi kemiskinan belum sepenuhnya berjalan optimal sesuai dengan amanat Undang-Undang Nomor 06 Tahun 2014 tentang Desa. Adapun rumusan masalah dalam penelitian ini adalah: bagaimana peran Kepala Desa Way Huwi dalam penanggulangan kemiskinan berdasarkan Undang-Undang Nomor 06 Tahun 2014 tentang Desa, dan bagaimana pandangan Fiqh Siyāsah Dustūriyyah terhadap peran Kepala Desa Way Huwi dalam upaya penanggulangan kemiskinan tersebut. Penelitian ini menggunakan metode kualitatif deskriptif dengan jenis penelitian lapangan (field research) dengan sifat penelitian deskriptif kualitatif. Sumber data terdiri dari data primer yang diperoleh melalui wawancara, observasi, dan dokumentasi di Desa Way Huwi, serta data sekunder yang diperoleh melalui buku, jurnal, peraturan perundangundangan, dan hasil penelitian terdahulu. Hasil penelitian menunjukkan bahwa Kepala Desa Way Huwi telah berupaya menanggulangi kemiskinan melalui peningkatan sektor ekonomi dengan program Bantuan Langsung Tunai (BLT) dan pemberdayaan usaha masyarakat, peningkatan pendidikan melalui bantuan fasilitas belajar, perbaikan kesehatan dengan pelayanan posyandu dan bantuan gizi, serta pembangunan infrastruktur desa sebagai bentuk peningkatan pembangunan fisik dan sosial. Namun, masih terdapat kendala seperti pendataan penerima bantuan yang belum akurat dan kurangnya partisipasi masyarakat dalam pengawasan program. Dalam pandangan Fiqh Siyāsah Dustūriyyah, peran kepala desa tersebut sudah mencerminkan prinsip tanggung jawab (mas‟uliyyah), keadilan („adalah), dan kemaslahatan (maslahah) bagi masyarakat. Kesimpulannya, peran Kepala Desa Way Huwi dalam penanggulangan kemiskinan melalui empat indikator utama ekonomi, pendidikan, kesehatan, dan pembangunan telah berjalan cukup baik dan sesuai dengan Undang-Undang Nomor 06 Tahun 2014 tentang Desa serta nilai-nilai Fiqh Siyāsah. Meskipun demikian, peningkatan kapasitas aparatur dan akurasi data masih diperlukan agar program kemiskinan dapat lebih efektif dan merata. ABSTRACT The village head is the highest leader at the village level who holds a strategic role in managing governance, implementing development, fostering community relations, and empowering the people. One of the main responsibilities of the village head is to improve community welfare through poverty alleviation programs. The reality in the field shows that many villagers still live in poverty, particularly in the aspects of economy, education, health, and development, including in Way Huwi Village, Jati Agung District, South Lampung Regency. This condition indicates that the village government‟s efforts to reduce poverty have not yet been fully optimal in accordance with the mandate of Law Number 06 of 2014 concerning Villages. The formulation of the problems in this study is: how is the role of the Village Head of Way Huwi in poverty alleviation based on Law Number 06 of 2014 concerning Villages, and how is the perspective of Fiqh Siyāsah Dustūriyyah on the role of the Village Head of Way Huwi in these poverty alleviation efforts. This study uses a qualitative descriptive method with the type of field research, and the nature of the study is descriptive qualitative. The data sources consist of primary data obtained through interviews, observations, and documentation in Way Huwi Village, as well as secondary data obtained from books, journals, legislation, and previous research. The data were analyzed descriptively through the stages of data collection, reduction, presentation, and conclusion drawing. The results of the study show that the Village Head of Way Huwi has made efforts to reduce poverty through improvements in the economic sector with programs such as Direct Cash Assistance (BLT) and community business empowerment; education, through support for learning facilities; health, through posyandu services and nutrition assistance; and development, through infrastructure improvements as part of physical and social progress. However, there are still obstacles such as inaccurate beneficiary data and low community participation in program supervision. From the perspective of Fiqh Siyāsah Dustūriyyah, the role of the village head reflects the principles of responsibility (mas‟uliyyah), justice („adalah), and public welfare (maslahah) for the community.In conclusion, the role of the Village Head of Way Huwi in poverty alleviation through the four main indicators economy, education, health, and development has been carried out quite well and is in accordance with Law Number 06 of 2014 concerning Villages and the values of Fiqh Siyāsah. Nevertheless, it is still necessary to improve the capacity of village officials and the accuracy of data so that poverty alleviation programs can be more effective and equitable.
