Abstract

ABSTRAK Pengelolaan kawasan pariwisata terhadap objek wisata Gunung Kunyit terjadi kurangnya koordinasi antara pemerintah daerah, masyarakat, dan pihak swasta mengakibatkan pengelolaan objek wisata ini tidak berjalan efektif sehingga dapat menghambat pengembangan lingkungan berkelanjutan terhadap implementasi Pasal 8 huruf a terkait strategi pengelolaan kawasan pariwisata dalam Peraturan Kota Bandar Lampung No. 03 Tahun 2017 Tentang Kepariwisataan. Data yang diperoleh dari BPS tahun 2024 menunjukkan Kota Bandar Lampung memiliki 134 objek wisata salah satunya objek wisata Gunung Kunyit berada urutan 89 menjadi paling banyak dikunjungi oleh wisatawan. Tujuan penelitian ini mengkaji sistem pengelolaan wisata Gunung Kunyit secara berkelanjutan dengan memperhatikan aspek fasilitas dan sarana sosial bagi Objek Wisata Gunung Kunyit. Rumusan masalah yang akan diteliti: (1) Bagaimana Implementasi Pasal 8 Peraturan Daerah Kota Bandar Lampung Nomor 03 Tahun 2017 Tentang Kepariwisataan Dalam Pengelolaan Objek Wisata Gunung Kunyit di Dinas Pariwisata Kota Bandar Lampung. (2) Bagaimana Analisis Siyāsah Tanfiżiyah Syār’iyyah terhadap Implementasi Pasal 8 Peraturan Daerah Kota Bandar Lampung Nomor 03 Tahun 2017 Tentang Kepariwisataan Dalam Pengelolaan Objek Wisata Gunung Kunyit di Dinas Pariwisata Kota Bandar Lampung. Metode penelitian ini menggunakan jenis penelitian lapangan (field research) bersifat kualitatif deskriptif. Sumber data dihasilkan berupa observasi, wawancara dan dokumentasi serta sumber data sekunder berasal dari literatur berkaitan dengan permasalahan yang akan diteliti. Hasil analisis penelitian menemukan bahwa Implementasi Pasal 8 Peraturan Daerah Kota Bandar Lampung Nomor 03 Tahun 2017 Tentang Kepariwisataan Dalam Pengelolaan Objek Wisata Gunung Kunyit di Dinas Pariwisata Kota Bandar Lampung pada kasus Gunung Kunyit dapat dikatakan belum optimal. Dikarenakan masih menghadapi sejumlah kendala, yaitu minimnya fasilitas dasar seperti toilet umum, tempat ibadah, gazebo, area parkir, serta area bermain yang belum tertata dengan baik. Pengelolaan sampah yang belum memadai, lemahnya manajemen kebersihan. Serta belum adanya Surat Keputusan (SK) resmi resmi pengelolaan maupun SOP (Standar Operasional Prosedur) yang baku dari Pemerintah Daerah, yang menyebabkan strategi jangka panjang tidak terarah. Analisis Siyasah Tanfiżiyyah Syar’iyyah terhadap Implementasi Pasal 8 Peraturan Daerah Kota Bandar Lampung Nomor 03 Tahun 2017 Tentang Kepariwisataan Dalam Pengelolaan Objek Wisata Gunung Kunyit di Dinas Pariwisata Kota Bandar Lampung belum dikatakan berjalan sesuai dengan Fiqh Siyāsah Tanfiżiyah dikarenakan evaluasi terhadap pengelolaan objek wisata belum sepenuhnya mencerminkan prinsip Fiqh Siyāsah Dinas Pariwisata Kota Bandar Lampung dan Kelurahan Bumi Waras seharusnya memberi dukungan untuk meningkatkan keterlibatan masyarakat dalam pengambilan keputusan kebijakan wisata dan menjaga kelestarian lingkungan, sesuai dengan kepemimpinan Islam dalam bertanggungjawab kepada masyarakat dalam pemeliharaan fasilitas dan penyalahgunaan distribusi manfaat tepi pantai gunung kunyit. ABSTRACT The management of the tourism area for the Gunung Kunyit tourist attraction has suffered from a lack of coordination between the local government, the community, and the private sector, resulting in ineffective management of this tourist site. This condition hampers the development of a sustainable environment in relation to the implementation of Article 8 letter (a) concerning tourism area management strategies as stipulated in Bandar Lampung City Regulation No. 03 of 2017 on Tourism. Data obtained from the Central Bureau of Statistics (BPS) in 2024 shows that Bandar Lampung City has 134 tourist attractions, with Gunung Kunyit ranking 89th among the most visited destinations. The purpose of this research is to examine the sustainable management system of the Gunung Kunyit tourist attraction by taking into account the aspects of facilities and social infrastructure for the Gunung Kunyit Tourist Site. The research problem formulations are as follows: (1) How is the implementation of Article 8 of the Bandar Lampung City Regional Regulation Number 03 of 2017 concerning Tourism in the management of the Gunung Kunyit tourist attraction by the Bandar Lampung City Tourism Office? (2) How is the analysis of Siyāsah Tanfiżiyah Syār’iyyah toward the implementation of Article 8 of the Bandar Lampung City Regional Regulation Number 03 of 2017 concerning Tourism in the management of the Gunung Kunyit tourist attraction by the Bandar Lampung City Tourism Office?This research employs a field research type using a descriptive qualitative approach. The data sources are obtained through observation, interviews, and documentation, while secondary data sources are derived from literature related to the issues being studied. The results of the research analysis indicate that the implementation of Article 8 of the Bandar Lampung City Regional Regulation Number 03 of 2017 concerning Tourism in the management of the Gunung Kunyit tourist attraction by the Bandar Lampung City Tourism Office has not been optimal. This is due to several obstacles, such as the lack of basic facilities including public toilets, places of worship, gazebos, parking areas, and playgrounds that are not yet wellorganized. Waste management remains inadequate, and cleanliness management is weak. Furthermore, there is no official Decree (SK) or standardized Standard Operating Procedure (SOP) from the local government, which results in an unfocused long-term strategy.The Siyāsah Tanfiżiyyah Syar’iyyah analysis of the implementation of Article 8 of the Bandar Lampung City Regional Regulation Number 03 of 2017 concerning Tourism in the management of the Gunung Kunyit tourist attraction by the Bandar Lampung City Tourism Office also shows that it has not been carried out in accordance with the principles of Fiqh Siyāsah Tanfiżiyyah. The evaluation of the management of the tourist site has not fully reflected the principles of Fiqh Siyāsah. The Bandar Lampung City Tourism Office and the Bumi Waras Subdistrict should provide greater support to enhance community involvement in tourism policy decision-making and environmental conservation, in line with the principles of Islamic leadership, which emphasize accountability to the community in maintaining public facilities and preventing misuse of the benefits from the coastal area of Gunung Kunyit.
