Abstract

ABSTRAK Dana desa merupakan dana yang bersumber dari APBN yang diperuntukkan bagi desa, yang ditransfer melalui anggaran belanja daerah Kabupaten. Permasalahan yang terjadi di desa Muara Jaya I, Kec. Kebun Tebu, Kab. Lampung Barat yaitu adanya keterlambatan dalam pembuatan SPJ, tidak semua masyarakat dilibatkan dalam musyawarah perencanaan pembangunan (musrenbang), serta pemerintah desa kurang transparan dan kurangnya keterbukaan kepada masyarakat terkait besaran dana yang diterima. Tujuan penelitian ini yaitu untuk mengetahui apakah sistem pelaporan, partisipasi masyarakat, dan peraturan pemerintah dapat meningkatkan akuntabilitas pengelolaan dana desa serta menambahkan pandangan terkait ekonomi islam. Teknik pengumpulan data dalam penelitian ini adalah kuesioner dengan skala likert. Sedangkan populasi dalam penelitian ini adalah seluruh aparatur desa Kecamatan Kebun Tebu dan Muara Jaya I serta warga masyarakat desa Muara Jaya I. Responden yang berdomisili di Kecamatan Kebun Tebu desa Muara Jaya I dengan jumlah sampel 33 orang. Teknik pengambilan sampel dalam penelitian ini menggunakan teknik non probability sampling dengan metode purposive sampling. Serta uji statistik menggunakan alat bantu program SmartPLs 4.0. Hasil uji statistik menunjukkan bahwa pengujian sistem pelaporan tidak memiliki pengaruh positif dan signifikan terhadap akuntabilitas pengelolaan dana desa. partisipasi masyarakat berpengaruh positif dan signifikan terhadap akuntabilitas pengelolaan dana desa. peraturan pemerintah tidak berpengaruh positif dan signifikan terhadap akuntabilitas pengelolaan dana desa. Secara simultan sistem pelaporan, partisipasi masyarakat, dan peraturan pemerintah tidak pengaruh positif dan signifikan terhadap akuntabilitas pengelolaan dana desa. Kemudian tinjauan dalam persepektif ekonomi islam, pada desa Muara Jaya I, Kec. Kebun Tebu telah menerapkan prinsip-prinsip ekonomi islam yaitu prinsip amanah, transparansi, keadilan dan hisbah. ABSTRACT Village funds are funds sourced from the APBN that are intended for villages, which are transferred through the Regency's regional budget. The problems that occur in Muara Jaya I village, Kebun Tebu sub-district, West Lampung district are delays in making SPJ, not all communities are involved in development planning meetings (musrenbang), and the village government is less transparent and lack of openness to the community regarding the amount of funds received. The purpose of this study is to determine whether the reporting system, community participation, and government regulations can improve the accountability of village fund management and add views related to Islamic economics. The data collection technique in this study was a questionnaire with a Likert scale. While the population in this study were all village officials of Kebun Tebu Subdistrict and Muara Jaya I and residents of Muara Jaya I village. Respondents who live in Kebun Tebu sub-district Muara Jaya I village with a sample size of 33 people. The sampling technique in this study used non probability sampling technique with purposive sampling method. And statistical tests using the SmartPLs 4.0 program tool. The statistical test results show that the reporting system test does not have a positive and significant effect on the accountability of village fund management. community participation has a positive and significant effect on the accountability of village fund management. government regulations have no positive and significant effect on the accountability of village fund management. Simultaneously, the reporting system, community participation, and government regulations have no positive and significant effect on the accountability of village fund management. Then the review in the perspective of Islamic economics, in the village of Muara Jaya I, Kec. Kebun Tebu has applied the principles of Islamic economics, namely the principles of trustworthiness, transparency, justice and hisbah.
