Abstract
ABSTRAK Penelitian ini bertujuan untuk mengetahui efektivitas program pupuk bersubsidi terhadap peningkatan kesejahteraan anggota Kelompok Tani Jaya Lestari di Desa Selapan, Kecamatan Pardasuka, Kabupaten Pringsewu, serta meninjau pelaksanaannya dalam perspektif ekonomi Islam. Pupuk bersubsidi merupakan program pemerintah yang bertujuan membantu petani dalam menekan biaya produksi, meningkatkan hasil pertanian, dan memperbaiki taraf hidup masyarakat tani. Efektivitas program ini dianalisis berdasarkan indikator tepat utama, yaitu tepat jenis, tepat tempat, tepat jumlah, tepat waktu, dan tepat harga sebagaimana diatur dalam Keputusan Menteri Pertanian Republik Indonesia Nomor 04/Kpts/RC.210/B/02/2019 tentang Panduan Teknis Penyediaan dan Penyaluran Pupuk Bersubsidi. Hasil penelitian menunjukkan bahwa pelaksanaan program pupuk bersubsidi di Kelompok Tani Jaya Lestari belum sepenuhnya berjalan efektif. Dari aspek tepat jenis dan tepat harga, program telah terlaksana sesuai ketentuan pemerintah. Namun, dari aspek tepat waktu dan tepat jumlah masih terdapat kendala, seperti keterlambatan distribusi dan terbatasnya alokasi pupuk yang diterima petani. Walaupun demikian, program ini tetap memberikan manfaat nyata bagi petani, terutama dalam membantu meringankan biaya produksi dan meningkatkan hasil panen yang berdampak pada peningkatan kesejahteraan keluarga. Ditinjau dari perspektif ekonomi Islam, pelaksanaan program pupuk bersubsidi telah mencerminkan nilai-nilai keadilan, kemaslahatan, dan kebersamaan, meskipun perlu adanya peningkatan dalam aspek pemerataan distribusi agar prinsip maqasid al-syari‘ah dapat tercapai secara lebih optimal. ABSTRACT This study aims to determine the effectiveness of the subsidized fertilizer program in improving the welfare of members of the Jaya Lestari Farmer Group in Selapan Village, Pardasuka District, Pringsewu Regency, as well as to examine its implementation from an Islamic economic perspective. The subsidized fertilizer program is a government initiative intended to help farmers reduce production costs, increase agricultural yields, and improve their standard of living. The effectiveness of this program is analyzed based on four main indicators: the right type, the right quantity, the right time, and the right price, as stipulated in the Decree of the Minister of Agriculture of the Republic of Indonesia No. 04/Kpts/RC.210/B/02/2019 concerning Technical Guidelines for the Provision and Distribution of Subsidized Fertilizers. The results of this study indicate that the implementation of the subsidized fertilizer program in the Jaya Lestari Farmer Group has not been fully effective. In terms of the right type and the right price, the program has been carried out in accordance with government regulations. However, in terms of the right time and the right quantity, there are still obstacles such as delays in distribution and limited fertilizer allocations received by farmers. Nevertheless, the program still provides tangible benefits to farmers, especially in reducing production costs and increasing crop yields, which have a positive impact on improving family welfare. From the perspective of Islamic economics, the implementation of the subsidized fertilizer program has reflected the values of justice, social welfare, and solidarity, although improvements are still needed in the aspect of equitable distribution so that the principles of maqasid al-shariah can be achieved more optimally.
