Abstract
ABSTRAK Program konversi energi melalui distribusi gas elpigi 3kg bersubsidi sebagai langkah strategis pemerintah untuk mendukung kesejahteraan masyarakat berpenghasilan rendah dan pelaku usaha mikro. Tujuan penelitian ini untuk menganalisis implementasi Pasal 3 Ayat 1 Peraturan Presiden Nomor 104 Tahun 2007 dari perspektif siyasah tanfiziyyah di Desa Pulung Kencana, Kecamatan Tulang Bawang Tengah, Kabupaten Tulang Bawang Barat. Metodologi penelitian menggunakan kualitatif deskriptif dengan teknik wawancara mendalam dan observasi partisipatif terhadap berbagai pihak. Hasil penelitian menemukan bahwa implementasi kebijakan belum berjalan sesuai amanat regulasi. Penyaluran gas elpiji 3kg masih didominasi oleh masyarakat kelas menengah ke atas dan ASN, sehingga kelompok rentan sulit mendapatkan akses. Faktor-faktor penyebab meliputi lemahnya sistem verifikasi identitas penerima, minimnya mekanisme pengawasan multi-level, dan ketidakpatuhan terhadap regulasi yang berlaku. Analisis siyasah tanfiziyyah menunjukkan implementasi kebijakan bertentangan dengan prinsip keadilan distributif (al-'adl), pelaksanaan amanah dalam pengelolaan kebijakan publik, dan orientasi kemaslahatan umat. Dampak ketidaktepatan sasaran menciptakan efek yang merugikan kelompok target dan mengurangi efektivitas program konversi energi. Hal ini mengakibatkan distribusi subsidi menjadi salah sasaran dan menimbulkan ketimpangan dalam akses energi murah yang semestinya bersifat pasti dikalangan menengah kebawah. ABSTRACT This study examines the implementation of Article 3 (1) of Presidential Regulation No. 104 of 2007 concerning the distribution of subsidised 3kg LPG gas cylinders, analysed through the lens of fiqh siyasah tanfiziyah in Pulung Kencana Village, Tulang Bawang Tengah Subdistrict. The policy, intended to support low-income groups and micro-businesses, faces critical implementation challenges. Using a descriptive qualitative approach, data were gathered through interviews and field observations involving multiple stakeholders. Findings show that the policy's objectives are not being fully realized. The distribution is largely dominated by middle-to-upper income groups and civil servants, limiting access for vulnerable populations. This misalignment is attributed to weak identity verification systems, inadequate oversight, and poor regulatory enforcement. From the perspective of fiqh siyasah tanfidziyah, the policy execution contradicts core Islamic governance principles such as distributive justice (al-‘adalah), public trust (amanah), and societal welfare (maslahah). As a result, subsidies are misdirected, reducing the programme’s effectiveness and leading to inequities in energy access. The study highlights the urgent need for improved policy oversight to ensure the benefits of energy conversion programmes reach their intended targets.
